About this file

The document is a Site Visit Questions and Answers (Q&A) for a Video Teleconferencing (VTC) Upgrade project for the 133rd Airlift Wing at the Department of the Air Force in Saint Paul, Minnesota. The solicitation (W50S7E25Q0010) is a 100% small business set-aside for Computer Systems Design Services, with a business size standard of $34 million, seeking a firm-fixed price order for a secure video teleconferencing system.

Key technical requirements include installing two permanent devices (one Classified/SIPR and one Unclassified/NIPR), with the ability to support Bring Your Own Device (BYOD) connections. The project involves upgrading the Wing Conference Room with potential display options including large format monitors, dual monitors, video walls, and direct view LED displays. Specific technical constraints include running conduit above false ceilings, separating NIPR and SIPR equipment by 0.5 meters, and ensuring user-friendly system operation. The site visit occurred on August 19, 2025, with contractors required to submit questions within two days, and work to be completed during hours of 7am to 4pm.

Wing Conference Room Video Teleconferencing Upgrade Site Visit Questions and Answers Request for Quotes ID: W50S7E25Q0010

Opening notes from subject matter expert:

Ideally, the appropriate solution would be one that is simple and easy for the most basic user to be able to walk in, turn on the system, select their input device, and have everything working. Users should have minimal to no configuration to set up.

Answers to questions received at the site visit and via email:

1. Will there be permanent computers, or BYOD set up?

Two devices will be permanently set (one Classified/Red and one Unclassified/Black). The ability for users to bring in BYODs and have access to the projector is desired. BYOD will NOT connect to Classified equipment.

2. Can the conduit be ran inside the walls, or does it have to be on the outside?

The conduit cannot be run in the walls. It can be run above the false ceiling but both terminations will have to be viewable and below the ceiling.

3. Are any additional laptop connections needed at the table?

See question one. Laptops would be considered BYODs, but we would not want them at the table.

4. Does the camera need to have auto tilt and zoom capabilities?

This is not a requirement per the statement of work, but per the solicitation, innovative solutions are encouraged and will be evaluated in accordance with the intent of this requirement.

5. Do you only need Classified (SIPR) and Unclassified (NIPR) setups?

Yes. Those are the only classifications that will be used in the room

6. Do we need to follow TAA compliance and APL approved Devices when offering equipment?

Yes

7. Do you have existing equipment rack for equipment?

No

8. How many input stations would you like in the room?

See question 1. Two permanent station stand 2 BYOD inputs

9. How many BYOD device connections would you like in the room?

See question 1.

10. Do you need extra connections throughout the room, on the conference table where BYOD devices can connect and present content on the screens.

See question 3.

11. The government requires a KVM will this connect to two GFE desktops or Laptops?

A NIPR and SIPR desktop will be located in the room at all times. Users may bring in their own laptop to use for presentations as well.

12. Where will the two GFE computers be located?

The current system is in the room near the projector screen. Ideally, for user convenience, we would like them to stay in that area.

13. Will the SIPR computer be desktop with a removal hard disk? Or laptop that will be removed during NIPR use?

The SIPR machine will either be a desktop with a removable drive or a thin client. It will be located in the room at all times.

14. With projectors VTC is hard because the camera points back into the light of the projector, can the government?

a. Large Format Monitors – 98 inch or large

b. Dual format monitors are the best for VTC two monitors side by side.

c. 4x2 Video Wall with 8 – 55 Inch Monitors to form two 110-inch sized monitors

d. 3x3 Video Wall with 9 – 55 Inch Monitors to form a 165 Inch Single Image video wall

e. Large Direct View LED video walls - sizes 136 Inches and 164 inches.

Per the solicitation, please feel free to offer multiple quotes with different options.

15. If funds for only a new projector are there, please specify that in an updated SOW. (Again, when a projector light source points forward, and the VTC Camera mounted on the front wall points back at the conference table, the camera is pointing directly into the projector’s light so this could affect camera view. This is why projectors are bad with cameras. If screen is functional up/down controls, please specify that in the SOW. Replace or keep) See question 14

16. Please clarify equipment rack administrative desk. Does the government want the equipment held inside a desk? For distance for Tempest, we need to separate NIPR and SIPR equipment by 1m.

The equipment should be lockable in the cabinet so that no users can mess with the cables. The separation between NIPR and SIPR machines is .5 meter.

17. Do we need countermeasure signs for the room?

Additional countermeasure signs are not needed. The space is not a controlled area or alarmed.

18. White noise countermeasures?

No

19. The scope states a Professional conference desk/storage to be used, can this be (2) separate racks to house the classified and unclassified meeting room equipment?

Yes

20. The 4-port KVM switch to be used with a minimum of 3 computers states it needs to have a minimum support for 2 screens, are we to specify wall mounted displays in addition to the existing projection system?

No additional screens are needed. Need to present on existing projector screen and laptop display only.

21. What is the make/model of the existing projector?

Sharp XP-P601Q-W
