About this file

This document is a Request for Information (RFI) dated 27 May 2025 for fire extinguisher inspection and maintenance services for the Maryland Air National Guard. The RFI details the current inventory of fire extinguishers, which includes 446 ABC extinguishers (46 5-lb, 389 10-lb, and 11 20-lb), 11 Class D extinguishers (30-lb), 20 Purple K extinguishers (18 20-lb and 2 150-lb), 2 Class K extinguishers, 12 water cans, and 1 Halotron I extinguisher. The last known inspection was completed in 2023, and the vendor is required to install all extinguishers and provide a comprehensive report on their status.

The RFI also outlines a proposed maintenance approach where ABC extinguishers can be swapped out on a 1-for-1 basis during 6-year and 12-year maintenance intervals, utilizing a refurbished extinguisher program. For the 150-lb Purple K extinguishers, on-site maintenance is recommended unless extended repairs are necessary, in which case only one can be removed at a time unless a temporary replacement is available. The solicitation is a 100% small business set-aside under NAICS code 922160, targeting small business owners to provide inspection and repair services for facility fire extinguishers.

Request for Information 27 May 2025

1. Are all the extinguishers only ABC class extinguishers? If not, can you please provide a breakdown of quantity of each class?

ABC Extinguishers:

5 LBS – QTY 46

10 LBS – QTY 389

20 LBS – QTY 11

Class D:

30 IBS – QTY 11

Purple K:

20 LBS – QTY 18

150 LBS – QTY 2

Class K:

QTY 2

Water Can:

QTY 12

Halotron I:

15 LBS - QTY 1

2. Are all the extinguishers the same size? If not, can you please provide a breakdown of quantity by size (I.E. 5-lbs ABC, 10-lbs ABC, 20-lbs ABC, etc.)

See question 1

3. Are the majority of on-site extinguishers due for the same service interval concurrently? For example, are more than 50% of the extinguishers due for their 6-year service at the same time?

The last known inspection was completed in 2023. Vendor to install all and provide report on status of all extinguishers.

4. Currently, we operate a refurbished extinguisher program for ABC extinguishers sized 5-lbs, 10-lbs, and 20-lbs. For logistical reasons and resource management, in lieu of performing 6-year or 12-year services with technicians on site, we offer a refurbished program where we cycle through our own stockpile of current year newly refurbished extinguishers. So, when an extinguisher comes up due either of those services on site, we offer a refurbished extinguisher rate to cycle the extinguisher on site with a refurbished unit we have in stock. Would this be something acceptable for the 6-year and 12-year maintenance?

Vendor can swap out ABC extinguishers on a 1 for 1 basis for the 6 and 12 YR maintenance. It is recommended that the 150LB Purple K be done on site unless extended repairs are required. If that is the case, only 1 can be removed at a time unless a temporary replacement can be provided during maintenance.
