1. Course Iterations, Delivery, Locations, and Scheduling

Q1. Can the Government confirm whether “up to four iterations per year” is a guaranteed minimum quantity or a not-to-exceed ceiling? Iterations are not a guarantee.

Q2. Does the Government anticipate all iterations occurring at RCTA (Meridian) and Camp Shelby (Hattiesburg), or should offerors plan for additional locations listed in the PWS? All Iterations are subject to other locations.

Q3. Will the Government provide a forecasted training calendar for the Base Year and each Option Year, or should offerors assume flexible, on-demand scheduling? assume flexible, on-demand scheduling

Q4. Are Mobile Training Team (MTT) iterations anticipated at non-RCTA sites, and if so, how many per year should be assumed for pricing? Iteration locations are unknown at this time.

Q8. Will all instruction occur at a single primary location, or does the Government anticipate multiple instructional sites during the PoP? There will be multiple iteration sites.

Q9. Will all iterations be delivered by mobile training teams, or will some be delivered at RCTA facilities? Iteration locations will vary.

Q12. Are course dates pre-scheduled or will they be assigned throughout the year with short notice? Course dates are not pre-scheduled. The government will work with the contractor to schedule dates throughout the PoP.

2. Travel, Lodging, Per Diem, and ODCs

Q13. Should travel, lodging, per diem, and ODCs be included in the per-iteration firm-fixed price, or will these be reimbursed separately under dedicated CLINs? Firm-fixed price.

Q14. If travel is contractor-provided, must pricing adhere to Joint Travel Regulations (JTR), or may commercially travel assumptions be used? Commercial travel assumptions may be used

Q15. Should offerors assume instructors are non-local and require full travel/lodging, or does the Government prefer/expect local instructors? The government cannot determine the expenses for travel.

Q16. If the Government cancels or reschedules an iteration after the contractor has incurred non-refundable travel or preparation costs, how will those costs be handled?

3. Instructor Requirements, Qualifications, and Staffing Model

Q19. Does the Government require instructor résumés or bios in the quote submission, and if so, do they count against the 8-page limit? Resume and bios are allowed as a separate document.

Q20. Is a single lead instructor acceptable per iteration, or does the Government require multiple instructors (lead + assistant)? A single lead instructor is acceptable.

Q21. Are there minimum experience thresholds for instructors, and will instructor qualifications be evaluated as part of Technical? Instructor qualifications are evaluated as port of technical.

Q22. May the contractor use guest/adjunct instructors for specific modules, provided they meet the same qualification standards? No. Guest instructors are not allowed.

Q23. Does the Government have a required or preferred instructor-to-student ratio for each course iteration? Minimum of 1 instructor per 40 students.

Q24. Are there any required key personnel positions beyond instructors (e.g., Program Manager, Safety Officer, Admin Support), and must these be present on-site during training? No.

Q25. Are there any uniform or attire requirements for instructors or support personnel?

Standard business casual.

Q26. Are instructor résumés required at proposal submission or only after award? At the proposal submission.

4. Curriculum, Course Specifications, Materials, and Intellectual Property

Q28. Does the Government require full curriculum materials (lesson plans, slides, scripts) at submission, or only the detailed course specification sheet described in the RFQ/PWS?

5. Equipment, Technology, and Practical Exercises

Q45. If contractor-provided, what quantities of each equipment type are required for a class size of 30 students? 10 to 15.

Q46. Are drones permitted at all training locations, including military installations with UAS restrictions? Locations are not determined currently. Answer is unknown.

Q47. For drone operations conducted at Naval Air Station (NAS) Meridian, what restrictions, limitations, or joint coordination requirements apply to airspace usage and drone technology? Answer is unknown at this time.

6. Service Contract Act (SCA) and Labor Categories

Q48. Can the Government confirm that the Service Contract Act applies and that the attached wage determination governs instructor compensation? Yes.

7. Quality Control Plan (QCP) and Post-Award Deliverables

Q52. Does the Government require a full Quality Control Plan at submission, or only a summary? Summary.

8. Performance Standards, QASP, and Evaluation

Q59. Will the Government evaluate price realism or risk (e.g., unusually low pricing indicating under-resourcing)? Yes.

Q61. If a class scores below 75% AQL, what corrective actions are required and who bears the cost of remediation? The contractor.

9. Page Limits, Format, and Submission Mechanics

Q62. Does the 8-page limit include the cover page, pricing page, and attachments? Does not include attachments.

Q63. Are appendices allowed outside the 8-page limit, and how will they be evaluated?

Yes. They will be reviewed.

Q64. Are quotes required in PDF format only, or are Word documents acceptable? Either is acceptable.

Q65. Is electronic signature acceptable, or is a wet signature required? Either is acceptable.

Q66. Are there email size limits or subject line requirements for quote submission? No.

10. Contract Structure, CLINs, Options, and Period of Performance

Q67. Will the Government issue separate task orders for each iteration, or will all iterations be managed under the base/option CLINs? No. All iterations will be managed under the base/option CLINs.

Q77. Is a Common Access Card (CAC) required for instructors to access facilities? No.

12. Government Coordination and Points of Contact
