About this file
This is an Amendment 0003 to a Questions and Answers document for solicitation W50S8226QA009, which addresses clarifications for an epoxy floor installation project at Building 3010 in Middle River, Maryland for the U.S. Air Force (175th Wing).
The project encompasses approximately 12,166 square feet of concrete floor refinishing and repair work within a 160' x 80' rectangular open bay. The scope consists of three primary finishes: approximately 7,840 square feet designated for polished concrete with medium gloss and salt-and-pepper aggregate exposure; approximately 4,326 square feet designated for moisture-mitigation coating followed by decorative flake broadcast epoxy flooring with mild grip/slip resistance in Mackerel Deco Flake or approved equal; and the area contains 21 support beams for mezzanine. Additionally, the work includes Mill & Cap Joint Filler work using semi-rigid joint filler (EP90 by Metzger McGuire or equal, not flexible sealant or caulk), joint shoulder rebuild repairs using Armor Hard Xtreme by Metzger McGuire or equal, popout repairs, and cementitious repairs. The moisture-mitigation coating shall be Sherwin-Williams MVP or equal, compatible with the proposed epoxy system. Offerors must field-verify repair locations and determine the extent of Joint Shoulder Rebuild, Popout Repair, and Cementitious Repair work based on site conditions, as no marked-up repair-location drawing will be issued. Offerors are responsible for providing the proposed number of coats, system thickness, and product data with their submission. All responses to the RFIs were provided on 9/1/2026 and 9/2/2026 by MSgt Parker of the 175th CEN.

Questions and Answers
1. Will a finish plan with dimensions be provided to determine the amount of edge preparation required in each area?
o Attached image for dimensions 160' x 80' rectangle open bay that’s approximately 12,166 square feet of concrete shall be diamond cut and sanded, with approximately 4,326 square feet designated for Moisture-mitigation coating and colored epoxy with mild grip. The remaining 7,840 square feet designated for polished concrete. There is 21 1'x1' support beams for mezzanine.
2. For the polished concrete, please specify the desired gloss level and aggregate exposure.
o The required polished-concrete finish shall be medium gloss with salt-and-pepper aggregate exposure.
3. What type of joint filler is required: caulk, polyurea, or another material?
o The required joint-filler material for the Mill & Cap Joint Filler work shall be a semi-rigid joint filler suitable for the intended application. EP90 by Metzger McGuire, or equal, is acceptable. Flexible sealant or caulk is not acceptable for this requirement.
4. Who will determine the locations of the repairs associated with the quantities listed on pages 8 and 9 of the SOW? Will a drawing be issued identifying these areas?
o No marked-up repair-location drawing will be issued. Offerors shall field verify and determine the locations of the Joint Shoulder Rebuild, Popout Repair, and Cementitious Repair work based on the existing solicitation documents and site conditions.
5. For the resinous floor coating:
o Please identify the required product/system components and number of coats.
1. The resinous floor coating shall be installed in the approximately
4,326 SF area shown on the revised finish plan. The system shall be a manufacturer-compatible epoxy flooring system including required surface preparation, primer if required, base coat, decorative flake broadcast, and topcoat(s). Offerors shall provide the proposed number of coats, system thickness, and product data with their submission.
o Is the finish solid color, decorative quartz broadcast, or decorative flake?
1. The required resinous floor coating finish shall be a decorative flake broadcast epoxy system in the designated epoxy floor area.
o Is an integral resinous cove base required? If so, 4" or 6"?
1. Integral resinous cove base is not required unless specifically shown on the revised finish plan or finish schedule.
6. For the moisture-mitigating coating:
o Please identify the required product.
1. The moisture-mitigating coating shall be a manufacturer-recommended product compatible with the epoxy flooring system.

Armor Hard Xtreme by Metzger McGuire, or equal, is acceptable if installed in accordance with the manufacturer’s written recommendations.
8. The solicitation references an epoxy floor installation; however, the SOW specifies 7,840 SF of grind and polish installation. Please confirm whether the required finish for this area is polished concrete or epoxy flooring.
o Answer 1: The area previously identified in the SOW/proposal as 7,840 square feet of grind and polish installation shall be treated as polished concrete, except where revised by the updated finish plan. Under the revised scope, approximately 4,326 square feet is designated for epoxy flooring, and the remaining area is designated for polished concrete
9. I am reviewing the documents in SAM for this project. I have looked through the documents for further detail on the floor system to be installed. I see that it is 12,166SF. Referencing Attachment 1
1.2 Background: The concrete floor in Building 3010 requires refinishing and repair to ensure its durability and functionality. This work includes grinding and polishing in specified areas, moisture mitigation coating in others, and detailed repair of joints and surface imperfections.
I have not seen any further specifications.
• SF to be polished- and the spec requirements for the polish
• Moisture mitigation SF, Is there an epoxy coating going on top of that? If so what is the spec for that?
• Linear footage of joints- available site photos of the joints that need "detailed repair"
Thank you for your review. Please use the following scope clarification for pricing purposes:
• Total floor area: approximately 12,166 SF.
• Polished concrete area: the area not designated for epoxy shall be polished concrete. The required polished-concrete finish shall be medium gloss with salt-and-pepper aggregate exposure.
• Moisture mitigation area: approximately 4,326 SF shall receive moisture-mitigation coating in the same area designated for epoxy flooring. Sherwin-Williams MVP, or equal, is acceptable if compatible with the proposed epoxy flooring system.
• Finish over moisture mitigation: yes, the finish above the moisture-mitigation coating shall be the specified decorative flake broadcast epoxy flooring system with mild grip/slip resistance and Mackerel Deco Flake or approved equal match finish.
• Epoxy system area: the resinous/epoxy flooring system applies to the approximately 4,326 SF designated epoxy area shown on the revised finish plan.
• Joint filler: the required joint-filler material for the Mill & Cap Joint Filler work shall be a semi-rigid joint filler. EP90 by Metzger McGuire, or equal, is acceptable. Flexible sealant or caulk is not acceptable.
• Linear footage of joints: the prior proposal basis referenced 134 linear feet for Mill & Cap Joint Filler work.
• Repair locations / site photos: no marked-up repair-location drawing has been issued. Offerors shall field verify and determine repair locations based on the solicitation documents and site conditions. I do not have any additional site-photo package in the currently available files.
10. Should the 4,326-square-foot moisture-mitigating coating be a solid-color epoxy system or a decorative flake system?
o The finish above the moisture-mitigating coating shall be a decorative flake broadcast epoxy system. The required finish/color shall be Mackerel Deco Flake or approved equal match.
11. Please provide the required coating specifications, including:
o Color and finish
1. Decorative flake broadcast epoxy system with Mackerel Deco Flake or approved equal match finish.
o Overall system thickness & Number of coats
1. Offerors shall provide the proposed number of coats, system thickness, and product data with their submission.
o Moisture-vapor transmission or mitigation requirements
1. The moisture-mitigating coating shall be a manufacturer-recommended product compatible with the epoxy flooring system.

1. Sherwin-Williams MVP, or equal, is acceptable for the moisture-mitigating coating if compatible with the completely proposed resinous flooring system. The resinous floor coating system shall be a manufacturer-compatible epoxy flooring system suitable for interior gym use.
12. Are photographs available showing the concrete popouts and deteriorated joints requiring repair?
o No additional photograph package is identified in the currently available solicitation files. No marked-up repair-location drawing has been issued.
Offerors shall field verify and determine repair locations based on the solicitation documents and site conditions.
13. The SOW identifies up to 160 popout repairs and 540 linear feet of joint-shoulder rebuild repairs. Please provide the approximate dimensions, severity, and locations of these repairs so all contractors can price the work consistently.
o No marked-up repair-location drawing will be issued. Offerors shall field verify and determine the locations and extent of the repair work based on the solicitation documents and site conditions. For joint shoulder rebuild repairs, the approved repair material shall be suitable for concrete joint-edge reconstruction in floor areas subject to the intended gym use. Armor Hard Xtreme by Metzger McGuire, or equal, is acceptable if installed in accordance with the manufacturer’s written recommendations.
