About this file

This document is a Questions and Answers (Q&A) record for federal contract B6930 Breakers, addressing clarifications on the Statement of Work (SOW) for replacement of electrical switchboard equipment.

The procurement requires replacement of existing 1,000A 480V and 1,000A 208V QMB fused-bucket service switchboards with new group-mounted circuit-breaker distribution switchboards. The applicable NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors). Contractors may propose equivalent equipment meeting specified electrical and physical requirements; no preferred manufacturer exists. Panel 1 maintains 480/277V, 3-phase 4-wire, 1,000 AMP specifications with a footprint of 9 feet wide by 7'8" tall by 2 feet deep. Panel 2 operates at 208/120V, 3-phase 4-wire, 1,000 AMP with a footprint of 6 feet wide by 7'8" tall by 2 feet deep and requires nine circuits with breaker sizes ranging from 60 AMP to 200 AMP. Contractors must pull in new copper feeds for any equipment requiring conductor extensions and should account for equipment disassembly costs in base bids. Maximum allowable downtime is 2 days with prior COR notification and approval, and panels may be replaced during separate or concurrent outages. The Government will provide temporary power to mission-critical services via facility generators. Contractors must complete operational testing with COR on-site; third-party testing is not required. No short-circuit studies, arc-flash analyses, or protective-device coordination studies are required. Performance and Payment bonds are required if the contract award exceeds $150,000; below that threshold, payment protection only is required with bonds preferred. This is a 100% Small Business set-aside, and FAR 52.219-14 limitations on subcontracting do not apply.

Existing Feeder and Branch-Circuit Reconnection The SOW requires all existing feeders and branch circuits to be reconnected to the new panels. Please confirm whether the existing conductors are expected to have sufficient length and condition for direct reconnection. If conductors require extension, replacement, splicing, or modification to accommodate the new equipment, please confirm whether such work is to be included in the Base Bid and provide any applicable conductor/splicing requirements.

Unknown whether exisitng conductors have sufficient length.

Contractor should include any required extensions in bid. Follow UFC, NFPA, NEC for conductor/splicing requirements.

B6930 Breakers

Permitted Electrical Outage Duration and Phasing The SOW requires utility outages to be coordinated with the COR, generally performed outside normal business hours, with seven days' advance notice. Please identify the maximum allowable outage duration for replacement of each MDP.

Please also confirm whether Panel 1 and Panel 2 may be replaced during separate outages, whether either panel must remain energized while the other is being replaced, and whether weekend or overnight replacement activities should be assumed for pricing.

Yes, may be separate outages or both down concurrently. Work should occur within normal business hours unless requested/coordinated with Government. Max 2 day outage.

B6930 Breakers

Temporary Power Responsibility The SOW states that the Government is responsible for powering mission-critical devices during planned outages, while also requiring the Contractor to provide backup services if systems are not fully functional. Please clarify the division of responsibility for temporary power during MDP replacement and identify which loads the Government will maintain versus any temporary power that must be provided by the Contractor.

Mission critical services can be powered by Government facility generators during planned outages. Max 2 day outage.

ATS / Generator Testing The SOW requires the ATS and generator circuit associated with Panel 1 to be disconnected, reconnected, and tested. Please identify the required testing procedure and acceptance criteria, including whether a simulated loss-of-utility-power test, generator operation under load, load-bank testing, Government witnessing, and/or a written test report are required.

Simulated loss of utility power test to ensure the system works as intended if a power outage occurs. Government inspector on site during test will be required.

B6930 Breakers

Electrical Testing and Commissioning Requirements The SOW requires complete testing of all new equipment to ensure proper operation but does not identify detailed testing procedures. Please provide the required electrical testing and commissioning requirements for the new switchboards, breakers, feeders, and associated circuits, including applicable standards, test procedures, documentation, and acceptance criteria. Please also confirm whether testing must be performed by an independent third-party testing firm or may be performed by the installing electrical contractor.

Contractor shall complete operational testing of equipment.

Third-party testing is not required. COR must be on site during testing.

B6930 Breakers

Equipment Room Access / Rigging Please confirm that the existing doors, corridors, and access routes are adequate for removal of the existing switchboards and installation of the new equipment. If the existing or new equipment must be disassembled for removal or installation, please confirm whether bidders should include this work in the Base Bid and whether any architectural modifications are anticipated.

It's anticipated that equipment will need to be disassembled for removal. No architecual modifications will be made to the building. If the equipment must be disassmenbled then the bidders will need to take cost into account with base bid.

B6930 Breakers

Existing Equipment Disposal The SOW requires disposal of the existing MDPs. Please confirm whether the removed switchboards, breakers, copper conductors, and related electrical equipment become Contractor property for recycling/disposal or whether any components must be retained and turned over to the Government.

Refer to SOW 1.13 and 1.14.

Performance / Payment Protection The SF 1442 indicates that required performance and payment bonds are to be furnished within 10 calendar days after award. The solicitation also includes FAR 52.228-13, Alternative Payment Protections. Please confirm the specific performance bond and/or payment protection requirements and required percentages applicable to this project.

Both Performance and Payment bonds are required if the resultant contract award exceeds $150,000 as required by the Miller Act and RFO FAR 28.102-1(a). RFO FAR 52.228-13, Alternative Payment Protections applies below this threshold and requries a Payment protection only, Payment Bond is preferred. Penal amount for Performance and Payment bonds or alternate payment Protections is 100% of the contract price, as stated in RFO FAR 52.228-13 Alternative Payment Protections and RFO FAR 52.228-15 52.228-15 Performance and Payment Bonds-Construction.

The 480v gear is being reduced from 3 sections to 2 sections and there is a 400A feed in the current 3rd section are we to make splices to extend the conductors and pipe to the second section or pull in a new feed from the gear to the equipment, and if we are to pull in a new feed should we quote copper or aluminum conductors?

Pull in a new copper feed.

B6930 Breakers You are looking to replace the existing switchgear with the same footprint of gear minus the 3rd section on the 480v so we will need to use Square D Switchboards?

It requires the same footprint, whatever will fit.

B6930 Breakers What is an acceptable down-time for the main? 2-3 days?

2 days is an acceptable down-time for the main with prior notification and approval of the COR.

The SOW identifies the existing equipment as a 1,000A, 208V QMB fused-bucket service panel and requires the new switchgear to match the existing circuit configuration; however, the individual breaker amperage ratings and quantities for the 208V panel are not provided in the SOW or drawings.

Refer to previous RFI response.

B6930 Breakers Could the Government please provide the existing breaker schedule, panel schedule, one-line diagram, or a list of the required breaker sizes and quantities for the 208V switchgear?

Refer to previous RFI response.

B6930 Breakers What is the current measurement of the existing footprint for the current switch gear?

Panel 1 Footprint: 9' wide, 7'8" tall, 2' deep.

Panel 2 Footprint: 6' wide, 7'8" tall, 2' deep.

B6930 Breakers What is the expected shut down time?

2 days is an acceptable down-time for the main with prior notification and approval of the COR.
