SOLICITATION W50S84‐22‐B‐0012 MBMV222329, Repair Maintenance Bay
The question I had was concerning the line striping/markings for this project. There is no mention or specification for striping/markings in the statement of work, the only mention of replacing markings is on page 3 of the solicitation in the description of CLIN 0001 where it states “Contractor shall clean and repair cracks in floor. Contractor will also re‐stripe where existing markings exist and reseal floor in Building 6911, 7020, 6954, and 7010”.
Estimate 400 feet of striping in 6954, 200 feet of striping for 7020. Stripes will be 4" wide.
Will hazard chemicals (such as the oxygen, AFFF, etc. in Fire Station) be removed by contractor or ANG personnel?
There is no known hazardous chemicals on site. Contractor responsible to dispose of all waste
3 In Building 6911, will lockers be removed or remain in place? If removed, who is responsible?
Lockers will remain in place
Is information available as to the floor coating system currently installed in Building 7020 and Building 6911?
No
Does line striping need to be installed in same place as the existing striping? Will any new striping be required?
Estimate 400 feet of striping in 6954, 200 feet of striping for 7020. Stripes will be 4" wide.
6 In Building 6954, will room 163 Lockers receive the floor coating system?
Yes
7 Can one individual hold multiple Key Personnel roles?
Yes, if defined at precon
This contract is subject to FAR 52.219‐14, Limitations on Subcontracting. Can you please confirm if this is a Construction, Construction by Specialty Trade, or Services) contract?
Reference : 52.219‐14(4)
NAICS 238330, (4) Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 75 percent subcontract amount that cannot be exceeded. (f) The Contractor shall comply with the limitations on subcontracting.
Will the government accept modification requests if the cost of materials increases from the date the proposal was submitted to the date the contract is awarded and approved to commence?
No, clause included in this solicitation. Firm Fixed Price
10 Will the contractor be granted time extensions in the event of weather delays?
Time of performance extensions due to weather must be substantiated by the contractor and showing that the weather was “unusually severe” is not adequate justification. The Contractor is not entitled to a time extension just because it rained or snowed. Additionally, this is interior work.
Will the government provide bathroom facilities during contract or will the contractor be responsible for these facilities?
Contractor may use facility restrooms as this in interior work
12 Are there any specific permits that need to be pulled?
No
13 Will liquidated damages be included in this contract?
No, clause not included in this solicitation.
14 Will any independent tests be required on this contract?
No
Where on site should we expect to store equipment and materials. Do we need to provide any kind of storage containers on site?
A general Laydown site / indoors will be provided
Can we receive ANSI size drawings for this project with measurements/dimensions? At site visit, this was approved to be released.
Provided CAD .dwg files
In building 7020, we do not believe a full removal is required. Can we perform a trowel applied overlay after grinding versus a complete removal?
No, all flooring will be removed and replaced
In building 7010, there is soft caulk around the edges of the floor that was installed when the original floor was put in. Do you want this removed and new caulk put in? Or would you prefer us to coat up to it?
Remove and Replace
Building 7020 would require the removal of cove base. Can you please provide specs for the cove base you would like to go back in?
Johnsonite Resilient Wall Base ‐ Tarkett Traditional Wall Base Charcoal WG
Will all the buildings be available to work in at the same time? If not, how many separate mobilizations should we plan on? Will each building have to be done one at a time?
All buildings will be available simultaneously, although separate timelines of demo and completion are not acceptable (i.e. – each building will have its own schedule and not wait on other facilities phase completion)
Can you please provide more information on the removal, and storage location of all of the furniture, and items located in the buildings? More specifically buildings 7020, and 6954 have a significant amount of items that will need to be moved. Is the contractor responsible for moving all of these items, and if so where would they need to be stored? If the contractor is not responsible, how much time should be allotted for the government to move and clear out these buildings? Will these buildings be completely cleared out, or will it need to be done in phases?
Installation will be responsible for clearing of furniture and equipment. Expectation will be phased to allow relocation within the same facility. 1 day is required for transfer between phases
22 Is a top coat required, and will the new epoxy be a solid color?
Yes, solid color ‐ Grey
The scope of work indicates to provide a new non slip fuel resistive resinous flooring 5 coat epoxy system per specification section 09 27 23.16, however this specification section is not provided.
