MEMORANDUM FOR RECORD
FROM: 126 ARW MSC
SUBJECT: Site Visit Minutes—W50S7S20Q0014 B5022 Fall Arrest System Inspection
1. A site visit meeting was conducted on 25 Aug 2020 at the 126th ARW Base Contracting office in regards to solicitation W50S7S20Q0014 for Fall Arrest System Inspection for Building 5026 hangars to meet OSHA and ANSI standards. The following were in attendance:

2. An overview of the solicitation package was briefed with particular attention given to the evaluation process. FAR Part 13 procedures are being used: comparative evaluation will take place. Quotes will be evaluated using price, technical, and past performance.
Evaluation will be inclusive of options. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Each Offeror must submit contractor certification along with their quote. Delivery timeframe is a major technical concern during the evaluation of quotes.
3. The Government anticipates awarding a Five year Firm Fixed Priced Contract that includes a base year for engineer design review with annual inspection with deliverable of certifications, and Four One-Year option years for annual inspection with deliverable of certifications. Options may be exercised at the discretion of the Government. The Government may provide scissors lift but only government personnel will operate equipment in that eventuality. Offerors should include an optional pricing of rental scissors lift in their quote in the eventuality that government furnished property may not be available. Offerors are expected to provide new as-built drawings and not rely on existing drawings. The Government reserves the right to all data rights and intellectual property for requirement. The Government intends for the awardee to begin the project as soon as possible.
4. All technical questions were requested to be submitted in writing to the Base Contracting
Officer. Answers would be provided through an amendment to the solicitation. No additional items or information were presented.
