Solicitation Number: W50S85-20-B-0008 Restrictions: Small Business Title: Demolish Bldg. 972 and Miscellaneous Site Work Selfridge ANGB Location: Selfridge Air National Guard Base, MI 48045 (Macomb County) Issue Date: Tentatively 31 July 2020 Pre Proposal Conference and Site Visit: 12 August at 10:00am EST Closing Date: Tentatively 31 August 2020 2:00pm Award Date: Tentatively 4 September 2020

DEMOLISH BLDG. 972 AND MISC. SITE WORK AT SELFRIDGE ANGB – Project VGLZ 202001. The Contractor shall provide all labor, materials, and supervision necessary to demolish and to dispose of facilities, various structures, roads, railroads, sidewalks, and utilities; the Contractor shall restore the site following demolition, re-grade and establish grass groundcover on the sites as described below. Demolition includes, but is not limited to, buildings listed in Table 1.01 below and as defined specifically on the information drawings provided. The Contractor shall be held responsible for all requirements described in the SOW, contract documents and all work, including that of his subcontractors, if any. All work shall be done in accordance with the contract documents. Failure to familiarize oneself with their requirements will not relieve the Contractor of his responsibility to comply with contract document requirements. The organization of the work, specifications into divisions, sections and articles, and the arrangement of drawings shall not control the Contractor into dividing the work amongst Subcontractors or in establishing the extent of work to be performed by any trade. All work performed under the scope of work shall be conducted in accordance with all applicable State and Federal laws, regulations, and codes, ANG policies and regulations, General Specifications, and the SOW as outlined.

This table shows buildings that are part of VGLZ202001 project, with Sq. F.T. as approximate values. Total Sq. Ft. of the Demolition site will include these buildings and various ancillary facilities defined on the informational drawings. All areas should be field verified by contractor. Contractor shall remove all buildings foundations/slabs and associated sidewalks, parking lots, drives, and curbs as shown on plans; additionally, various site amenities such as power poles, pad mounted transformers, trees, shrubs, bushes, and parking blocks are required to be removed.

The projects magnitude is between $250,000.00 and $500,000.00.

This requirement is a 100% total set-aside for Small Business concerns. Offers from other than Small Business concerns will not be considered. For Small Business information see http://www.sba.gov/. The following NAICS code 238910 will apply with the Small Business Size Standard of $16.5 Million. This project will be awarded as a firm-fixed price contract.

The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solicitation W50S85-20-B-0008 information will be advertised electronically on or about 31 July 2020 at https://www.fbo.gov/ with an anticipated award date of 4 September 2020. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.

This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available. You must register on that site in order to receive notification of changes to the solicitation. Closing is anticipated to be on or about 31 Aug 2020. All interested parties must be registered in System for Award management (SAM) as prescribed in DFARS 252.204-7004 Alt A prior to the award. For details see https://beta.sam.gov/. This may take up to 3 weeks and requires a DUNS number, so it is highly recommended that interested parties register immediately in order to avoid any delays in award. No facsimile proposals will be considered. Contractors shall be fully qualified in all aspects of the requirements to be considered. The Government contemplates a basic contract period tentatively commencing on 10 September 2020 through 9 December 2020.
