Proposed instructors must meet normal installation access requirements, with no additional security clearance or credentialing requirements currently specified.

1. The PWS requires the contractor and instructors to possess extensive real-world surveillance experience and to be currently engaged in training law enforcement and DoD personnel. May an offeror satisfy the contractor-level experience and qualification requirements through an identified subcontractor/teaming partner and its proposed instructors who possess the required experience?
Answer 1: The contractor and instructors must possess extensive real-world surveillance experience and to be currently engaged in training law enforcement and DoD personnel.
2. If subcontractor/instructor experience is acceptable, should the offeror provide resumes, instructor biographies, past-performance information, course descriptions, or other documentation demonstrating compliance with the experience requirements?

3. Please confirm the anticipated number of course iterations during the base period and each option period. We understand the requirement may include up to four iterations annually; however, please confirm whether any minimum number of iterations is guaranteed.

4. For pricing purposes, should offerors provide a single firm-fixed price per course iteration inclusive of instructor labor, travel, lodging, transportation, equipment, course materials, practical exercises, and all other associated costs?
Answer 4: A single firm-fixed price per course is required. The price must include any related expenses, such as labor, travel, lodging, etc.
5. For courses conducted outside Meridian/Camp Shelby, including CONUS locations, Alaska, and Hawaii, will the Government reimburse travel separately or must all travel expenses be incorporated into the fixed course-iteration price?
Answer 5: No, the government will not reimburse separately.
6. Please clarify what Government-furnished classroom equipment, audiovisual equipment, vehicles, photography equipment, radios, or other resources will be available at each training location and what equipment the contractor is expected to furnish.

7. For practical surveillance exercises, is the contractor responsible for providing surveillance vehicles and/or role players, or will participating students and/or the Government provide vehicles and personnel for practical exercises?
Answer 7: The contractor is responsible for providing surveillance vehicles and/or role players. Class participants may be used as role players.
8. Does the Government require the contractor to provide DSLR/mirrorless cameras, lenses, drones, communications equipment, or other surveillance technology for student use, or may students utilize agency-owned equipment during practical exercises?
Answer 8: The government does require the contractor to provide DSLR/mirrorless cameras, lenses, drones, communications equipment, or other surveillance technology for student use. Agencies may provide the resources if available at the specific locations and/or dates.
9. Please confirm whether the proposed curriculum must be submitted with the quotation and, if so, the level of detail required (course outline, lesson plans, slides, student manual, practical exercise plans, etc.).
