The purpose of this amendment is:

Address Requests for Information (RFI’s) received as a result of the pre-bid conference/site visit and contractor reviews of the plans and specifications. This is a running document and the final document will be incorporated by amendment prior to bid opening.

Please remember to acknowledge receipt of this Amendment on the original Invitation for Bid (IFB) Form in the appropriate block.

All other terms and conditions remain unchanged by this amendment.

Q1. Please provide the 2021 federal Davis Bacon prevailing wages.

A1. The Davis-Bacon prevailing wages can be found in section 00800 of the solicitation starting on page 35.

Q2. Is the Contractor or Government responsible for providing the Antenna? If the Contractor is to provide as part of this contract, we request Specification /Size Information for the product in order to obtain pricing.

A2. The antenna is to be provided and installed by others, not part of this contract.

Q3. This note for Phase 4 mentions Contractor is to install G-ASNT Equipment By Others for B515, as well seems to indicate the same for B518, however for 518 also notes the rooftop antenna and electrical communication wiring. Does this mean the Rooftop Antenna and its associated materials are being purchased by the Government?

A3. The antenna and G-ASNT equipment for both facilities are by others, not part of this contract.

Q4. Does the Government have any further information regarding the Rooftop crane unit besides what is listed on plan sheet S-001? Is there any preferred manufacturer/basis of design?

A4. The intent is to provide the contractor with flexibility in providing a crane which meets these salient characteristics. Examples used at other bases include Venco Venturo, Thern, and L.K. Goodwin. Ensure adequate wire rope length to reach ground level.

Q5. Please confirm all FF & E and appliances / office equipment etc is provided and installed by government, and is not included in this contract.

A5. FF&E provided and installed by the government.

Q6. Please clarify / confirm that regarding keynote 3 on sheet AE103 for G-ASNT Communication Equipment noted by others includes the items such as storage rack, dolly, pallet ramps, antenna, base & all terrain pallet jack, cabinets, etc.

A6. Confirmed, all items listed are by others and not included in this contract.

Q7. Please clarify the extent of the 1” galv steel grating up on roof platform – if it is within the two square mid areas as called out between the W10x15 beams (approx. 12’x12’) and around crane plate (approx. 6’x6’), or if it is to be provided fully, extending out to the (6) galv HSS columns that penetrate the roof at the outer limits of the platform, 2.5’ above roof, as seemingly relayed in E6/AE120?

A7. The extent of the 1” galvanized steel grating is between the W10x15 beams (approx. 12’x12’) and around the crane (approx. 6’x6’)

Q8. I see the SAT Ceiling is referenced at 9’ AFF. Please confirm painting can finish at this height. What is the Installation Height for the Full Wall Height to underside of concrete or roof deck?

A8. Painting can stop at ceiling height. Ceiling height varies between 9’ and 10’ AFF at different areas. The floor to underside of the roof metal deck is 16’ and is shown on building section sheet AE220-Detail D3.

Q9. For the Epoxy Flooring called out in the Bldg 515 Room Finish Schedule, we saw the only specs as on page 099123 – 5; is there any further info or a Basis-of-Design?

A9. Subject to compliance with requirements, available manufacturers offering products that may be incorporated into the Work include, but are not limited to the following: Sherwin Williams: Armorseal 8100- two component water based polyamide epoxy with light anti-slip abrasive. Surface preparation, primer, and application rate as per manufacturers recommendations.

Q10. The notation on the architectural building section drawing regarding “3 meter- no electrical interference distance zone, however, that conflicts with electrical work required for this contract as noted on EP-102, lighting, power to crane, etc. Please advise how we proceed given this conflict.

A10. From SYSTEM FOOTPRINT February 2019 Rev 6 “The MEC should be separated from equipment that is connected to wires exiting the facility and passive transmitters (e.g. push-to-talk microphones, radio remote control heads, etc.) by 1.0 meter and active transmitters (e.g. cellphones, radios, LMRs, etc.) by 3 meters.”

Q11. Will the awarded contractor be allowed to use stair #1, room 242 as a construction access?

A11. This should be acceptable.

Q12. The steel contractor will need to use hoisting equipment to get the steel onto the roof for the antennae support structure. Will their hoisting equipment be allowed to sit adjacent to the corner of the building outside column A1? There is a tower currently in place just off the building. Please confirm there is not high voltage in the tower that would present an unsafe installation per OSHA.

A12. There is no high voltage in the antenna tower.

Q13. What is the current remaining roof warranty duration?

A13. The roof was replaced in 2015 and is warrantied until 2040.

Q14. Are any of the new rooms to be designated and constructed in accordance with SCIF requirements?

A14. No.

Q15. Are any of the rooms or corridors that we will be working with fire rated assemblies, if so, which ones?

A15. Fire rated walls at stairs, mechanical shafts, and elevator are indicated on sheet G101.

Q16. Are there any wall, door or other STC rated assemblies that would need to be considered, installed, tested and inspected?

A16. STC ratings for partition types are given in the tile/description block below each partition on sheet AE001.

S.TC performance and installation requirements for gypsum board partitions are given in specification section 092900 section 2.1 paragraph B and section 3.2 paragraph I.

Q17. In the spec. Section 010000, Division 01 – General Requirements, paragraph 1. Insurance – Minimum Amounts, there is an item, (If applicable) Aircraft Public and Passenger Liability. Is insurance of this kind requited?

A17. Aircraft Public & Passenger Liability insurance is not applicable to this project.

Q18. On Drawing AE601 Door 253 on the schedule is a single door and the hardware set only has 3 hinges. Dwg AD101 & Dwg G101 show Door 253 as a single and a double. Is Door 253 at Storage 253 incorrect?

A18. There are two doors and rooms which have been incorrectly labeled with the same number 253 on the demo and floor plans. The double door 253 into Storage 253 is existing to remain. The single door 253 into G- ASNT 253 is the new door which is shown on the door schedule on sheet AE601.

Q19. I understand that you have stated on the solicitation that bids will NOT be accepted via email. However, I’m finding that with COVID-19, the new normal with hand deliveries is that packages rarely arrive on time, and they get lost more often than not. Is via email something that you will reconsider.

A19. Email bids are not an option for this IFB. You may hand carry the bids to the bid opening location or you may mail them in with enough time to allow delivery. I would advise getting tracking information if you choose to mail. The bids must arrive prior to bid opening.

Q20. Is this project for the Maine Air Nation Guard tax exempt?

A20. Yes, a tax exempt form can be provided upon contract award.

Q21. Is a City of Bangor Building Permit required for this project?

A21. No.
