NOTICE OF INTENT SYNOPSIS
FROM: 148 MSG/MSC
SUBJECT: Intent to Sole Source Requirement for Interlock System Installation and Refurbishment at 148 Fighter Wing, Duluth, Minnesota
NOTICE: This is a notice of intent to award a sole source procurement action and is not a request for competitive quotes. Questions regarding this notice must be submitted by 9 January 2025, 1500 CST.
All inquiries received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED: The Interlock system is the safety mechanism required to perform X-rays using the MXG in-house vault and flight line inspections. The current X-ray vault has become outdated with current Federal regulations and requires rewiring and reprogramming of the system in order to be in compliance. The vendor will be required to remove and replace the existing monitoring system, evaluate and replace the switches on the doors, and possibly replace the existing beacons. Technicians will also evaluate the software, remove unusable components, and provide training to personnel at the completion of the installation.
JUSTIFICATION FOR SOLE SOURCE: Technical Services Group, Inc. (TSG) is the sole manufacturer of the required interlock NSN, 501015/501013, and the only source of repairs on the system. The requirement to rewire and reprogram the X-ray vault by TSG stems from Technical Order 33B-1-1, Nondestructive Inspection Methods. Specifically, paragraph 6.8.6.1.1.4, subsection b, “In the event of a warning beacon/signal malfunction, the interlock SHALL terminate power to the X-ray tube.”
TSG is the long-standing sole source of interlock systems that takes on full responsibility for their equipment and the proper installation of it. The USAF NDI Office has not added another vendor to the approved equipment list.
RESPONSIBLE SOURCES: In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
AVAILABILITY OF FUNDS: Funds are presently available for this contract.
