W50S7K24R0008 RFI#2

1. I see the DISA APL requirement was removed, but TAA Compliance is still required? Yes, APL requirement was removed because this equipment will not reside on an DoD network. The TAA requirement still applies.

2. The most Soundbars come with Wi-Fi and Bluetooth, should we still avoid Wi-Fi and Bluetooth? If we don’t follow APL requirements can your buildings have Wi-Fi and Bluetooth installed on the monitors for the project too? Because monitors come with Wi-Fi and Bluetooth, projectors as well, and the most soundbars too. Wi-Fi and Bluetooth will be fine since they will not touch a DoD network.

3. For the rooms such as CLIN’s 0007,0027,0025,0009 – All request a Soundbar for Video Collaboration, but you want a 10-inch Touch panel as well? These types of soundbars with camera, microphone, and speaker work off a remote control offered, but if you want a 10 Touch panel for these rooms, you will need a full AV system with Controller, DSP, Amplifier and Network. This is far from just a sound bar connected to government PC to perform VTC. The rooms only have one source or two, do you need a complicated AV control system with a 10-inch Touch Panel? These smaller rooms with soundbars would just connect to the BYOD computer and perform VTC using the soundbar – camera, microphone, and speakers. The presets are handled by the remote control for the soundbar and MS Teams does the rest of the controls of the camera. CLIN 0007 no touch panel required, CLIN 0027 does not exist, CLIN 0025 is a maintenance agreement and CLIN 0009 no touch panel required. We assumed touch panels would be needed.

4. Can you please let us know the quantity of the various speakers and microphones? Any details on these devices? Also, can we request a site picture(s) of the auditorium? Microphones should be ceiling type like universities with speaker tracking ability and the audio system should capture the speaker’s voice and audience responses. Replace current audio system to meet the spatial sound capacity of the room. An example would be the TeamConnect Ceiling 2. Pictures will not be provided as it may not be the proper perspective.

5. We assume the Theater (112) is the auditorium. Can you confirm that? Also, what is the height in the auditorium? It is 112, Height is approximately 16.65’; however, it is the contractors responsibility to field verify measurements.

6. 1. Are there any limitations on room access times or restrictions on working in certain areas during specific hours? No

7. 2. What are the distances for cable runs (e.g., HDMI, power, network) in each room, and are there any pathways or conduits already in place? The base has rooms with and without cable runs, site survey was conducted on 27 Aug 24.

8. What are the materials of the ceilings and walls where AV equipment will be mounted? (e.g., drywall, concrete, drop ceiling) Most are drop ceilings

9. Are there existing AV infrastructure components, such as mounts, racks, or cabling, that can be reused, or will all mounts and brackets need to be newly installed? It should all be new items.

10. Will the contractor be responsible for providing additional power outlets near AV equipment, or will existing outlets suffice? CRTC will be responsible for power.

11. What are the requirements for integrating AV systems with the existing network, particularly for video conferencing and control systems? They will not interface with our DoD network.

12. Are detailed mounting locations for projectors, screens, and displays clearly marked on the drawings, or will the contractor determine the optimal locations? Contractor will determine optimal locations.

13. What are the distances between the projectors and screens, and will any custom mounting solutions be required to accommodate them? This should be contractor verified on the site survey conducted on 27 Aug 24.

14. What are the ceiling heights in each room? Are lifts or scaffolding required for the installation of ceiling-mounted equipment like projectors or microphones? Contractor is required to verify, these are estimates. Yes, lifts would be needed.

BLDG 154 Main – 19.65 ft, BLDG 154 Breakout rooms 9.571ft BLDG 3 Main 16ft, Breakout rooms approximately 10ft

15. What are the space limitations within the existing equipment racks, and are there any specific ventilation or power requirements that need to be considered? This should be contractor verified on the site survey conducted on 27 Aug 24.

16. Are there any required certifications or clearances for personnel working on this project (e.g., security clearances, special technical certifications)? If they are clear in NCIC, then they can have base access.

17. Will on-site personnel from the government or another party be available to assist with coordination, or will the contractor be responsible for all project management tasks? Contractor will be responsible for project management. Contracting Officer Representative will be the liaison to the Contracting Officer.

18. Are there any environmental considerations such as asbestos, lead, or hazardous materials that could affect labor work, particularly when drilling or cutting into walls or ceilings? There is no know asbestosis in the working areas, most facilities are free from those materials.

19. Can work be conducted during normal working hours (8 AM to 5 PM), or will after-hours or weekend work be required? Yes, 0700-1630.

20. Will the installation need to be phased in a particular order, or can rooms be worked on simultaneously to expedite the project timeline? The most advantageous and expeditions timeline should be proposed at award and after ordering of equipment. Contractor will inform the Contracting Officer Representative and they will coordinate with base scheduler.

21. Are there any specific AV system performance tests that must be conducted before final acceptance (e.g., sound checks, video quality calibration)? Yes, all assets will need to be verified for operational capabilities.

22. How many end-user training sessions are required, and will the contractor need to provide training materials or just conduct the sessions? One session and training materials need to be provided in conjunction with training session.

23. Will the contractor need to coordinate with furniture installation or adjust equipment placement based on furniture layout in conference rooms? Based on furniture layout in conference rooms.

24. Is there secure on-site storage available for AV equipment during installation, or does the contractor need to make special arrangements for off-site storage? Contractor should ensure safe storage until government accepts equipment. Contractor is responsible for equipment until installation.

25. What will be the method of payment for this project once awarded and completed? Invoiced through Wide Are Work Flow PIEE.EB.MIL .

26. Are there any brand preferences for the items currently listed in the BOM? There is no sole source or brand name requirements.
