Questions and Answers for W50S73-23-R-0002 OHWS services
1. PWS 1.4.6 mentions evidence that the position has worked with worker's compensation. Is this required and if so for which position, the AT or PT? This would be for the PT position.
2. PWS 1.4.6.1 Physical Therapist. It lists two different desired experiences. One of 4 years with collegiate or pro athletes and one of 5 years in an outpatient clinic. Which are you requesting? We are requesting either/or.
3. PWS 1.4.6.2 Athletic Trainer. It lists 4 years desired experience with collegiate or pro athletes and then 3 years experience in an outpatient PT clinic. Which are you requesting?
Either/or.
4. PWS 3.1 - It states the provided space will be 200 sq ft and the desk is provided. Is it to be assumed that the therapy space is also within the 200 sq ft? Especially since it says access to the on base gym facilities is not guaranteed. It will be difficult to provide evals and treatments in an area that small so we want to see how creative we need to get with our supplies. The space is 200 square feet. There is access to a gym in the same building and includes both strength training equipment and cardio equipment. That gym is typically only utilized by pilots and a small number of other individuals that work in that building.
5. In PWS 1.4.6.2 Athletic Trainer it requests currently licensed by the OATA. Can you clarify that? Which State License do they need to have? We will only submit an ATC (Nationally Certified Athletic Trainer) and assume you will want them licensed in Idaho. ATC will be accepted for this acquisition as it is a national certification.
6. Is this a new solicitation, or is there an incumbent? There is no incumbent on this requirement. While it has been procured in the past, there is no active contract for these services
7. Can the contract ID number be provided if there is an incumbent? See question 6
8. If there is an incumbent, what is the current staffing configuration? (Physical Therapist and/or Athletic Trainer and/or Strength and Conditioning Specialist). No incumbent. This has been staffed by one individual with multiple certifications.
9. What is the total population of aircrew for Gowen Air Force Base? Approximately 39 individuals.
10. What is the total population of service members eligible for OHWS services at Gowen Air Force Base? Approximately 39 individuals.
11. Reports from the Force Risk Reduction platform would be helpful to trend and continuously improve the impacts of the OHWS program on overall injury occurrences. Is the Air National Guard willing to sponsor these data inquiries? Not at this time.
12. Will the following services be extended to the OHWS staff/facility: housekeeping, laundry, and/or equipment maintenance? Housekeeping is the only of these services included for the facility. Certain existing exercise equipment may be maintained at the military unit’s decision, but contractor provided equipment will not be maintained.
13. Is there a preferred HIPAA-compliant software to be used for case management? If so, does this software integrate with the onsite Medical Treatment Facility? No specific software is mandated. This program is not intended to integrate with onsite medical treatment as it is not for rehabilitation and not intended to affect flight status. This is a program designed to prevent injury and increase performance.
14. Can it be confirmed that the contractor will have access to any/all of the following equipment within the on base gym facility: treadmill, elliptical, recumbent bike, upright bike, smith machine, and power rack? (Reference section 3.3). See attachment Gym Photos.
15. Is there an estimated number of night flying weeks during this contract year? Approximately 11 night flying weeks are expected throughout the contract year. This could be variable due to changes in calendar/holidays. Would not exceed 12 weeks per year.
16. Will a calendar denoting night flying weeks and drill weekends be available to the contractor? Yes. A full calendar will be provided to awardee.
17. Will the contractor utilize flex time to accommodate additional hours accrued when supporting drill weekends? Yes. The full time calendar allows for this flex time already.
Frequently Mondays following drill are scheduled down days and short days are also programmed into the calendar.
18. When is the anticipated start date of work? We intend for the contractor to start 30 days following award.
19. Will the OHWS Providers be allowed to meet with the Medical Treatment Facility Providers for collaborative patient care? This is not intended to integrate with the Medical Treatment Facility at all.
