Questions and Answers
Number Question
HVAC Integration Scope Clarification.
Description: Section 3.4 of the SOW requires integration with the base’s Niagara system but does not specify protocol requirements (e.g., BACnet, Modbus) or existing network capacities.
Please provide Niagara system details, point lists, and required integration standards. Please provide the contact information for the company that installs the Niagara systems.
Answer The 136th Airlift Wing utilizes BACnet protocol for all Tridium Niagara JACEs.
Specification for Ductless HVAC.
Description: SOW 3.3.2. Mechanical: The SOW 3.3.2.1 States to modify and add to the existing ductwork and piping to accommodate new sensors and actuators. This may include adding dampers, valves, and other components. We need the Government to provide details on these items and locations.
The SOW 3.3.2.2: What is the room temperature that the unit needs to maintain? What height above the finished floor will the outside condenser sit on the drive, or will it need to be set on a concrete pad? Or are there installation preferences?
Answer No ductwork modifications are required for the ductless system installation; however, ductwork installation/modifications are required for the B1675 HVAC system modification. For the ductless system, only a CO2 and humidity sensor addition wired to the outside air damper is needed, the ductless HVAC unit should maintain temperatures between 65-85 degrees year-round, and the condensing unit should sit approximately 24 inches off of the ground, outside and adjacent the room, on the plan east side of the building.
Wall Partition & Finish Details.
Description: For wall partition reconstruction, the SOW does not specify wall assembly type, fire rating, or acoustic performance requirements.
Request: Please confirm required wall types for each affected room.
Reference: SOW 3.2
Answer The wall composition consists of 3 5/8" (25 gauge) galvanized metal studs, 5/8" gypsum panels, and R15 fire resistant insulation.
Flooring Finish Requirements.
Description: Removal of VCT and carpet is noted, but no replacement flooring specifications are included.
Request: Should new flooring match existing adjacent finishes or meet a new specified standard? Will a floor patch be required? If so, will a floor patch be added to the scope of work?
Reference: SOW 3.2 & 4.2.1
Answer The carpet tiles are Shaw Contract, Clear Tile Style# 59564, color Moonstone 62500. The preferred vinyl composition tile (VCT) is Armstrong 12" x 12", Charcoal: 5C915. The cove base is Roppe Brand, 4" height, black. The Government does not anticipate that a floor patch is required.
Waste Disposal Clarification.
Description: Section 8 of the SOW addresses non-hazardous waste but not hazardous materials (e.g., asbestos, lead paint).
Requests:
1. Is it possible to get the asbestos report and prior abatement records?
2. It was mentioned during the site visit that the flooring was abated during another project. Can this information be provided?
Reference: SOW 8
Answer There is a report available and portions of it will be included as an attachment with Amendment 0001 of this solicitation. During the facility renovation in 1998 all of the original flooring materials were removed and replaced.
Fire & Life Safety Requirements.
Description: Section 10, Please clarify which codes are being referenced in this section 10.1 through 10.9; none of these items were mentioned during the site visit.
Request: Should contractors include scope for bringing spaces up to current life safety code?
Reference: SOW 10.1
Answer Section 10 lists some of the key required building codes and guidance that should be followed, although the Contractor is required to ensure all applicable codes and industry standard regulations are followed for work on Federal Government and Military Installations. All new work that will be conducted will adhere to these standards, at a minimum. The Contractor is not required to bring spaces up to current standards; only new work shall adhere.
Carpet Tile Size Availability.
Description: Building 4175 Drawing A2.1 Construction Actions Note 3 calls for 12" x 12" carpet tile.
Request: Would the Government consider an alternate size (24" x 24")? We will need the Government to provide a selection of either carpet tiles.
There are many carpet tiles to choose from; this would be required to keep all bidders pricing the same carpet tile, or a budget price, until a carpet tile can be selected. We will need the Government to provide a selection for the VCT as well.
Answer The carpet tiles are Shaw Contract, Clear Tile Style# 59564, color Moonstone 62500.The tile size 24" x 24" is acceptable.

Number Question
Missing Carpet Replacement in Building 1673.
Description:
After demolition and wall relocation in Building 1673, Room 219, it was mentioned during the site visit that the existing carpet tile is no longer available.
Requests:
We will need the Government to provide details about addressing this issue and the intention to address the patching of the area once the wall is demolished? Should the smaller room be replaced with new carpet? If so, please provide specs for the new carpet. Will this be added to the scope of work?
Options discussed included:
● Relocating carpet tiles from less visible areas
● Sourcing a visually similar pattern Reference: SOW 3.2; Building 1673 scope
Answer The original tile is Mannington Commercial carpet tile, Style - Evidence, Color - Exhibit. The existing carpet should be preserved during demo and used to patch. Relocation from non-visible areas is also a viable solution with Government approval.
Questions regarding site logistics and access in Building 4175.
Requests:
1. Will there be a designated area for a dumpster, and will access to the flightline area be an issue for drop-off and pickup?
2. During the site visit, it was mentioned that the Government will remove all items hanging on the walls in the work area, including marker boards, bulletin boards, and signs. If any items were remaining, the contractor would mask and paint around them. Also, the floors will have all items removed, including any furniture. Is this correct?
3. In the breakroom, the small closet with wooden shelving, will the shelving be disassembled/moved by the Government, or will the contractor be responsible?
Answer A location can be established for a dumpster. Access to the flight line will require coordination, but is a routine task accomplished without issue.
Markers and white boards will be removed. Any remaining shall be masked and painted around. Furniture and items will be removed prior to the project beginning. Shelving in the break room area will be removed by the Government.
Building 1675 Drawing A1.1, Construction Actions, note 6 – Install VAV to regulate Air Flow into Room 030.
With this duct size being 10/12. Will a fan-powered VAV box be required to move enough air through the system? If yes, will this be added to the scope of work along with electrical requirements for power?
Answer The VAV system will control temperature via the temperature sensor installed in room 030. It is anticipated that standard VAV box is required, and that the VAV does not need to provide additional airflow. The Contractor shall determine the system requirement to ensure completion of the Governments objectives.
