RFI-001: Statement of Work Para 1.1 states that the selective demolition of roof deck panels is required.
How are we to quantify the amount of roof deck panels that need replacement? This is an unknown quantity. Estimate 5% of the square footage for each building. Damage could be revealed during removal of the existing roof.
RFI-002: Statement of Work Para 1.23 states that the Contractor shall establish and maintain quality control to ensure compliance with contract requirements. This usually means having a quality control manager position filled on site. Can the superintendent also perform the role of quality control manager? Yes
RFI-003: Statement of Work para 1.26.1 requires a production schedule to be submitted. Is there a preferred CPM scheduling software? Can Microsoft Project be used? No preference for any software. Microsoft Project can be used.
RFI-004: Statement of Work para 1.1.1 states the Contractor is responsible for providing specifications for the project. Please confirm that this is not a design-build project, and no architectural and engineering services are needed. This is not a design-build project, and no architectural and engineering services are needed.
RFI-005: Statement of Work para 1.6 states the hours of operation of Martin State Airport are
Tuesday through Friday 0630 to 1700. Is work on Mondays allowed, and if so, is it considered off hours work? Permission to work on Monday is on a case-by-case basis pending the situation.
RFI-006: Statement of Work para 1.20 states that the proposed performance period shall be included in the Cost Proposal. Is this meant to mean including a proposed schedule or just confirmation that the project can be completed within the period of performance stated elsewhere in the solicitation? This is to confirm the project can be completed within the period of performance stated elsewhere in the solicitation.
RFI-007: Building 3010 Elevations and Sections attachment shows a lower roof (to the right on the Northeast elevation). Please confirm that replacing the roofing on this portion of the building is not within the scope. Please provide the roofing system that is installed on the lower roof portion. The lower roof section is a TPO roof and is not part of this scope.
RFI-008: Attachment 3010 Details indicate that the existing roof is modified bitumen with ballast over insulation on top of pan deck. The statement of work makes no reference to removal and replacement of the insulation in preparation for replacing the roofing on this building. Can we assume that the insulation will need to be replaced? Yes. The insulation needs to be replaced.
Insulation will need to be replaced at the thickness per the SOW.
RFI-009: What are the access requirements to enter the Air National Guard facility. Will non-
US citizens be permitted? Non-US citizen must pass the background check to gain access.
RFI-010: Have core cuts been completed on the existing roof systems? If so, what are the results?
Core cuts have not been completed.
RFI-011: Does the existing metal deck have structural slope, or will tapered insulation be necessary to achieve proper slope? The existing metal deck has structural slope. Based on as-built drawings, structural notes, the roofs long span slope 1/4” per foot. For Building 2040, reference drawings
‘BLDG2040 Roof Framing Operations 09-01-83 PLT74’, ‘BLDG2040 Roof Plan Operations 09-
01-83 PLT53’, and ‘BLDG2040 Elevations Sections Operations 09-01-83 PLT47’. Tapered insulation will be needed at the perimeter of 2040 per drawing ‘BLDG2040 Roof Plan Operations
09-01-83 PLT53’.
For building 3010, the existing metal deck has structural slope and tapered insulation is not required. Reference drawing ‘BLDG3010 Elevation & Sections 3-01-83 PLT11’, section 1.
RFI-012: Statement of Work para 1.3.2 states that the COR will determine the equipment, material, and other staging locations or work areas available under this contract. Please provide this information. Across from 3010 on the south side there is a concrete pad available for staging area. Supplies may also be stored on at the back of 3010 along with a dumpster. This would be between the 3010 and the fire house.
For building 2040 storage will be in the driveway and possibly in the parking lot.

RFI-017: SOW para 1.17 states that Contractor shall describe in his or her proposal how they will manage the project. What information should be included in this section? Will a description of the work sequence suffice or should a full management plan be included? This is your sequence of work, how you will manage quality control.
RFI-018: Is there any information as to how thick the insulation is under the existing Modified roof system? Information is unknown at this time but it needs to be replaced at the thickness per the
SOW.
RFI-019: At building 2040 there are two (2) Satellite Dishes, one on roof area “A” and one on
Area “B”. These will need to be moved to remove and install the new roof system. Are these
Dishes still in service, and if so, who will be responsible for the recalibration? The vendor will be required to remove and set aside the satellite dishes and antennae from the roof. The Government will reinstall and recalibrate the dishes and antennae.
RFI-020: At building 2040 there is an antenna laying on roof Area “A”. Will this antenna be required to be reinstalled or eliminated? Will this be the responsibility of the roofing contractor, and if so, how long can they be down before reinstalling? Yes, this is the responsibility of the contractor, and they can be out of commission as long as necessary for roof replacement.
RFI-022: Bio based procurement language now included in the SOW.
RFI-023: Per 6.1 of the ‘Instructions to Bidders’ it states the Construction Wage Rate to be used is
MD20230046 (dated 02/09/2024). However, MD20230046 was superseded by MD20240046.
Please confirm bidders shall utilize MD20240046 02/09/2024.
The correct wage determination is MD20240046 02/09/2024.
RFI-024: The applicable Prevailing Wage Determination lists the commonly used wage classifications utilized for roofing work (including Laborer (Common), Roofer, and Sheet Metal
Worker) under Union identifiers. This means by law the Union Work rules apply to this project and the Local 30 Union requires all common labor work performed on the roof (regardless of skill or task) to be paid at the “Roofer” rate of $49.27/hr (which is $34.56 base plus $14.71 fringe). Please confirm all common labor work performed on this project shall be paid at the Roofer rate.
Each category of labor is defined by their respective Union identifier as applicable. The person doing the work shall be paid for the work they are doing. If they are in a category that can be used in multiple categories (i.e. Laborer, common), the person hours will need to be tracked and paid accordingly. For example, in a normal 8 hour shift, they perform 2 hours of common laborer work, they would fall under the Laborer category and paid $27.12 and if they did 6 hours of roof work, they would be classified as a roofer and should be paid $49.27.
