STATEMENT OF OBJECTIVES

STATEMENT OF OBJECTIVES

FOR

Add Underground Electrical Feed to Kansas Air National Guard at McConnell Air Force Base

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the Services of Add Underground Electrical Feed, as defined in this SOO.

1.2 Background: The Kansas Air National Guard at McConnell Air Force Base currently receives its power via approximately 8,600 LF of above ground power line. This feed is susceptible to Kansas weather, vehicle accidents and potential sabotage. In order to improve the resiliency of the 184 IW, a secondary/redundant underground electrical feed would mitigate much of the existing risk in the current electrical system.

1.3 Period of Performance (PoP): The Period of Performance shall not exceed 365 days.

1.4 General Information:

1.4.1 Recognized Holidays: The following are recognized United States (US) holidays.

The contractor shall not perform services on these days:

New Year’s Day: January 1st Martin Luther King, Jr.’s Birthday President’s Day Memorial Day Independence Day: July 4th Labor Day Columbus Day Veteran’s Day: November 11th Thanksgiving Day Christmas Day: December 25th

1.4.2 Place and Performance of Services: The base is open between the hours of 0730- 1600 on Monday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.

When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.

1.4.3 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

1.4.4 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

1.4.5 Security Requirements. Contractors will be provided a Base Access Form that must be filled out for any individual requiring access to the Base for this project. The completed forms must be e-mailed to the POC who will forward them to Security to be processed. The security check process usually takes a minimum of five days.

Individuals must provide Real ID form of identification and if driving they will need a valid driver’s license, auto registration and proof of insurance at the time they pick up their Base Passes or Badges at the Visitor Center located at the East Gate off Rock Road. After Contractors have their Pass or Badge they should enter the Base through the Inspection Area at the West Gate. Access is limited to travel from the Gate to the job site. All other areas are off limits. Vehicle Passes are not transferable to other vehicles. The Government reserves the right to deny access to any person, with no consequence to the contract.

1.4.6 Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DOD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1.4.7 For contractors that do not require a CAC, but require access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), and applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by a government representative).

1.4.8 Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR Subpart 42.5. The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s progress. The purpose of which is to determine progress payment percentage for invoicing to the government. Contractor attendance at these meetings shall be at no additional cost to the Government.

1.4.9 Contractor personnel shall wear the base access badge issued by the 22d Security Forces at all time while on base. The contractor shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason.

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4 Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.

2.1.5 Physical Security: Actions that prevent the loss or damage of Government property.

3.0 Requirements: The contractor shall:

3.1 Provide a redundant underground electrical feed that would provide power to the Kansas Air National Guard. The feed shall be from a separate sub-station than the current overhead feed. Install the appropriate switching that will allow the KSANG to receive power from either feed in the event of a power outage to one of the feeds.

3.1.1 Provide a map or report of the underground feed from the point that it enters Air Force property. The map shall contain the longitude and latitude geolocation of all pull-boxes, switches and any other gear.
