Q10. Please refer to the Performance Requirements Summary (PRS) table references PWS sections 5.3.4 and 5.3.5 through 5.3.9 for accurately preparing contract modifications and reviews. However, these sections do not exist within the main PWS text under Section 5.0 , and the numbering in Section 5.3 contains irregularities (e.g., jumping to 5.3.1.1, and using 5.3..1). Could the Government please provide the missing requirements text for sections 5.3.4 through 5.3.9 and clarify the formatting in Section 5.3?
A10. PWS has been updated on 4-17-2026 to correct the irregularities, missing text and formatting. New copy has been uploaded to SAM.gov dated 4-17-2026.
Q11. Section 1.4.1 states that the contractor shall provide services between the hours of 0600-1730, Monday through Friday. Could the Government clarify if the contractor is expected to provide continuous coverage for this entire 11.5-hour window, or if a standard 8-hour shift within this timeframe is acceptable?

Q12. Section 5.6 lists "Experience working in Government construction acquisition" as a required qualification. Will the Government require a minimum number of years of experience to satisfy this requirement?
A12. No
Q13. Section 1.4.7 indicates that a Defense Acquisition Workforce Improvement Act (DAWIA) certification or equivalent is "desired". Could the Government please specify which DAWIA tier or level (e.g., Foundational/Level I, Professional/Level II) is preferred for this Procurement Analyst position?
A13. Foundational/Level I
Q14. The PWS outlines an extensive range of "cradle-to-grave" contracting support in Section 5.0, including pre-award, post-award, complex A&E/construction acquisitions, and closeout procedures. Given that the Q&A indicates only 1 FTE is required, could the Government provide historical workload metrics (e.g., the average number of annual contract awards, active contracts administered, modifications processed, and closeouts completed per year) to help offerors properly assess the feasibility and risk of this staffing level?
A14. The Government cannot provide specific historical workload metrics, as future requirements are dynamic and historical data represents the aggregate output of the entire Government contracting office. For this requirement, the Government is procuring a level of effort and capacity equivalent to one Full-Time Equivalent (FTE). The Contractor shall independently manage its personnel to fulfill PWS requirements within the reasonable, standard capacity of a single FTE. The Government will communicate mission priorities to the Contractor, who is responsible for managing its workflow to meet those objectives.
Q15. The PWS mandates several rapid turnaround times, such as proofreading and returning documents within 24 hours , providing notifications of controversial matters within 24 hours , and reviewing/revising PWS/SOW/SOO documents within 3 days. To ensure a single FTE can consistently meet these strict Acceptable Quality Levels without degraded performance, can the Government quantify the anticipated monthly volume for these specific rapid-turnaround deliverables?
A15. The Government cannot quantify a rigid monthly volume for deliverables due to the fluctuating nature of mission needs. However, the Government's expectations are bounded by the contracted level of effort (one FTE). The Contractor is responsible for providing qualified personnel capable of managing a dynamic workload and meeting PWS performance standards within that 1 FTE capacity. The Government will coordinate required deliverable schedules and priorities with the Contractor to ensure the expected output remains commensurate with a single FTE's workload.
Q16. Section 5.1.1 specifically requires the contractor to handle complex and diversified architectural-engineering services and construction , while Section 5.3 requires handling litigation documents and complex disputes. Does the Government anticipate the 1 FTE handling these highly complex and time-consuming actions concurrently with the daily administrative tasks (e.g., data entry, spreadsheet maintenance, and file documentation) outlined in Sections 5.4 and 5.5?
A16. While the PWS encompasses the full potential range of duties the Contractor may be required to support, the Government does not expect all complex and administrative tasks to be performed concurrently. The total workload required under this contract will not exceed the capacity of one FTE. The Government will coordinate with the Contractor to establish priorities for specific projects. The Contractor retains full responsibility for managing its employee's daily mix of duties to ensure the successful and timely completion of the Government's prioritized requirements within the scope of a 1 FTE effort
