[see vendor sign-in sheet]

2. The Contracting Officer then walked through the key sections of the solicitation, highlighting the following key points:

• The project will be subject to the Service Contract Labor Standards (SCA).

• Under RFO 52.212-1 (Instructions to Quoters), vendors are now required to explicitly acknowledge all amendments as part of their quote submission.

• Under RFO 52.212-2 (Evaluation), the methodology for Factor 1 (Technical Capability / Experience) was updated to state that vendors who attend the site visit will receive a boost in their technical rating.

3. Following the briefing, vendors were able to inspect the area. It was pointed out that the primary species of bird occupying the storage building (5018) was the barn swallow, which is protected under Federal and State Law (Migratory Bird Treaty Act). Nests must remain undisturbed until the young have left. This pushes the start date back for B5018 until at least October 2026. Quotes must reflect this.
