About this file

This is a Questions and Answers (Q&A) document for a federal lift station replacement contract. The document addresses clarifications on the Statement of Work (SOW), technical specifications, and contractual requirements for the Lift Station Repair project at Building B6954.

Project Scope and Technical Requirements: The contract performance period is 365 calendar days from Notice to Proceed (NTP), encompassing all work including submittals, construction, winter weather, closeout, and site restoration. The existing lift station may be out of service for a maximum of one week with Contracting Officer Representative (COR) coordination. No temporary bypass pumping is required. The contractor must install two submersible, non-clogging grinder pumps rated for a minimum of 75 GPM at 22 feet Total Dynamic Head (TDH), with the contractor responsible for selecting final pump horsepower. Equivalent equipment meeting code and performance requirements is acceptable; no preferred manufacturer list exists. The existing pit is approximately 60 inches wide and 20 feet deep with 4-inch piping. Only the inlet and outlet pipes installed in pit walls will be reused; all other internal piping and components will be replaced. The discharge piping through the pit wall past the check valve will remain; everything inside the pit will be replaced. The control panel must be NEMA 4X stainless steel compatible with 480V 3-phase 4-wire power, including a manual generator transfer switch, 60 AMP main breaker, 15 AMP motor fuse, and NEMA 1 27 AMP 3-phase motor starter with 3.0 AMP thermal overload setting. Existing electrical components may be reused if modifications or replacements are required; such costs should be included in the base bid. Alarms and monitoring devices are standalone and not integrated with any Building Automation System (BAS) or SCADA. Startup and testing will be witnessed by the COR and performed by the contractor, demonstrating all functions working properly.

Site Work and Contractual Terms: Excavation outside the existing lift station pit is not anticipated, and dewatering beyond removal of debris and standing water is not required. Turf restoration requires standard commercial seed mix and contractor-supplied topsoil reuse from excavation, with one initial watering and natural precipitation thereafter; no prolonged maintenance or 60-day establishment period is required. Removed equipment disposition is addressed in SOW sections 1.13 and 1.14. The contractor must obtain required State of Michigan approvals, permits, and licenses; environmental and wastewater permits are covered in the base contract. Performance and Payment bonds are required if the contract award exceeds $150,000 under the Miller Act; below this threshold, payment bond protection is preferred with penal amounts at 100% of contract price. FAR 52.219-14 Limitations on Subcontracting does not apply to this 100% Small Business set-aside. The Government cannot support additional site visits beyond the August 11 pre-bid visit. Visible electrical piping and racking material will be replaced with the control cabinet.
