About this file

This is a Questions and Answers (Q&A) document for federal contract W50S7S26Q0014 dated 12 August 2026. The document addresses contractor inquiries regarding bird exclusion and containment work at multiple buildings and outdoor storage facilities.

The scope includes removal and installation of bird netting, curtains, and related hardware at two outdoor storage facilities and three buildings (B5016, B5018, and an LRS Building). Specific tasks referenced include demolition and removal of existing netting and curtains per the Performance Work Statement (PWS), installation of bird netting to follow the slope and configuration of roof structures, installation of replacement curtains at B5016, and installation of roll-up curtain systems at six designated bays in B5018. The government will provide area take-offs and drawings for the LRS Building and outdoor storage areas. Contractors are responsible for all materials, tools, and equipment required for performance. Work must be coordinated with government contracting officer (CO) and LRS staff to avoid disruption to nesting birds in B5016, with Task 1 demolition activities permitted to proceed unrestricted provided nesting birds are not disturbed. Vendors must take their own field measurements and photographs for accurate assessment. The document indicates no further set-asides are being considered for service-disabled veteran-owned small business (SDVOSB) or veteran-owned contractors. Several Q&A responses remain incomplete, including clarifications on cleaning stored contents, painting responsibilities, power supply availability, and whether three sliding screen doors are included in the base bid or as an alternative.

Q&A

Q: Can you confirm the total square footage (or linear footage) of bird netting and curtains required for each of the two outdoor storage facilities? Are drawings, site sketches, or facility dimensions available to assist in accurate material take-offs?

A: I will perform an area take-off to provide SF area of the curtains and netting for contractors.

Will request drawings for LRS Building and Outdoor storage area as well.

Q: Are there specific bird species being targeted for exclusion that would drive netting mesh size or material selection?

A: I am not aware of any specific birds being targeted. I believe the nets called for installation along the roof rafters should match those installed in the Hangar building.

Q: Will any demolition or removal of existing netting, curtains, or hardware be required prior to new installation? If so, how should materials be disposed of?

A: Yes, per the PWS, the existing netting, curtains, and hardware on the storage openings should be removed and disposed of offsite according to applicable Federal and State laws.

Q: Are there any areas within the two facilities that will be inaccessible during installation (e.g., active aircraft, equipment, operations), which could affect scheduling or phasing of work?

A: Contractor will coordinate with CO and LRS Staff to work with their scheduled work.

Q: Will the government provide any materials, equipment, utilities (e.g., electrical power, water), or staging areas? Or is the contractor responsible for furnishing all materials, tools, and equipment?

A: Contractor is responsible for furnishing all materials, tools, and equipment to complete the scope of work in the PWS.

Q: Is there a designated contractor laydown or storage area on base for materials and equipment during the performance period?

A: Contractor to work within the LRS storage area.

Q: Could you please clarify whether the netting is intended to run horizontally beneath the rafters or follow the slope and configuration of the roof structure?

A: The bird netting should be installed to follow the slope and configuration of the roof structure of B5018.

Q: Will the government provide any preference for SDVOSB or veteran owned certified contractors in alliance with the government's support of veteran owned businesses on this requirement?

A: No further set-asides are being considered.

Q: Can the government confirm if Task 1 demolition and removal activities at Building 5018 are also restricted until the nesting period concludes, or if only the Task 3 rafter net installation is affected?

A: Work on Task 1 can proceed unrestricted provided the nesting birds in B5016 are not disturbed.

Q: Can the government confirm if Building 5016 is to receive a replacement curtain or netting system under this contract, or if Building 5016 scope is limited to removal of the existing curtains only?

A: B5016 will receive a replacement curtain

Q: Can the government provide current field measurements for each of the six designated bays at Building 5018 to be fitted with the roll-up curtain system, or confirm whether the dimensions shown in the record drawings remain accurate?

A: Vendors are responsible for taking their own field measurements and pictures.

Q: Can the government provide photographs of each of the six designated bays at Building 5018 to assist in accurately assessing existing conditions?

A: See above.

Q: The scope mentions that you're removing all contents from the storage area. During the walkthrough, it wasn’t clear if the contractor is expected to clean all of the boxes and containers that are currently stored there before putting them back. The concern is that some of the containers don't appear to be waterproof, and several items are simply cardboard boxes that have been sitting there for quite some time and are beginning to deteriorate. Seeking clarification on whether the responsibility is simply to clean the storage area or if cleaning the stored items themselves is also part of the scope.

A:

Q: It was noted that the scope references sealing holes and painting. Since some of the paint in the storage area is already peeling, please clarify expectations there as well. If power washing causes additional paint to come loose, would we be responsible for repainting those affected areas, or is the painting limited to repairs associated with sealing penetrations?

A:

Q: Is there a power supply that will allow us to plug in one to two power sprayers or do we need to bring portable generators?

A:

Q: I don’t know if I am missing it but the (3) Sliding screen doors for the building, not the storage area, is not listed anywhere. Can you confirm that we are to price this. And is this part of the base bid or an alternative?

A:
