Performance Work Statement Summary
This Performance Work Statement (PWS) establishes requirements for Local Telecommunication Services (LTS) and Long-Distance (LD) services to support the 159th Fighter Wing and its Geographically Separated Units (GSUs) in New Orleans, Louisiana. The requirement replaces existing Emulated SIP (BVoIP) circuits with Session Initiation Protocol (SIP) trunking services to comply with Department of Defense Chief Information Officer mandates to retire legacy switched time division multiplexing (LSTDM) transport technologies in favor of IP-based solutions. The services will operate 24 hours a day, seven days a week, 365 days a year across four locations: 159th Fighter Wing at NAS JRB New Orleans (48 concurrent call paths, 620 DIDs); 236th CBCS Hammond, Louisiana (12 concurrent call paths, 100 DIDs); 259th ATCS Alexandria, Louisiana (12 concurrent call paths, 60 DIDs); and Jackson Barracks New Orleans (12 concurrent call paths, 60 new DIDs). The total requirement is 84 concurrent call paths and 840 DID numbers.
The Contractor must provide all labor, materials, equipment, and infrastructure necessary to deliver services at designated circuit demarcation points and ensure compatibility with the Government's existing PBX infrastructure without additional Government expense. The Contractor shall comply with FCC, Public Utility Commission, DoD, Air Force, and industry standards. Key performance requirements include continuous operation with 99.9% availability per site, notification of scheduled outages 30 days prior with detailed explanations, and response/restoration timelines based on outage priority: Catastrophic Outages require response within one hour and restoration updates every four hours; Emergency Outages require response within one hour and restoration within eight hours; Serious Outages require response within one hour and restoration within 24 hours; Routine Outages require response within one hour and restoration within two calendar days. The Contractor must submit an Initial Cutover Plan with the technical quote and a Final Cutover Plan within ten working days of contract award, detailing service transition and new installation at Jackson Barracks. Additional requirements include provision of one public listing per location, electronic telephone directories in PDF format annually, Government Emergency Telecommunications Service (GETS) NPA 710 access, E911 compliance with Kari's Law, and equipment installation in Government-provided 19" rack space with environmental controls and power.

PERFORMANCE WORK STATEMENT (PWS)
Local Telecommunication Services for Session Initiated Protocol (SIP) Trunking
159th Fighter Wing and Geographically Separated Units (GSUs)
New Orleans, Louisiana
1. INTRODUCTION
1.1. Objective
This requirement will replace essential Local Telecommunication Services (LTS) and Long- Distance (LD) that are currently provided via Emulated SIP (BVoIP) circuits with session initiation protocol (SIP) trunks. These services will support the 159th Fighter Wing and its Geographically Separated Units (GSUs). Site-specific equipment connectivity requirements are identified in Appendix 1, along with required features. This LTS will support the installations 24 hours a day/seven days a week/365 days a year (24/7/365).
1.2. Background
The Department of Defense (DoD) Chief Information Officer (CIO) has mandated all LSTDM transport technologies used for mission-related tasks be retired and replaced with IP-based technologies. Due to changes in technology, equipment, and processes, it has become evident that the Government should acquire these services in a performance-based manner. The requirement herein represents the site’s performance-based requirements for local, long-distance “dial-tone” and ancillary services.
2. SCOPE
The Contractor shall provide all labor, tools, facilities, materials, and services needed to perform and provide local access to the designated circuit demarcation point(s) identified in Appendix 1 to this PWS. These services shall include any equipment, wiring, or infrastructure to ensure the Contractor’s proposed solution is compatible with the Government’s current infrastructure without additional Government expense. The Contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DoD), AF, and industry standards for this requirement. The Government does not authorize aerial cable installations.
2.1. Outages
• 2.1.1. Scheduled Outage: The Contractor shall notify the Government POC of any scheduled outage that will affect any telecommunication service NLT 30 days prior to the scheduled outage. The Contractor shall provide a detailed explanation for the outage to include the amount of downtime and end users affected.
• 2.1.2. Unscheduled Outages: The Government POC shall assign the category of the outage and establish the repair priority. The Contractor shall notify the Government POC verbally of problem(s) and follow-up with documentation via email within the time specified for each outage type.
• 2.1.3. Outage Procedures: In all cases, notification shall include: Reason for interruption; Duration; Start and stop times; Affected equipment, lines, and buildings; and Restoration action.
• 2.1.4. Outage Priority, Restoration of Service, and Maintenance:
• 2.1.4.1. Catastrophic Outage: Demands immediate attention (total loss of service at a site). The Contractor shall respond to the outage NLT one hour of receipt of notification and advise the Government POC of its restoration procedures. Updates shall be provided NLT every four hours.
• 2.1.4.2. Emergency Outage: Demands rapid action (severely hampers mission). The Contractor shall respond to the outage NLT one hour of receipt of notification. The Contractor shall restore service NLT eight hours from response.
• 2.1.4.3. Serious Outage: Demands timely action (degraded service). The Contractor shall respond to the outage NLT one hour of receipt of notification. The Contractor shall restore service NLT 24 hours from response.
• 2.1.4.4. Routine Outage: Minimally disrupts service. The Contractor shall respond to the outage NLT one hour of receipt of notification. The Contractor shall restore service NLT two calendar days from response.
