About this file
This document contains Questions and Answers from a site visit related to a federal solicitation for Hangar Fans, Solicitation Number W50S77-24-Q-0006, issued by the Department of the Army Texas Army National Guard.
The key details are:
- The current requirement is for a total of 5 fans - 3 larger 24ft fans under CLIN 0001 and 1 smaller 6ft pivot fan under CLIN 0002. The customer prefers to change CLIN 0001 to only replace the 3 existing fans with the larger 24ft fans.
- Contractors will need to provide their own lifts and operators. The customer is open to shifting the location of the fans and adjusting lights as needed to avoid a strobing effect.
- The fans require individual controls, and the contractor should provide the suggested voltage for the replacement fans.
- For the optional CLIN 0004 for the fire station, the customer requires the contractor to mount and wire the fans, not just provide a "mount only" option.
- This is not considered a service contract, so prevailing wage is not required.

Hangar Fans – W50S77-24-Q-0006 Questions/Answers from site visit
CLIN 0001/0002
1. Will contractors need to bring lifts/operators, or will government provide?
a. Yes-contractors will need to bring support equipment and operators.
2. The current requirements on the contract are a total of 5 fans (CLIN 0001/0002). As per our conversation, 3 larger fans would be much more efficient and cost effective. Would you prefer this proposed change?
a. CE would prefer to change CLIN 0001 to only replace the 3 existing fans with 24ft fans. CLIN 0002 will remain unchanged and will just installation of a 6 ft pivot fan.
3. The plan is to shift the new fans slightly from the current locations to avoid light strobing effect. If necessary, 1-2 lights might need to be shifted slightly to avoid the strobing affect with the larger fan blades. Would there be any issues with us doing that?
a. CE has no problem with shifting of lights to ensure no strobing effect from fans.
4. What voltage is needed for fans?
a. Contractor should provide suggested replacement fan voltage and CE can confirm that infrastructure can support.
5. Do you need individual controllers for each fan or one master controller?
a. CE requires individual controls.
CLIN 0004
1. For CLIN 0004, the Assistant Fire Chief mentioned to us that we could quote those optional fans for the fire station as “mount only” and CE could handle the wiring. Which route would you like to go with, mount & wire or mount only?
• Contractor required to mount and wire.
2. What voltage is needed for fans?
• Contractor should provide suggested replacement voltage and CE can confirm that infrastructure can support.
3. Do you need individual controllers for each fan or one master controller?
• Each fan must have individual controller.
All other questions:
1. Is prevailing wage required?
• This is not considered a service contract. Service is incidental to the supply.
