About this file
This document appears to be a series of questions and answers (Q&A) regarding a Statement of Work (SOW) for a fire suppression and water system repair project at a military facility, likely for the 126th Air Refueling Wing (126ARW). The Q&A addresses multiple scope items including replacing fire alarms, fire pump room sprinkler systems, water tank level gauges, pipes, and domestic water service lines. Key clarifications include: all yellow and red pipes on plan G-102 are to be replaced, mechanical gauges are preferred, fire watch will be provided by 126ARW, and specific pipe replacement details such as extending 4-6 feet into water tanks and replacing pipes at or below floor grade. The project involves comprehensive repairs to the pump house and water systems, with careful specifications about the extent and nature of replacements and modifications.

FPE/Design/Engineering/Testing:
Will this repair work require design & engineering? If so, are we to include those services within our pricing?
Will testing and commissioning be required once these improvements are made?
• Not required in areas replacing like-for-like.
• For Item #1 Replace Fire Alarm, a diagram/drawing will be provided by the contractor and certified by an FPE.
• Yes, testing and commissioning is required to certify the repairs.
Fire Watch:
When considering the amount of time that the fire suppression system will be down and out of service (likely 3-4 weeks), what type of provisions shall I include for “Fire Watch”. Am I to include a full time person 24/7, to serve as a fire watch person that will notify the Fire Dept throughout the duration of the fire suppression system being down?
• Fire watch to be provided by 126ARW. Contractor to coordinate with 375th Fire Department and the 126ARW when the system is offline.
Missing Scope Item Correction:
I mentioned in my previous email that the plan note “Replace Suction and Discharge Gauges with Oil-Filled Gauge” does not appear in a SOW scope item. I see now that this scope falls under Item #11 – Fire Pump Gauges. No further clarification needed for this item.
• Descope these gauges in Item #11. These gauges were replaced during a recent pump rebuild by the 126ARW.
Item #12 – Fire Pump Room Sprinkler System:
The scope description for this item matches Item #9 so I believe this was an error. I assume the scope description for Item #12 should follow the description found in the engineer’s report “The existing sprinkler system within the fire pump room is not currently monitored. Install a new riser check assembly with air vent, pressure relief and test and drain assembly. Provide monitoring as required by NFPA 13.” Please clarify this scope description.
• Item #12 should have said: “The existing sprinkler system within the fire pump room is not currently monitored. Install a new riser check assembly with air vent, pressure relief and test and drain assembly. Provide monitoring as required by
NFPA.”
• This is consistent with page 16 in the Pump House Study, New SOW Item – Fire Pump Room Sprinkler System.
Existing Water Tank:
It is noted in the Engineers Report page 6, Note 11 “It is understood the existing underground tank has not been inspected or clean and it was observed to have significant build-up of debris and silt. Inspect and clean tank as required by NFPA 25 and UFC 3-601- 02.” Please clarify if we are to include cleaning and inspection of the existing water tank while it is drained for construction activity.
• Cleaning and inspection of tanks not to be included in this contract except as noted in Item #13: “The walls on both sides of these penetrations (pump house and tank) side should have any rust, calcium and debris cleaned from the walls and a concrete sealer should be reapplied.”
Item #2 – Pipe Replacement:
It is unclear what, if any, pipes are to be replaced. It is very clear, however, which pipes have greater than 40% loss of wall thickness as they are highlighted in red, but this scope description states “Please refer to the attached Scope of Work Sheet for reference and location (G-102) for pipe replacement.” The Scope of Work referenced can be found on Page 15 in the Engineers Report. It doesn’t specifically say what pipes to replace. The other document, plan page G-102, only calls out one section of pipe to be replaced which happens to be Yellow colored pipe on G-101. While I understand that certain pipes indicated in Red are below that 40% threshold, I would like clear direction if those are to be replaced. Furthermore, if we are to replace the six (6) pipe sections shown in Red, can more detail be provided about how far the pipes extend into the water tank or under the floor. Those areas are not visible from the pump room.
• All pipes that are yellow and red on G-102 are to be replaced. The pipes extend 4-6’ into the water tanks. Pipes that are terminated into the floor are to be replaced at or just below floor grade.
• Historical drawing with scale:
Item #6 – Water Tank Level Gauge:
Since this item currently doesn’t exist, what type of gauge is desired: mechanical or electronic? If electronic, are we able to pull power from the pump house room for this new device? Will it require integration with a monitoring system?
• Mechanical is the desired option.
Item #14 – Pipe Flange Damage:
I understand the overall goal is to replace the incoming 8-inch domestic water service since the pipe flange has cracked and the restraining rods have rusted and separated. The SOW states that we are to replace the 8-inch piping in its entirety. I’m not seeing how far back we need to replace the 8-inch line which comes in from below the floor and concrete wall/footing. Are we replacing it to just under the floor where a new pipe section can be installed? Or are we replacing it all the way back to the water main which is indicated to run between the pump room and the maintenance hangar? The SOW also mentions providing a new water service tap for temporary makeup water while the permanent service is being replaced. Is this truly desired for the few days (at most) that the permanent service is out of order? With all of the other repairs happening in the pump room and water tank, there will be a far longer down time with no fire suppression (regardless of permanent or temporary makeup water) to accommodate those repairs.
• Replace to the Tee in the water line that runs in between 5027 and 5026 as described in the SOW Item#14 stating “The approximate length of exterior piping to refeed this service is 10 feet below grade, approximately 5’ of interior piping with a new 90-degree elbow, new piping thrust restraints, new flow switch valve and replacement of concrete of approximately 9 SF. A connection can be made sooner if suitable pipe is found prior to the water main tee to connect to.
• Do not provide a new water service tap for temporary makeup water.
• Water Line is about 20’ from the wall of 5027 based on below picture:
Item #3 and #17 – Replace Flow Meter:
I believe these two items are referring to the same scope. Please clarify.
• Item#3 and #17 can both be eliminated from the scope of work. Flow tests done have historically ignored the internal flow meter and relied on a calibrated flow meters being used outside of B5027.
Extra Items on G-102:
There are a couple items called out on G-102 that do not appear within the SOW. Please clarify if these are to be included or excluded from our pricing:
• “Existing Fuel Tank to be Provided with Low Fueling Monitor” (3 shown pointing to fuel tanks) o Fuel tanks have manual gauges and are routinely checked. Electronic monitoring is not desired and the note on G-102 is not to be added to the
SOW.
• “Replace Suction and Discharge Gauges with Oil-Filled Gauge” (1 shown pointing to Pump #1) o This was replaced by 126ARW and does not need to be added to the SOW.
Items Mentioned at PreBid Site Visit:
I understand it was just mentioned in conversation, but it was said that any rusted, corroded pipe should be cleaned and painted. I don’t see that scope coinciding with any of the SOW items. Please clarify if we are to perform this task.
• No.
