The solicitation requests quotes for the complete installation of an epoxy floor system in Warehouse Building 3010 at the MDANG facility. This is a total small business set-aside under NAICS code 238190 (Commercial and Institutional Building Construction) with a $19.0 million small business size standard. The acquisition is issued under FAR Part 12 simplified procedures for commercial construction, below the simplified acquisition threshold, and will result in a single firm-fixed-price purchase order awarded to the lowest-priced technically acceptable quote. The anticipated award date is September 11, 2026. Quoters must submit a bid guarantee on Standard Form 24 for at least 20 percent of the quoted price but not more than $3 million with their quotes. Upon award, contractors must provide performance and payment bonds (each 100 percent of contract price) using Standard Forms 25 and 25A within ten days of award. Construction Wage Rate Requirements (Davis-Bacon) apply to the project. The contractor must begin work within 10 calendar days after receiving the Notice to Proceed and complete all work within 120 calendar days; this performance period is negotiable. The work week at the base is Tuesday through Friday, 10-hour days. All temporary utilities are the contractor's responsibility. A mandatory site visit is scheduled for August 19, 2026 at 10:00 AM ET at Civil Engineering Building 2100. Quoters must submit base access applications (175 WG Form 113) at least three working days before the site visit. Questions must be submitted by August 21, 2026 at 11:00 AM ET, with answers posted by August 25, 2026. Quotes are due by a deadline specified on SAM.gov and must be submitted via email to 175WG.MSC.Org@us.af.mil. Quote prices must remain firm for 60 calendar days from the due date. Complete project scope, materials, submittals, and deliverables are detailed in Attachment 1 (Statement of Work) and referenced specifications/drawings in Attachment 5.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation.
Quotes are being requested and a separate written solicitation will not be issued.
What this means for you: This one posting is both the public notice and the Solicitation. Other than possible Amendments to this Solicitation, there is no other document coming. You submit a quote; a quote is not an offer. The Government makes its offer through a purchase order, and a contract is formed when you accept that purchase order.
Epoxy Floor Install
00 10 00 Solicitation, Contract Line Item Number (CLIN) Schedule The work The 175th Maryland Air National Guard has a requirement to install an epoxy flooring to Warehouse Building 3010 on base. Please refer to the Attachment #1 Statement of Work and other attached documentation for a more detailed description for the work to be done on the project. This is a plain-language summary. The full scope, requirements, submittals, and deliverables are in Attachment #1, the Statement of Work. See also Section 01 00 00.
What this means for you: This is the short description of the job. Read it with the Statement of Work (Attachment 1) and every attachment, because together they define the work you are pricing.
Solicitation information Solicitation number W50S8226QA009. This acquisition is a total small business set-aside. The associated NAICS code is 238190, Commercial and Institutional Building Construction, with a small business size standard of $19.0 million.
This is a request for quotation (RFQ) issued under the simplified procedures for commercial construction in FAR Part 12 (FAR 12.201-1), below the simplified acquisition threshold. The Government will evaluate quotes on the basis for award stated in Section 00 22 16 and intends to issue a single firm-fixed-price purchase order to the quoter whose quote is the best value to the Government.
Anticipated award date: [September 11 2026]. The award procedure is stated in the paragraph above. Both are required for a below-SAT commercial action (FAR 12.202(b)(1)(i)(viii) and FAR 5.101(c)(4)(ii)).

Definitions, work week, and holidays Working day. A working day is any day except Saturdays, Sundays, Mondays, U.S. federal holidays, and Maryland National Guard (MDNG) holidays.
Standard work week. The standard work week for the 175th Wing, Maryland Air National Guard (MDANG) is four 10-hour days, Tuesday through Friday. Keep this in mind when you submit time-sensitive documents and when you build your schedule.
The base is closed on every day listed below, and contractors cannot work on base on those days. The base observes both the federal holiday and the Maryland National Guard (MDNG) holiday. Because the base runs a Tuesday-to-Friday, four-day work week, the MDNG closure date is sometimes a different day than the federal date, so both are listed. Plan your schedule around all of these days. This project may run into 2027, so the 2026 and 2027 schedules are both below.

What this means for you: The base does not run on a normal Monday-to-Friday week. Plan your crews, deliveries, and deadlines around a Tuesday-to-Friday week and the holidays listed above.
Pricing schedule (CLINs) The pricing schedule and the signature block are at the end of this solicitation, in the section titled Pricing schedule and signature. They are placed there on purpose, so you price the work only after you have read the site visit, base access, submission, and evaluation sections. The CLIN schedule still belongs to Section 00 10 00.
Performance period The contractor must begin work within 10 calendar days after receiving the Notice to Proceed (NTP) and complete all work within 120 calendar days after receiving the NTP. This performance period is negotiable.
What this means for you: This is how long you have to start and finish once you get the NTP.
Build your schedule to meet or beat it. If you believe a different period is needed, you may propose one, since this period is negotiable.
00 21 00 Instructions, Conditions, and Notices to Quoters The instructions for preparing and submitting your quote are in this section and in Section 00 21
16. These instructions are the tailored version of FAR 52.212-1 for this RFQ. Read them carefully.
This solicitation does not print the date your quote is due. The response date, time, and time zone are shown on the SAM.gov posting. Check that source for the deadline. You are responsible for getting your quote in by that deadline. The how-and-when details are below under How and when to submit your quote.
Site visit A site visit will be held for this project on August 19, 2026, 10:00 AM ET, Civil Engineering Building 2100 Conference Room (https://maps.app.goo.gl/R3kvewJwVX7sneBfA)]. For location of the warehouse, a short walk to Building 3010, 2701 Eastern Blvd, Baltimore, MD 21220.
You are strongly encouraged to attend, because the site visit is your best chance to see the conditions you are pricing. Start the base access process early. If we do not receive a correctly completed WF 113 for each person at least three working days before the site visit, that person’s access may be denied.
https://maps.app.goo.gl/R3kvewJwVX7sneBfA)
If you already have base access, you do not need to complete a WF 113, but you must let us know you are attending so we can track it. After you submit your WF 113, the Government fills out page 2.
Base access (WF 113) Location 1.
This work is on a military installation. To come on base for the site visit, and for your crew to work on base after award, every person must be approved for access in advance. The Government uses the 175 WG Form 113 (WF 113), Installation Access Application, for this. The WF 113 form is Attachment #4 to this solicitation.
How the form works: page 1 is the instructions, page 2 is filled out by the Government after you submit, and page 3 is filled out by you with each of your personnel who needs access. Fill out page 3 completely for every person. Your whole team should be on one WF 113.
Two parts of page 3 get filled out wrong the most often. Get these right:
Date of birth and last four of the SSN. Enter the date of birth in the format the form asks for, and enter only the last four digits of the Social Security number, not the whole number.
ID Type. This field uses a number code, not the name of the ID. Enter the number that matches the ID:
• 1 = Driver’s License • 2 = State Identification Card
• 3 = Veteran’s Identification Card
• 4 = Passport or Visa • 5 = Permanent Residence Card
• 6 = US Citizenship and Immigration Services
• 7 = Foreign Visitor Example: if a worker is using a driver’s license, write the number 1 in the ID Type field, not the words driver’s license. Then enter that ID’s number, the country of issue, and the state of issue.
Email the completed WF 113 for all personnel to 175WG.MSC.Org@us.af.mil at least three working days before the site visit, or before the date access is needed.
What this means for you: Fill out page 3 of the WF 113 for every person, use the number code for ID Type, enter the date of birth in the format shown, and enter only the last four of the SSN.
Send it in early. If the form is wrong or late, your people may be turned away at the gate.
Questions about this solicitation Send all questions by email to the contracting office. Do not contact the engineering or design staff directly, because that only delays the answer. Use this format so answers can be posted quickly:
To: [175WG.MSC.Org@us.af.mil] and/ or Contract Specialist TSgt Evan Spivey [evan.spivey@us.af.mil]
Subject: Request for Information – [W50S8226QA009] – [Epoxy Floor Bldg. 3010 Warehouse]
Body: your question, your company name, your company UEI, and your phone number.
Two things to know. If you do not submit your question in this format, it may not be answered. If you do not get your question in by the question deadline, it may not be answered either. Send your RFI’s Request for Information from the Government Questions early and in the format above.
RFI’s/ Questions are due by [August 21, 2026 at 11:00 AM ET]. The question deadline is set here in the solicitation, not by SAM.gov.
Answers and any changes will be made by a written amendment posted to SAM.gov. Spoken answers are not binding. Check SAM.gov often and refresh the page so you have the latest information.
Response Dates/ Questions answered by the Government and posted as an Attached Amendment to this Solicitation will be given by C.O.B. 25 August 2026.
What this means for you: Ask early, in writing, using the format above. A question that is in the wrong format or late may not be answered. Watch SAM.gov for amendments, because only written amendments change the solicitation.
How and when to submit your quote Submit your quote by emailing your package of all necessary and required documents to email:
175WG.MSC.Org@us.af.mil ATTN: Technical Sergeant Evan Spivey by the quotation due date.
The response date, time, and time zone are shown on the Outlook version of our Mailbox/ Org Box email. Your quote must be received to the above email inbox by that deadline. Quotes that are submitted late are up to the Contracting Officer’s discretion for consideration of award.
Important about timing. The Government treats the date and time stamp on the email notification to the contract specialist as your submission time, not the moment you click upload.
Uploads can take several minutes or longer depending on file size and your connection. Submit early so a slow upload does not make your quote late.
What this means for you: Submit through email to the above Org Box in PDF, before the deadline shown on SAM.gov. Give yourself extra time. Again, your package with your quotation and other required documents that are submitted late are up to the Contracting Officer’s discretion for consideration of award.
What your quote must contain As a minimum, your quote must include:
• Your price, entered in the CLIN schedule in the Pricing schedule and signature section at the end of this solicitation. Put a Unit Price and Amount on every CLIN and add them for your total proposed price.
• The introductory company information described in Section 00 21 16 (CAGE Code, UEI, TIN, points of contact, business size).
• The signed signature block in the Pricing schedule and signature section.
• The solicitation number, your company name, address, and telephone number.
mailto:175WG.MSC.Org@us.af.mil
• Any representations or certifications you must complete that are not already in your SAM registration.
• Acknowledgment of any amendments to this solicitation.
• A statement that you agree to all terms, conditions, provisions, and clauses of this solicitation.
What this means for you: Put your price in the CLIN schedule at the end, fill out the company information, sign the signature block, and include your technical and past performance files. A quote that does not contain the minimum information listed here may not be considered.
How long your quote must stay good Hold the prices in your quote firm for 60 calendar days from the date quotes are due.
Late quotes Try your best to get your quote in on time. If your quote does come in after the deadline, the Government still encourages you to submit it, because a late quote can still be considered in some cases. The Government may consider a late quote if it is received before the purchase order is issued and the contracting officer decides that accepting it would not unduly delay the acquisition. So if you are running late, send it anyway. If an emergency or unexpected event closes normal Government operations and quotes cannot be received by the deadline, the deadline is extended to the same time on the first work day operations resume.
Amendments The Government may change this solicitation before the deadline. Any change is made by a written amendment posted to SAM.gov. Acknowledge every amendment in your quote. Check SAM.gov often so you have the latest version.
Wage determination The Construction Wage Rate Requirements (formerly Davis-Bacon) apply to this project. The current wage determination at the time this solicitation is issued is included as Attachment #3. If the Department of Labor changes the wage determination before the deadline, the most current one applies. If wage rates change after the deadline but before award, the Government will issue the updated wage determination by amendment to quoters still in the competition and give them a reasonable chance to revise their quote for the wage change.
Utility services All temporary utilities are the responsibility of the contractor. The contractor will pay all charges (hookup fees, metering, monthly usage, and similar) for temporary utilities, and should account for this when pricing.
Cost of preparing your quote This solicitation does not commit the Government to pay any cost you incur to prepare and submit your quote, or any other cost you incur before a contract is awarded.
00 21 16 Submission Requirements and Instructions to Quoters This section tells you exactly what to submit and how to organize it. Submit the items below as separate PDF files to the Contracting Office’s Organization Box email 175WG.MSC.Org@us.af.mil. A missing item may make your quote unacceptable.
1. Price
• Enter your price in the CLIN schedule in the Pricing schedule and signature section at the end of this solicitation. Put a Unit Price and Amount on every CLIN, add them for your total proposed price, and sign the signature block.
• Include an introductory page with your CAGE Code, UEI, Tax Identification Number (TIN), points of contact, phone, email, and your business size and socioeconomic status (for example, small business, woman-owned small business, HUBZone small business).
The Government is not asking for certified cost or pricing data. You may be asked during evaluation for enough price information to let the Government evaluate your price.
2. Bid guarantee This acquisition requires performance and payment bonds, so a bid guarantee is required with your quote. Submit the bid guarantee with your quote on Standard Form 24, for at least 20 percent of your quoted price but not more than $3 million, per FAR 52.228-1. A quote submitted without the required bid guarantee may be rejected. About bonds. The bonds themselves are not part of your quote. They are required after award. See the full bond requirements in Section 00 73 00.
Representations and certifications Complete the representations and certifications in your SAM registration. If your SAM representations and certifications are current, you do not need to submit them again with your quote. Submit only any provision-specific representation that is not already covered in SAM, as required by the provisions and clauses in Attachment 5.
Format
• Prepare your quote on 8.5 by 11 inch pages (charts may be landscape but on 8.5 by 11 inch pages), in a readable font no smaller than 10 point.
• Number every page. On each page, put the solicitation number, your UEI, and your company name.
• Be complete and clear, but not padded. The Government discourages heavy reliance on marketing brochures.
• You are responsible for everything in your quote, including information from subcontractors.
Joint ventures If you quote as a joint venture, submit a signed copy of the joint venture agreement with your quote. For a set-aside, the joint venture must meet the applicable small business size standard.
Submit any size determination from the Small Business Administration (SBA) for the joint venture. Direct all joint venture questions to the SBA, not to the contracting officer.
mailto:175WG.MSC.Org@us.af.mil
00 22 16 Evaluation and Basis for Award The Government will evaluate quotes using three factors: price, past performance, and technical. The Government will compare quotes against these factors and select the quote that is the best value to the Government. Quotes are not scored. The Government compares them and uses good business judgment, which the FAR allows for a commercial quotation.
Price. The Government will evaluate your total price, including the cost of getting crews and materials to the job site. This will be a Firm Fixed Price contract to the contractor with the Lowest Price Technically Acceptable quote received What this means for you: Give us your total price with delivery included. Examples of similar jobs you have done well, and a real schedule and plan that show you understand this job are not required but are recommended.
The Government will compare quotes against the factors above and select the quote that is the best value to the Government. The Government may select a higher-rated quote that does not have the lowest price when the Government decides the added value is worth the added cost.
00 70 00 Solicitation Provisions and Contract Clauses The solicitation provisions and contract clauses that apply to this acquisition are incorporated by reference and provided as Attachment #2. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of any provision or clause may be read at www.acquisition.gov/far-overhaul.
What this means for you: These terms become part of your contract if you receive the award.
They are in the attachment, and the full text is at www.acquisition.gov/far-overhaul. If you do not understand a term, ask before the deadline.
00 73 00 Special Contract Requirements

The bonds are not due at time of the time of your quotation submittal but must be provided within 10 days to the Government given you win the award. Each bond is 100 percent of the contract price. The performance bond uses Standard Form 25 and the payment bond uses Standard Form 25A. Waiver of the performance and payment bonds is not permitted on National Guard construction, so if you cannot bond the work you cannot receive the award. If you do not provide the required bonds, or do not stay in contact with the Government about them, the award can be terminated. Line up your surety early.
A bid guarantee is also required with your quote, on Standard Form 24, for at least 20 percent of your quoted price but not more than $3 million. See the Bid guarantee item in Section 00 21 16.
