This project is being solicited as a Woman Ow ned Small Business (WOSB) Set-aside. The North American Industry Classif ication System
(NAICS) code is 236220 w ith a small business size standard of $45,000,000. A pre-bid conference has been scheduled - see Section 00100 and Clause 52.236-27 for details. In accordance w ith Federal Acquisition Regulation (FAR) 52.228-1, Bid Guarantee, a bid bond is required w ith the bid. 3. All information relating to this RFQ, including pertinent changes/amendments and information will be posted on web site: http://www.SAM.gov. For security reasons, all potential offerors, plan rooms and printing companies are required to be registered in the GSA System for Award Management (SAM) database. Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM/. Interested bidders are required to submit their representations and certifications at the same site.
4. A complete quote package must contain the following:
(a) Electronically submitted Offer, Standard Form (SF) 1442 front and back signed
(b) Section 00 10 00 Bid Schedule - all items must be priced
(c) A Bid Bond and Power of Attorney is required along with the bid on the due date. In accordance with DoD Deviation 2020-O0016, electronic signatures and electronic, mechanically-applied, or printed dates may be used and shall be considered original signatures and dates. The bid bond must be on a SF24 form. Rejection of a bid bond shall be in accordance with FAR 28.101-4

(d) Section 00 45 00, Representations and Certifications, completed and return only additional certifications found in this section In addition, the offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov.
(e) When completing the “Offeror” portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF1442 is required to have an original signature.
(f) All amendments to the solicitation must be acknowledged.
(g) Mark the front of the envelope with the following: “Quote No. WXXXXX insert”, and the Name and
Address of Quoter. See Block 13A of SF 1442 for required number of copies.
5. Joint Venture Requirements - Parties wishing to propose as a joint venture must submit, with the Pro Forma documents, an executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102(d). Each joint venture partner shall submit evidence satisfactory to the
Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. Offerors are reminded that to obtain an award the awardee, to include a joint venture, must be registered in the System for Award
Management (SAM) database. Applicable to set-aside solicitations: Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint
Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration (IAW FAR 19.302 (b)) to determine eligibility. All questions regarding Joint Ventures must be directed to the Small Business Administration
(SBA) and not the Contracting Officer.

Section 00 21 00 - Instructions
INSTRUCTIONS
SECTION 00 21 00 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1. Description of the Project: Non-personal construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to perform and complete the Install New
Automatic Doors Buildings 602, 1401, 901 at the 146th Airlift Wing.
2. Instructions to Quoters.
2.1. You are invited to submit a quote electronically in response to our Request for Quote (RFQ) entitled
W50S7524Q0003, at Channel Islands Air National Guard Station, Port Hueneme, CA.
2.2. As a result of this solicitation, the Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
2.3. This solicitation is set-aside 100% for Women Owned Small Businesses.
3. Evaluation for Award. If additive or deductive bid items are included, bids will be evaluated in accordance with solicitation provision 52.236-7007, Additive or Deductive Items.
4. Notice of Pre-Bid Conference and Site Visit.
4.1. A pre-bid conference has been scheduled. Refer to solicitation provision 52.236-27 (Alt. I) for details regarding site visit details. All interested bidders and subcontractors are highly encouraged to attend. A site visit will be held following the conference.
4.2. All attendees must register for the conference and site visit no later than three (3) business days prior to the meeting. This will provide the installation’s security forces adequate time to screen attendees and grant access to the installation. Providing this information is voluntary; however, failure to provide it may result in denial of access to the installation. Please note that individuals who already have access to the installation are required to register to ensure there is adequate seating.
4.3. Please direct all security access coordination through MSgt Randy Van Otten and MSgt Jaime Jimenez by emailing the information below (for each attendee) to randolph.van_otten.2@us.af.mil and jaime.jimenez.1@us.af.mil:
4.3.1. Firm’s name;
4.3.2. Firm’s telephone number;
4.3.3. Attendee’s name;
4.3.4. Attendee’s driver license number; and
4.3.5. Attendee’s citizenship.
4.4. Attendees must process through the installation’s main gate prior to arrival and will be required to present the following information:
4.4.1. Driver license;
4.4.2. Vehicle registration;
4.4.3. Rental car contract/agreement; and
4.4.4. Proof of vehicle insurance.
4.5. All information provided is protected under the Privacy Act and shall not be released unless permitted by law and/or consent of the individual.
4.6. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
4.7. A record of the conference will be available to all prospective bidders through the Contract Opportunities module of the SAM website. The record will include minutes of the meeting, any questions asked, and any answers provided.
5. Formal Communications and Explanations to Bidders.
5.1. Use of the System for Award Management.
5.1.1. The solicitation and any technical and/or engineering data for this solicitation will be distributed using the Contract Opportunities module of the SAM website. Technical/engineering data may locked/secured and require bidders to request explicit access to this solicitation from the contracting office.
Bidders may also request the data via export controlled access through the Defense Logistics Agency.
5.1.2. Requests to access locked/secure data through the contracting office will require the individual to have a registered account with the SAM website.
5.1.3. When requesting access to locked/secure data, you must provide your firm’s name and either
Unique Entity Identification (UEID) or Commercial and Government Entity (CAGE) code as part your request. This information is not provided automatically and failure to provide it will result in your request being denied.
5.1.4. Allow two (2) business days for the contracting office to process your access to the locked/secured data.
5.1.5. Complete instructions (to include training) is available through the SAM website. The California
National Guard is unable to provide technical assistance with the site.
5.2. Amendments to the Solicitation.
5.2.1. Any changes to the solicitation or contract documents (i.e., drawings, plans, specifications, statements of work, etc.) shall be issued to bidders as a formal amendment and disseminated through
Contract Opportunities.
5.2.2. All bidders must acknowledge all amendments either collectively on the SF1442 (block 19, back side), or individually with each amendment’s SF30, Amendment of Solicitation/Modification of Contract.
All acknowledgements for all amendments must be received by the time set for receipt of bids.
5.3. Pre-Bid Inquiries.
5.3.1. Answers to pre-bid inquiries that clarify or provide interpretations of the solicitation or contract documents will not be issued as an amendment and do not require acknowledgement. All amendments or responses to inquiries will be provided through the Contract Opportunities module.
5.3.2. All pre-bid inquiries pertaining must be submitted to the contracting office no later than five (5) working days prior to the close of the solicitation. This provides adequate time for the Government to answer the question and post its response to Contract Opportunities for the benefit of all bidders. Bidders are strongly encouraged to submit questions early in this process.
5.3.3. Do not contact the architect-engineer or technical personnel directly as this may delay the
Government’s response.

5. Quote Submission Requirements:
5.1 Electronic Submission: The quoter shall submit their quote to only the Contracting Officer and Contract
Specialist. Send the complete package to the Contracting Officer using their email address:

5.2 SF 1442: One (1) electronic copy of the SF 1442. Complete the "Offeror" portion of the SF 1442 in its entirety (front and back) and ensure that any/all amendments are acknowledged. In accordance with FAR 4.102, an official having the authority to contractually bind the quoter's firm must sign the SF 1442.
5.3 Section 00010: One (1) electronic copy of the completed Section 00010. Insert the proposed price associated with the project for each line item; all Contract Line Item Numbers (CLINS) must be addressed.
For CLINS that will not incur additional cost (i.e., zero-cost items), enter "Not Separately Priced" or "NSP".
5.4 Representations and Certifications, and Section 00600: One (1) electronic copy of the completed Section
00600. If the quoter's firm has completed their annual Representations and Certifications through the System for Award Management (SAM), the complete and return only those shown in section 00600.
5.5 The bid opening will occur at the time and date specified in Block 13 of the SF1442. All interested offerors and their subcontractors are encouraged to attend the bid opening.
6. Wage Determination. Construction Wage Rates are applicable to this project are applicable and are provided in
Section 00 73 00 of this solicitation.
7. Bid Preparation Expenses and Pre-Contract Costs. This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for any other costs incurred prior to award of a formal contract.
8. Clauses and Provisions. Clauses and provisions from the FAR, Defense FAR Supplement, and Army FAR
Supplement are incorporated with this solicitation by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
9. Disposition of Unsuccessful Bids. In compliance with FAR Subpart 4.8, Government Contract Files, one copy of all unsuccessful bids will be retained by the Government.
10. Quoter Qualifications. To establish a quoter’s responsibility, the Government may request the apparent low bidder to submit a statement regarding their experience in performing comparable work, business and technical organization, financial and bonding resources, and available plant/equipment to be used in performing the work.
11. Brand Name or Sole Source Justifications. There are no brand name or sole source justifications pertinent to this solicitation.
12. The National Guard (NG) Agency Protest Program.

13.1 This program is intended to encourage interested parties to seek resolution of their concerns with the NG as an Alternative Disput Resolution forum, thather than filing a protest with the Government Accountability
Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and with the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, and in accordance with NG protest procedures.
13.2 To be timely, the protests must be filed within the periods specified at FAR 33.103, Protests to the Agency.

52.228-1 BID GUARANTEE (SEP 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.
The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.-
(c) The amount of the bid guarantee shall be twenty percent of the bid price or $3,000,000.00, whichever is less.-
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.-
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

(b) The Supplier Performance Risk System (SPRS), available at https://piee.eb.mil/, will be used in the evaluation of the Quoter or Offeror's performance. SPRS retrieves item, price, quality, delivery, and contractor information on contracts from Government reporting systems in order to develop risk assessments.
(c) The Contracting Officer will consider SPRS risk assessments during the evaluation of quotations or offers received in response to this solicitation as follows:
(1) Item risk will be considered to determine whether the procurement represents a high performance risk to the
Government.
(2) Price risk will be considered in determining if a proposed price is consistent with historical prices paid for a product or a service or otherwise creates a risk to the Government.
(3) Supplier risk, including but not limited to quality and delivery, will be considered to assess the risk of unsuccessful performance and supply chain risk.
(d) SPRS risk assessments are generated daily. Quoters or Offerors are able to access their risk assessments by following the access instructions in the SPRS user's guide available at https://www.sprs.csd.disa.mil/reference.htm.
Quoters and Offerors are granted access to SPRS for their own risk assessment classifications only. SPRS reporting procedures and risk assessment methodology are detailed in the SPRS user's guide. The method to challenge a rating generated by SPRS is also provided in the user's guide. SPRS evaluation criteria are available at https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf.
(e) The Contracting Officer may consider any other available and relevant information when evaluating a quotation or an offer.

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services--
Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-
Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph
(d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause
52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or
Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that--

(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment--
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as
OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services--
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered
(include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment--

AND DISCLOSURES (DEC 2023)
(a) Definitions. As used in this provision, Covered article, FASCSA order, Intelligence community, National security system, Reasonable inquiry, Sensitive compartmented information, Sensitive compartmented information system, and Source have the meaning provided in the clause 52.204-30, Federal Acquisition Supply Chain
Security Act Orders--Prohibition.
(b) Prohibition. Contractors are prohibited from providing or using as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the prohibition is set out in an applicable Federal Acquisition Supply Chain Security Act (FASCSA) order, as described in paragraph (b)(1) of
FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders--Prohibition.
(c) Procedures.
(1) The Offeror shall search for the phrase "FASCSA order" in the System for Award Management
(SAM)(https://www.sam.gov) for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply
Chain Security Act Orders--Prohibition.
(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).
(3) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.
(d) Representation. By submission of this offer, the offeror represents that it has conducted a reasonable inquiry, and that the offeror does not propose to provide or use in response to this solicitation any covered article, or any products or services produced or provided by a source, if the covered article or the source is prohibited by an applicable
FASCSA order in effect on the date the solicitation was issued, except as waived by the solicitation, or as disclosed in paragraph (e).
(e) Disclosures. The purpose for this disclosure is so the Government may decide whether to issue a waiver. For any covered article, or any products or services produced or provided by a source, if the covered article or the source is subject to an applicable FASCSA order, and the Offeror is unable to represent compliance, then the Offeror shall provide the following information as part of the offer:
(1) Name of the product or service provided to the Government;
(2) Name of the covered article or source subject to a FASCSA order;
(3) If applicable, name of the vendor, including the Commercial and Government Entity code and unique entity identifier (if known), that supplied the covered article or the product or service to the Offeror;
(4) Brand;
(5) Model number (original equipment manufacturer number, manufacturer part number, or wholesaler number);
(6) Item description;
(7) Reason why the applicable covered article or the product or service is being provided or used;
(f) Executive agency review of disclosures. The contracting officer will review disclosures provided in paragraph (e) to determine if any waiver may be sought. A contracting officer may choose not to pursue a waiver for covered articles or sources otherwise subject to a FASCSA order and may instead make an award to an offeror that does not require a waiver.
52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL
EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance
Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

These goals are applicable to all the Contractor's construction work performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Compliance Programs office.
(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction,'' and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from
Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.
(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract
Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the --
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.

(b) Prohibition. Section 1656 of the National Defense Authorization Act for Fiscal Year 2018 (Pub.
