About this file

This is a Questions and Answers document for solicitation W50S85-26-Q-A033, a Backflow Cross-Connection Report requirement for Selfridge Air National Guard Base (ANGB) in Michigan. The document clarifies key aspects of the contract opportunity and establishes procedural requirements for potential offerors.

The scope involves conducting a comprehensive drinking water cross-connection and backflow prevention survey of 184 known devices at the base, with the contractor responsible for documenting all existing equipment, assessing installation adequacy, and providing a comprehensive report. This is a new requirement with no incumbent. The government has not established a standardized format or database for submissions, allowing contractors flexibility in presentation. Regarding past performance, contractors with no federal prime contract history will receive neutral treatment and may not submit commitment letters or references from subcontractors to satisfy FAR 52.212-2 requirements. The contract contains two CLINs (0001 and 0002) with identical descriptions intended for invoicing purposes, with offerors required to split total pricing between them. An optional site visit is scheduled for August 13 at 1:00 PM local time, with attendance requests due by August 5 at 10:00 AM EDT via email to tami.mckenney.1@us.af.mil, requiring company name, full name with middle initial, date of birth, driver's license number, and U.S. citizenship verification. The deadline for submitting written questions is August 12, 2026 at 10:00 AM EDT (with a noted discrepancy showing August 14 at 2:00 PM EDT in the opportunity description).
