Replace Chiller Unit Building 125 Alpena CRTC, Michigan The contractor shall provide all materials and labor required to Replace Chiller Unit and carpet Building 125 (Collins Center) at the Alpena CRTC in Alpena, MI 49707. The intent of this contract is to Remove, dispose and replace the existing Trane 60 ton Chiller Unit Model #: CGAFC604AFA1A0CDF0H000000-T0W00, Chiller Circulating drive pumps and all carpet at Building 125. Contractor is responsible for all remaining work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW), specifications, and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, Required materials are included in the attached government AF 66 material submittal log.

1. The tasks of this SOW includes:

a. Disconnect all electrical and HVAC components to the existing 60 ton Trane Chiller Unit Model #:

CGAFC604AFA1A0CDF0H000000T0W00.

b. Reclaim all R-22 Refrigerant from existing 60 ton Trane Chiller Unit Model #:

CGAFC604AFA1A0CDF0H000000T0W00, reserve for Government disposition. Refrigerant should be reclaimed into new tanks with a current hydrostatic test date.

c. Remove the existing glycol in the existing 60 ton Trane Chiller Unit Model #:

CGAFC604AFA1A0CDF0H000000T0W00 and piping lines. The existing glycol type is unknown. Drain and Flush existing glycol from chiller system. The estimated volume of glycol/water mix is approximately 800 gallons. Refill the new chiller system with a 50% mix of Noburst glycol (400 gallons) and potable water (400 gallons). Provide a final test report to the owner. Refer to Section 11 Safety and Environmental below for care in removal, disposal and usage of hazardous materials and waste and Division 01 Specifications.

d. Remove and dispose of the Existing Trane 60 ton Chiller Unit Model #:

CGAFC604AFA1A0CDF0H000000T0W00 and Replace with a new chiller unit operating with R-410-A Freon, with circuitry and programmability compatible and comparable with existing unit in order to integrate new unit with existing control system. Contractor to add new propylene glycol needed to reach required operating levels meeting cleanliness and viscosity standards. Be sure new system is operating at proper pressure and viscosity upon completion of installation.

e. All new HVAC systems will be programmed to communicate with current base remote Building Management Systems (BMS). For informational purposes the Current BMS is Siemens.

f. Use existing concrete pad to house new chiller unit on. The submittal process for the new chiller unit will determine if the existing concrete pad will accommodate the new chiller size. If it is determined that the existing concrete pad is undersized, modifications will be completed by Alpena CRTC CE Personnel to accommodate the new chiller unit.

g. Disconnect all electrical and HVAC components to the existing 60 ton Trane Chiller Unit Taco Circulating Drive Pump.

h. Remove and Dispose of existing Chiller Unit Taco 5 HP Circulating Drive Pump suspended from the ceiling in the NW building mechanical room with outside access.

i. Install new Circulating Drive Pump in conjunction with new chiller unit.

j. Replace line sets and insulation to complete the installation of the chiller unit and circulating drive pump (Located inside NW mechanical room).

k. Connect new chiller piping into existing piping. This work includes the removal and replacement of exterior above grade 4” Victaulic piping and Armaflex insulation to the new chiller. Replace sealants, elbows, Armaflex, fittings, valves and flow switch. Contractor to furnish and install new jacketed Armaflex insulation with 2 coats of sealant on all new and existing piping.

l. Reconnect all electrical and HVAC components to new chiller unit.

m. Assure all newly installed equipment and components of the new chiller are operating correctly.

n. Manufacturer’s representative to do initial startup. Manufacturer’s representative to do an owner’s orientation. Contractor to do a video recording of the manufacturer’s orientation to be supplied to owner.

o. Remove and dispose of all interior fully bonded sheet carpet at Building 125.

p. Replace interior carpet removal areas with 24”x24” carpet tile at Building 125.

q. Remove and dispose of resilient vinyl flooring in Room 115A at Building 125.

r. Install resilient vinyl flooring in Room 115A at Building 125.

s. See attached drawing for removal and installation location areas. The subflooring is believed to be slab on grade concrete.

t. Remove and replace resilient wall base throughout flooring removal and installation areas.

u. Remove and replace resilient transitions between newly installed carpet and resilient vinyl flooring. There are two transitions between new carpet tile and existing VCT.

v. Provide final project clean up.

w. Provide a Superintendent to oversee the Contractor’s workforce.

x. The wage schedule shall be based on Alpena County.

2. Quality Control (QC) is the responsibility of the contractor. See also project specifications.

3. General guidelines include, but are not limited to the following specifications and regulations:

a. APPLICABLE STANDARDS: Latest published versions shall be used.

b. American Association of State Highway and Transportation Officials (AASHTO)

c. Whole Building Design Guide (WBDG)

d. International Building Code (IBC).

e. Uniform Federal Accessibility Standard (UFAS)

f. Applicable State, City and County codes and regulations.

g. Occupational Safety and Health Administration standards

h. Michigan Occupational Safety and Health Administration standards

i. All codes and regulations outlined in the plans and specifications

4. Warranty: Contractor shall provide a one year warranty on materials of the entire project in addition to any manufacturer’s warranty on materials. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the Government.

5. There will be a site visit, prior to award to allow for site investigation. Any site visits post award shall be coordinated with the Government.

6. The disturbance of Asbestos-Containing Building Material (ACBM) is not anticipated during this project.

However, if suspected ACBM is encountered, work in the immediate vicinity must stop and notify the Government.

After consultation with base personnel, the PM will direct further action to be taken. Work should proceed uninterrupted in unaffected areas of the project.

7. The presence of lead on painted surfaces is not expected.

8. Period of Performance shall be 120 calendar days from notice to proceed.

9. The contractor shall submit to the Program Manager a coordinated schedule indicating the sequence of operations for review prior to commencement of the work. Currently hours of construction are limited to Monday thru Friday 0730-1630. Any work outside these hours and on Federal Holidays must be requested at least 72 business hours in advance and then approved by the Program Manager. The federal holidays are listed below:

a. January 1st – New Year’s Day

b. Third Monday in January – Martin Luther King Jr. Day

c. Third Monday in February – Washington’s Birthday

d. Last Monday in May – Memorial Day

e. July 4th – Independence Day

f. First Monday In September – Labor Day

g. Second Monday in October – Columbus Day

h. November 11th – Veterans Day

i. Last Thursday in November – Thanksgiving Day

j. December 25th – Christmas Day

10. The area will be occupied during this project. The Contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work (of others), heeding any direction that may be provided by the Government. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees. This is within close proximity to an active airfield. Work is far enough away that airfield operations will not be disturbed. Scrap materials must be closely monitored to prevent any Foreign Object Debris from blowing towards any aircraft. Any tall machinery or equipment (e.g. cranes, tall drill rigs) will require coordination by the Contractor with the FAA. This approval process can take up to a month before the Contractor can proceed with using this tall equipment, so it is imperative that the Contractor coordinates with the FAA immediately.

11. Safety and Environmental:

a. The contractor shall comply with all federal and state OSHA requirements and standards, technical orders, regulations, and referenced publications as published in the OSHA 29 CFR. The contractor shall comply with the highest degree of safety protection where any disagreements exist. Additionally, the contractor shall comply with installation regulations governing safety and fire prevention. The KO, Base Civil Engineer (BCE) or designated representative, Ground Safety, and Security Police may issue an order to the contractor or employee(s) to stop all or part of the contractor’s work until all violations are corrected. Bioenvironmental Engineering personnel, who notice violation of OSHA or local standards, will notify the KO who has the authority to stop all or part of the contractor’s work. The contractor shall not be excused for unsatisfactory performance that may result from a stop work order.

b. Accident prevention and safety practices on contractual work under the jurisdiction of the Contracting Officer are the responsibilities of the contractor concerned. The contractor shall brief all employees on proper safety and accident reporting. The contractor shall provide all occupational health services to his employees. Contractor employees shall be instructed to notify the contractor’s Contract Manager of potential or existing occupational health hazards that require attention.

c. The contractor shall establish a Hazardous Material (HM) storage and distribution system when HM is to be used. All HM required to support the contract shall be identified to the Contracting Officer’s Representative (COR) to review and approval by The Hazardous Materials Management Team (HMMT) using the Contractor HM Identification Form, Alpena CRTC Form 011620. The Contractor HM Identification Form will be provided to the Contractor at or prior to the Pre-Construction Meeting.

d. The contractor shall comply with all applicable Federal, State and Local laws, regulations, standards and guidance including compliance with Executive Order 12856, Federal Compliance with the Right-To-Know Laws and Pollution Prevention Requirements.

e. The contractor shall maintain Contractor HM Identification Form for HM on the job site for inspection/verification.

f. The COR will verify that the HM identified to HMMT is the only HM in use on the job site.

g. The contractor shall be responsible for the following items:

HM – Hazardous Material for the purpose of these standards shall mean any item:

1. A health hazard or physical hazard as defined in 29 CFR, 1910.1200(c).

2. Regulated in its disposal by EPA under 40 CFR.

3. Hazardous as defined by DOT regulations under 49 CFR.

4. Hazardous as defined by the Dangerous Goods Regulations of the International Air Transport Association.

Provide a Safety Data Sheet (SDS) for each item on the HM list. A SDS is a summary of safety, health, environmental and emergency response information provided by the product manufacturer or distributor. The SDS contains information about the material hazards as required by the Hazard Communication Standard (HCS.)

h. Typical examples of hazardous materials used on the job site include, but are not limited to:

1. Petroleum based liquids/gases (gasoline, kerosene, diesel, propane. Butane, acetylene, etc.)

2. Explosives

3. Adhesive and glues

4. Volatile solvents (such as PVC cleaner and glues, paint thinners)

5. All paint types

6. Liquid sealants

7. Epoxies and coating systems

8. Cleaners

i. HM brought onto the ANG installation will be tracked for quantities used. Unused HM shall be inventoried and removed from the ANG installation prior to close out of the contract or expiration date on the HM.

Reports of HM used and removed from the installation shall be submitted to the COR prior to the start of the construction, updated monthly throughout the contract as needed, and prior to contract close-out.

j. The contractor shall accompany the (COR) on the project close-out inspection to ensure all used/unused HM is removed from the installation. This requirement shall not be a punch list item and must be accomplished prior to the Government accepting beneficial occupancy of the facility or construction item.

k. The Contractor shall comply with the applicable requirements of sections 608 and 609 of the Clean Air Act (42 U.S.C. 7671g and 7671h) as each or both apply to this contract. Specifications should incorporate Federal Acquisition Regulations (FAR) Clauses 52.223-12 and 52.223-11, as appropriate.

Specifications for the management of recovered refrigerant must be consistent with requirements as specified in AFMAN 32-7089. (i.e. recovery of refrigerants should be returned to the Department of Defense (DoD) stockpile).

Per AFMAN 32-7089 all refrigerant system records must be provided to the government within 10 business days of service, including refrigerants added, removed, or lost, and AC/R equipment in service, repaired, replaced, and decommissioned. When refrigerant system records are provided to the government they must be provided to the COR, Alpena CRTC Civil Engineering HVAC Shop, and Alpena CRTC Environmental Management Office. If the contractor has questions concerning point of contacts and/or e-mail addresses for submittal of refrigerant system records they should inquire with the contracting officer’s representative before providing records.

l. All materials reused, recycled or disposed of in the course of a construction or demolition contract shall be quantified on the Air Force (AF) Form 72 – Solid Waste and Diversion Tracking Form. All refuse, debris, soil and construction waste shall be legally disposed of off base at the Contractor’s expense. Accumulations of refuse and soil on the site will not be permitted.

m. Non-Hazardous Solid Waste must be diverted to recycling, through appropriate means available to the Contractor, if such diversion is less than or equal to the equivalent cost of landfill or incineration.

n. Handling, Storage and Disposal of Hazardous Waste (HW). All HW shall be handled and stored in strict compliance with federal, state and, local regulations. HW will be defined as a solid or liquid waste which exhibits a characteristic such as flammability, corrosivity, reactivity, or toxicity, as identified in 40CFR 261.20-261.33 (Code of Federal Regulations: Discarded commercial chemical products, off-specification species, container residues, and spill residues). Any mixture of a solid or liquid waste and a listed HW is also considered a HW. It must be understood that proper management of any waste generated, hazardous or non-hazardous, shall and will be the responsibility of the contractor.

o. Contractors will be held fully liable for any negligence that results in a Notice of Violation or other penalty regarding HW storage and disposal during the duration of this contract.

12. ANTITERRORISM & OPERATIONS SECURITY: The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

The contractor will submit Contractor EAL’s for all contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training. AT Level I Awareness Training will be conducted when personnel report to Pass and ID to receive their base access credentials. Personnel will sign the awareness and a copy will be maintained with the Contractor EAL. The contractor is responsible for the contacting and coordinating contractor EAL’s directly with Pass and ID. 13. The use and possession of controlled substances to include marijuana (medicinal or recreational use) on the installation is in violation of Title 10 U.S. Code 912a. Art 112a. Contractors are notified this policy is strictly enforced and violators will be denied entry. Personnel caught on the installation can be prosecuted.
