About this file

This is a Questions and Answers document for federal contract opportunity W50S85-26-Q-A033, a Backflow Cross Contamination Report for Selfridge Air National Guard Base (ANGB). The document addresses clarifications submitted by potential offerors regarding the solicitation requirements as of August 12, 2026.

The contract involves surveying and documenting 184 known backflow devices at the facility to identify unprotected cross connections that pose health risks to the distribution system. The contractor must document all existing equipment, assess installation adequacy, and provide a comprehensive report. No standardized ANGB format is required for presenting this information. Testing results must be submitted directly to Selfridge ANGB as part of the final report and can be provided to the Contracting Officer's Representative (COR) or Point of Contact (POC). The solicitation contains two CLINs (0001 and 0002) with identical descriptions for invoicing purposes; offerors should split total pricing between the two CLINs. This is a new requirement with no incumbent. Offerors with no prior federal prime contract experience will not receive neutral treatment based on lack of past performance and do not need commitment letters from subcontractors. An optional site visit was scheduled for August 13 at 1 p.m. local time, with registration required by August 5 at 10 a.m. via email to tami.mckenney.1@us.af.mil, including company name, full name, date of birth, driver's license number, and U.S. citizenship verification. Qualified representatives, including proposed first-tier subcontractors, may attend the site visit on behalf of the bidding company if vetted.
