About this file
This document is a Questions and Answers (Q&A) attachment for Solicitation Number W50S7T-25-B-A002 for Repair Pavements - Taxiways, issued by the Illinois Army National Guard. The Q&A covers 18 questions addressing critical project details, including the period of performance (365 calendar days), work hours (0700-1600 Monday-Friday), and specific technical requirements. Key clarifications include that the project is fully funded, requires a contractor-developed site safety plan, and involves pavement repair on Taxiway A5, existing apron, and Taxiway M shoulders.
Significant technical inquiries were partially answered or are still under research, such as acceptable hot mix asphalt (HMA) specifications, expansion joint treatment, and work phasing for taxiways and apron. The contractor will be responsible for protecting existing infrastructure, including an apron lighting circuit, and must coordinate work in phases to ensure continuous accessibility. The solicitation does not plan to extend the bid opening date, and no additional site visits beyond the initial one are planned, with detailed site maps and pictures to be provided in a forthcoming amendment.

Question Answer
1 The solicitation states the period of performance is 365 days, but the presentation stated 240 days. What is the accurate period of performance?
365 calendar days.
2 The solicitation states that CLIN0001-0004 are base bids and CLINs 0005 - 0009 are options, but the solicitation doesn't list anything. What is accurate?
The solicitation is accurate. See the updated Attachment 1 - SOW Repair Pavements Taxiway 16JUL25. The original Attachment 1 has been deleted.
3 I left a voicemail earlier today. Our team is interested in solicitation W50S7T25BA002. We were unable to attend the site visit yesterday. What are the chances we could arrange an additional site visit?
There is no further site visits planned at this time. There was quite a large turn out and the attachments are very detailed with a map with corresponding pictures of each area that needs repaired. In addition, we will be posting an amendment by next Wednesday with the site visit sign in sheet, pre-bid conference notes, and any questions received by that time.
4 Will you be able to answer asap if you will be posting site visit attendees for tomorrows meeting?
We do not post site attendees until after the site visit is completed. We will post the sign in sheets.
5 Could you please post the site visit attendees now? Yes. Please see this amendment.
6 Do you plan on extending the solicitation bid opening date? Not at this time.
7 Is this requirement funded or unfunded at this time? The requirement is fully funded at this time.
8 Can the apron or taxiways be shut down for the entire project? The response cannot be determined until a work schedule is submitted.
Likely, the work will have to be completed in phases, however there will be periods of time where the apron and taxiways will be completely accessible.
9 Can I wait to pick up any garbage at the end of the day? There are government pieces of equipment on the runway. The contractor should be picking up any garbage or refuse as they are working. The contractor will be responsible for any damages caused to government equipment.
10 What are the work hours for this project? 0700 - 1600 Monday - Friday

Question Answer
11 Is there a traffic control plan/site safety plan for the construction of the new shoulders on Taxiway A5 and around existing apron? Also, for the work on existing shoulders on Taxiway M.
The contractor is responsible for developing a site specific safety plan.
12 Can work take place on all the new shoulders on A5 and apron at the same time? If not, what are the restrictions?
The response cannot be determined until a work schedule is submitted.
Likely, the work will have to be completed in phases, however there will be periods of time where the apron and taxiways will be completely accessible.
13 Will NTEA be allowed for tack prime and fog seal since it is the new standard? Yes, NTEA asphalt emulsion can be used on airfields as a tack coat or bond coat.
14 Is there a diagram for the patching on Taxiway M shoulders? Still researching question.
15 Is saw cutting required for the HMA patching if a mill is used for removal and they are being fog sealed?
Saw cutting is required for HMA patching even if a mill is used for removal and fog seals are being applied to ensure a high-quality patch by providing clean, stable edges for the new asphalt to bond to.
16 On Detail 1 of the Site Plan Replace Asphalt Areas 1-4 a 1” expansion joint material is shown. Can this material be eliminated and the joint just sealed since HMA is flexible by nature. This detail would cause constructability issues during compaction efforts of the HMA next to the joint and the likelihood of severely damaging the expansion material.
Still researching question.
17 We do not see where a HMA is specified. Is a IDOT N50 9.5 Surface Mix D 64- 22 and N50 19.0 Binder 64-22 acceptable? If not what mix would you like?
Still researching question.
18 We do not see where there are provisions for dealing with the Counterpose Wire that we are told runs along Taxiway 5A approximately 8” deep. Could you check into this?
The contractor shall locate and protect the apron lighting circuit throughout construction and take all necessary precautions to avoid damaging the lighting circuit. Any damage caused to the apron lighting conduit or circuit by the contractor shall be promptly repaired at no additional expense to the Government.
