About this file

This is a Questions and Answers document for federal contract opportunity W50S77-26-Q-0010, an F-16 Static Display restoration project. The document addresses contractor inquiries regarding project execution, materials, and resource requirements.

Key clarifications include: the contract is service-based under a Performance Work Statement (PWS) focusing on end results rather than specific methods; full-time on-site supervision is not mandated, with staffing decisions left to the contractor provided PWS requirements are met; paint containment is the contractor's responsibility, with flexibility to use temporary booths or other containment means if overspray is a concern; bonds and Project Mates project management are not required as this is not a construction project; government-furnished property (GFP) restroom facilities will not be provided. Regarding materials and specifications: the aircraft was previously painted with Sherwin-Williams DTM paint with polyurethane on the tail section; the contractor should use PPG Desothane non-chromate primer with PPG CA9800 gloss for repainting; all exterior paint must be removed completely (cost-saving alternatives to remove only defective paint are not approved); topcoat and UV-resistant clear coat paint codes are referenced in PWS paragraphs 5.12.1 and 5.14. The contractor bears responsibility for obtaining or fabricating jack adapters with alternate safe jacking methods, submitting plans to AMXS prior to work commencement, and providing all necessary equipment including generators and water supply, as utilities are unavailable at the work site.

F-16 Static Display – W50S77-26-Q-0010 – Q&A

Will a full-time, on-site, supervisor be required to be on site whenever the work is performed?

- This is considered a service and therefore a PWS applies. PWS = the governments goal is end result and not exactly how you perform the work. Employees on site will be up to the contractor. Just ensure PWS is being met and Gov approvals are obtained before moving to the next phase of the project.

Will a temporary paint booth be required since the F16 is setting next to a 4-way intersection with high traffic?

- Contractor must ensure paint is contained to area of work. If overspray is a concern, contract may use paint booth or other means.

Will bonds be required for this project? If so, what types?

- No – Not construction

Will the Project Mates project management program be required on this project?

- No – Not construction

Will temporary rest room facilities be required or will a rest room be provided?

- No GFP. Up to the contractor if needed.

The SOW states a yellow non chromate primer, but the paint supplier is saying that the yellow primer is a chromate primer and the non-chromate primer is green in color. Can you clarify and provide us with the paint codes for the primer?

- The aircraft appears to have previously been painted using Sherwin-Williams DTM paint. The tail section is painted with polyurethane. If the intent is to repaint the aircraft with a polyurethane system, the existing coating would need to be sanded down to the yellow primer prior to application. For the primer system, recommend using the PPG Desothane non-chromate primer with PPG CA9800 gloss.

Can we get the paint codes for the topcoat of paint and final UV resistant clear coat?

- Refer to PWS Par 5.12.1 & 5.14

The SOW states to remove the paint from the exterior of the plane. Would you consider a cost savings option to only remove the defective paint and leave any paint that is securely adhered to the aircraft? We would still prime the exterior of the plane while sanding all edges to an automotive quality finish.

- No, all paint must be removed.

It appears the jack adapter to put on the end of the jack to lift the plane is proprietary. Can the base supply the jack adaptor or supply us with the specs so we can find or make one?

- Contractor is responsible for jack adapter or alternate method to safely jack aircraft during restoration. This should be a part of the plan submitted to AMXS prior to work taking place.

There isn't any water or electricity near the work site, so we will be bringing in water for pressure washing and running on generator power throughout the project.

- Contractor is responsible for bring all necessary equipment to job site.
