STATEMENT OF OBJECTIVE (SOO)

FOR

Raised Floor Panel Replacement

1. Purpose

1.1. This Statement of Objective (SOO) is prepared in accordance with (IAW) Federal Acquisition Regulation (FAR) 37.602(c). The interested contractor shall prepare and propose a Performance Work Statement (PWS) using the information contained in this SOO.

1.2. Interested contractors shall propose performance standards in their PWS. The Government shall evaluate the proposed standards to determine if they meet agency needs.

2. Scope

2.1. This is a non-personal services requirement. The Government shall not exercise any supervision or control over the contractor performing services for this requirement.

2.2. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and quality control necessary to Replace Raised Floor Panels in Building 29 on Barnes ANGB, Westfield, MA. The Government shall not be responsible for providing any of the above-mentioned categories to the contractor, unless there is a mutual agreement for any Government Furnished Property (GFP). GFP is not anticipated for this requirement.

3. Period and Place of Performance

3.1. The Period of Performance (PoP) for this requirement shall be completed within 60 calendar days from the effective date of the award or in the contractor’s quote. This period shall allow for the contractor’s mobilization to the site and completion of services.

3.2. The work will be performed in a high security area. The contractor shall strictly follow prescribed access to the work site and minimize disruption to the base work force. Contractor shall be escorted by a Government employee at all times. Clean-up of work area will be accomplished daily. Contractor shall follow all security and parking requirements while on base accomplishing the specified work.

4. Background

4.1. The access floor in Rooms of the Communications Squadron building has panels that are worn and need to be replaced. The existing understructure system is in good condition and does not need any repairs.

4.1.1 Rooms 47, 47A & 47B: The existing system is Liskey Access Floor – The Mark 40 System with Steel panels (Attachment 2)

4.1.2 Room 45: The existing system is unknown with Woodcore panels.

5. Performance Objectives

5.1. The interested offeror shall prepare and propose a Performance Work Statement (PWS), which clearly explains their plan remove and dispose existing Raised Floor Tiles (about 2,000 SFT), replace removed tiles with new tiles (full and with cuts).

5.1.1. Estimate Quantities

5.1.2. 47 - BNCC; Steel Panels. Full Panels = 280 +/-(including 2 perforated Air Flow panels); Panels that need to be cut = 36 +/-

5.1.3. 47A – COMSEC Vault; Steel Panels. Full Panels = 42; Panels that need to be cut

= 13

5.1.4. 47B – Storage; Steel Panels. Full Panels = 36

5.1.5. 45 – Frameroom; Woodcore Panels. Full Panels = 95; Panels that need to be cut

= 21

5.2. The panels located under the server racks will not be replaced.

5.3. Provide color samples with quotation.

5.4. The contractor shall include timelines in their plan, so the Government can properly coordinate access to facilities and update senior leaders. The project timeline shall identify, at minimum, the date the work will start or be completed, how long the project will take, and how many hours, roughly the site will need to be accessed over that time.

5.5. The Contractor shall identify any/all subcontractor(s) to the Government, so proper vetting can be accomplished.

5.6. The Government shall inspect the contractor’s performance of this requirement throughout the entire PoP. This will ensure performance objectives are being completed according to the established standards.

5.7. The Government shall grant the contractor approval of completion during the final inspection of services. Once the services are approved during the final inspection, the contractor shall submit their final invoice for Government acceptance and approval.

6. Operating Constraints

6.1. Base Access: The contractor shall comply with all base access procedures detailed in the 104 FW Service Contract Procedures. Please ensure procedures are followed to avoid unnecessary delays at the gate. The Government shall not be liable for any contractual delays resulting from base access requests, if the Contractor does not comply with the appropriate procedures.

6.2. Traffic: It is highly encouraged to the Contractor to become familiar with the transportation route and traffic patterns from Barnes ANGB.

6.3. Weather: This requirement is indoors, so adverse weather should not present challenges resulting in performance delay unless the weather impacts accessing the base. The Contractor shall keep the Government aware of any/all updates to performance timelines, should the weather cause potential performance delay.
