About this file

This document is a Requests for Information (RFIs) log for the 146 CES Pump House B1203 Repair project (Solicitation Number W50S7525BA012). The RFI log contains 49 detailed questions and responses covering critical technical and contractual aspects of the project, including specifications, design requirements, fire protection systems, electrical components, demolition procedures, and project management details. Key clarifications include confirmation that this is a design-bid-build project (not design-build), the scope of fire sprinkler installations is limited to Pump Room 102, electric unit heaters must be installed, and the site manager can potentially serve multiple roles (Superintendent, SSHO, Quality Control Manager) given the project's complexity.

Notable technical specifications include requirements for new fire pumps configured as primary and secondary, replacement of electrical switchboard M1, handling of existing fuel storage tanks, and compliance with specific codes like NFPA and UFC. The contract allows some flexibility in implementation, such as using alternative scheduling software to P6 and selecting appropriate pipe stands, while maintaining strict adherence to safety, quality control, and technical standards. The project involves upgrades to a pump house facility for the Department of the Army National Guard, with a Period of Performance changed to 365 days to accommodate equipment lead times.

RFI # Question/Clarification Response

The specifications include Division 9 finishes, Division 23 HVAC, Division 31 Earthwork, and Division 32 Exterior improvements. We are unable to find references to any of those trades on the plans. Please advise.

The scope covered under these specifications (Divisions 9, 23, and 31) may be limited; however, adherence to these specifications is mandatory and applies to the work shown in the Contract Drawings. Please refer to the general and key notes on the Contract Drawings for further details. Additionally, other specification divisions referenced in the Contract also refer back to the requirements. In short:

Division 9 specifies requirements for painting, patching, and related tasks necessary to complete the work.

Division 23 covers electric unit heaters and seismic bracing.

Division 31 addresses excavation work required for the demolition phase.

Please confirm this is a design build project and the government provided drawings are for reference only.

The project is a design-bid-build delivery method, not design-build. It incorporates a delegated design deferred submittal approach as outlined in the Unified Facilities Criteria (e.g., UFC 3-600-01) and the Air National Guard Engineering Technical Letters (e.g., ANG-ETL 24-01-03 and ANG-ETL 24-02).

3 Please confirm how many design submittals are required.

The number of design submittals shall be as required to satisfy the Scope of the Project outlined in the Contract Documents.

For additional details, please refer to Specification Section 01 33 00.
