SELFRIDGE ANG BASE MICHIGAN

STATEMENT OF WORK (SOW)

Project Number, Title: VGLZ 212008 Repair Airfield Gates A25, A26 & A29 18 November 2020

1.0 GENERAL INSTALLATION REQUIRMENTS:

The General Specifications and Selfridge Design Standards 10 Nov 2017 apply to this Statement of Work (SOW).

The work shall be in strict compliance with those specifications and the requirements identified in this SOW and its attachments. Sections of this SOW may supersede the requirements of the specifications, in which case the more stringent/higher quality requirements shall apply.

Several motor-driven gates (A-25, A-26 & A-29), used to control access to the airfield, are significantly worn and inoperable. The condition of the gates are as a result of the age of the gates and the severe weather conditions the gates are exposed to. The disrepair of the gates causes accessibility to the airfield to be unreliable. Gate related parts that have reached the end of their lifetime should be identified and replaced to improve reliability of access to the airfield.

2.0 DESCRIPTION OF SERVICES:

Work to be accomplished under this contract includes, but is not limited to:

2.1. Investigation of airfield gates (A-25, A-26 & A-29), including gate foundations, to identify all gate related parts that are causing the individual gates to be inoperable and/or unreliable.

2.2. Derive a plan to permanently repair the gates so that reliable functionality of gates is restored. The plan shall meet the minimum requirements outlined in Part 3 herein and shall conform to relevant codes and standards outlined in Part 5 herein.

2.3. Implement the repair plan so that the subject airfield gates are repaired and operable. It shall be the sole responsibility of the contractor to ensure at least one gate, of the three gates, remain operational at all times while the contractor performs gate repairs outlined herein. “Operational” means a gate shall be capable of being both electromechanically and manually operated, as normal, by Selfridge personnel.

3.0 SCOPE OF WORK:

The Contractor shall provide all labor, supervision, equipment, and materials necessary to support all work under this contract. All hardware used in gate repairs shall be graded sufficiently to withstand the secured load without shearing and/or bending.

The Contractor shall obtain Government approval prior to executing gate repairs.

Airfield Gate A-25:

3.1. Inspect existing gate foundations to ensure in-place strength of foundation is sufficient to hold the load / weight of the gate, to be newly installed, and associated equipment. During Government inspection, the Government noted at least one gate foundation is heaved from the ground. The contractor shall be responsible to verify that all existing foundations are securely in-tact in the ground prior to installation of any new equipment to said gate foundations. All gate foundations that are weak and/or heaved from the ground shall be repaired and/or replaced.

Repaired and/or replaced foundations shall be subject to a strength test prior to a load / weight being connected to the foundation.

3.2. Replace the existing gate operator with a new fully enclosed and weatherproof electromechanical gate operator. The operator must be compatible with the sliding cantilever gate to be installed per section 3.3. The new gate operator must comprise of at least:

3.2.1. one controller, configured with the following features:

3.2.1.1. programmed with built in diagnostic capabilities and configured to display a plurality of error codes.

3.2.1.2. programmed to allow gate activation from at least 40 different access control transmitters.

3.2.2. a new chain drive and hardware.

3.2.3. a manual disconnect configured to allow an operator to freely move the gate in the event of an electrical failure / fault.

3.2.4. an electrical coil brake system

3.2.5. a motor sized appropriately to drive the load

3.2.6. two loop detectors that are compatible with the new gate operator and must have adjustable levels of sensitivity for vehicle detection.

3.3. Replace the existing gate with a new sliding cantilever gate that includes at least:

3.3.1. A new, black powder coated, sliding cantilever gate. Black powder coat finish is required per standard 5.1.1.

specified below. The black powder coat color shade should align with existing fencing as much as reasonably possible.

3.3.2. An aluminum, black powder coated, wind bar that allows the gate to resist bending forces associated with high winds. Black powder coat finish is required per standard 5.1.1. specified below. The black powder coat color shade should align with existing fencing as much as reasonably possible.

3.3.3. Replacement of all upper and lower bearings and associated hardware.

3.4. Replace keypad and route a new wire to new gate operator controller. Ensure the new gate operator controller and the new keypad are communicatively (i.e. electrically) coupled.

3.5. Replace two impact /collision sensors on lead side of gate. The new sensors shall be yellow colored (per UL 325 standard). The sensors shall be installed on the gate such that if an obstacle is encountered while the gate is in motion, the obstacle is immediately sensed and gate motion immediately stops. Ensure the new gate operator controller and the new impact / collision sensors are communicatively (i.e. electrically) coupled.

3.6. Replace vehicle detection loops embedded in roadway. This will require saw cutting into the roadway to remove existing loops and patching asphalt once loops are installed. Each vehicle detection (wire) loop shall be run within its own conduit, installed in the roadway, to the new gate operator controller.

3.7. Install Black Nylon-Coated mesh screening on one picket slide gate and sections of the fence line that the gate slides behind to eliminate hazardous entrapment areas and to prevent personnel reach through injuries (per UL 325). The Black Nylon-Coated mesh must be easy to see through for airfield security purposes.

3.8. **The contractor shall be responsible to return all gate parts, removed during gate repair efforts, to the Government**

Airfield Gate A-26:

3.9 Replace the existing wind bars with aluminum, square shaped tubing, black powder coated, wind bars that allows each gate to resist bending forces associated with high winds. Black powder coat finish is required per standard 5.1.1. specified below. The black powder coat color shade should align with existing fencing as much as reasonably possible.

3.10 Replace the existing master and slave gate operators with new fully enclosed and weatherproof electro-mechanical gate operators. The operators must be compatible with the existing sliding gate that is installed. Each new gate operator must comprise of at least:

3.10.1. one controller configured with the following features:

3.10.1.1. programmed with built in diagnostic capabilities and configured to display a plurality of error codes.

3.10.1.2. programmed to allow gate activation from at least 40 different access control transmitters

3.10.2. a new chain drive and hardware.

3.10.3. a manual disconnect configured to allow an operator to freely move the gate in the event of an electrical failure / fault.

3.10.4. an electrical coil brake system.

3.10.5. a motor sized appropriately to drive the load

3.10.6. two loop detectors (in master gate operator only) that are compatible with the new gate operator and must have adjustable levels of sensitivity for vehicle detection.

3.11 Replace keypad and route a new wire to new master gate operator controller. Ensure the new master gate operator controller and the new keypad are communicatively (i.e. electrically) coupled.

3.12 Replace / add two impact /collision sensors on lead side of each gate. The new sensors shall be yellow colored (per UL 325 standard). The sensors shall be installed on each gate leading edge such that if an obstacle is encountered while the gate is in motion, the obstacle is immediately sensed and respective gate motion immediately stops. Ensure the new gate operator controller and the new impact / collision sensors are communicatively (i.e.

electrically) coupled.

3.13 Replace vehicle detection loops embedded in roadway. This will require saw cutting into the roadway to remove existing loops and patching asphalt once loops are installed. Each vehicle detection (wire) loop shall be run within its own conduit, installed in the roadway, to the new gate operator.

3.14 Install Black Nylon-Coated mesh screening on both picket slide gates and sections of the fence line that the gate slides behind to eliminate hazardous entrapment areas and to prevent personnel reach through injuries (per UL 325).
