SUBJECT: Pre-Bid Conference for IFB Solicitation W912JB-20-B-0006 – Replace Concrete Munitions Storage – Selfridge ANGB, MI (48045)
1. Site visit held this date at the Contracting Division outside Bldg. 105 conference room commencing at:
10:00am EST in conjunction with interested contractors. For list of attendees see sign in sheet.
2. Daniel Taliaferro, SMSgt (127th Contracting), Major Stephen Klenke (127th Civil Engineering) and Mr. William Payne (127th Civil Engineering) introduced themselves.
A. PROJECT DESCRIPTION:
3. Contractor shall perform all work in accordance with the statement of work, specifications and drawings.
VGLZ 182012 is a new proposed project to remove and replace approximately 6,886 square yards of concrete pavement panels in the Munitions Storage Area. Other related work includes 1220 linear feet of fence repair, replacing two motorized vehicle gates and storm water work to ensure proper drainage. Work is to be completed as a “Fixed Price Construction Contract”. Estimated quantities provided on the plans sheets are provided for the bidders use and to provide for a consistent basis for the firm-fixed price contract.

Period of Performance (POP): 120 Days
Set-aside: This requirement will be 100% Set-Aside for Small Business. Small
Business Size Standard: $39.5M

Project Magnitude: Between $1,000,000 and 5,000,000
Submit Bids no later than: 14 September 2020, @ 10:00 am EST Payment and Performance Bonds are required.
4. Bids are due NLT 14 September 2020 at 10:00 am EST. A public bid opening will take place at Bldg. 105 Conference Room (or outside) at Selfridge ANGB.
a. Facsimile transmission of bid is NOT authorized.
b. Bids may be mailed in or hand carried. A bid repository is provided for hand carried bids and is located at 43200 Maple Street, Bldg. 105, Contracting Front Office (Directly across from Room 20), Selfridge ANGB, MI 48045. Hand carried bids must be deposited in the repository prior to the time established for opening of bids. Bidders are cautioned that they will be required to sign-in and obtain a visitor’s pass to enter the facility and should allow time to accomplish this. See instructions to obtain access to the base in the Site Visit instruction. Follow the same instruction for obtaining entry to hand carry bid. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.
c. Electronic submission of bids will not be accepted.
d. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications.
e. A Site Visit was held immediately after this pre-proposal conference at the construction site.
f. When amendments are issued they will be posted to the beta.sam.gov website.
g. Bid Bonds will be required for this project. (At time of Bid Opening) If greater than $35,000.00 payment bond will be required; $150,000.00, a performance bond will be required. (At time of Award)
h. Liquidated damages of $719.11 per day apply to this project.
i. Warranty of Construction clause is incorporated and applies to this project.
j. The most current wage determination is incorporated into the solicitation and will be made part of the resultant contract but it is the contractor's responsibility to keep track of the most current wage rate.

k. Safety measures are always a part of Government contracts and the Army Corp of Engineers manual is incorporated in the contract.
l. RFI procedures were reviewed as follows:
i. Email technical questions in RFI format to Contracting Office for resolution.
ii. All RFI questions and answers posted to beta.sam.gov, as soon as possible, and if applicable to all.
m. Please recall that only the Contracting Officer can approve changes such as price, schedule, specifications, and clauses with formal written notice typically in the form of a solicitation amendment or task order modification. Work undertaken regarding changes not formally approved by the Contracting Officer (save for COR approved no cost field changes) is at the Contractor’s risk.
n. This requirement is currently unfunded. Prospective offerors were requested to ensure that bids are validated through 30 September 2020.
o. The Government intends to award a contract to the low price responsible bidder without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer, in his/her sole discretion, later determines them to be necessary or appropriate.

5. The project description was stated in the beta.sam.gov announcement package W50S85-20-B-0006.
6. All/ all project specific questions were referred to the RFI submittal process. It was advised to submit all RFIs NLT COB on 4 September 2020. It was also advised that any changes would be issued with an addendum.
7. It is extremely important to submit all requirements within quote.
8. The site visit concluded at Selfridge ANGB on Thursday, 20 August 2020 @ 1100 EST.
