Questions & Answers Attachment to Amendment 0001 to solicitation W50S73-20-B-0001
Question 1 – A previous fiscal year acquisition used a weighted bid sheet which calculated the value per CLIN based upon work load factor percentages, the current form does not. What percentages are we to use, or do we calculate the results based upon the site plan percentages? Or do we plan on using a unit price, one panel per size costs?
Answer 1 - The bid sheet will calculate the price based on a one panel times one unit price. Then the four different panel sizes cost are added together to equal the total evaluated price. The site plan percentages are for reference only.
Question 2 – Is Aircraft Public and Passenger liability applicable?
Answer 2 - Insurance per FAR 52.228-5 is required but Aircraft Public and Passenger liability is not applicable.
Question 3 - The solicitations states a 180 day duration, but then it says it's a 3 year contract?
Answer 3 - Each task order has to be started in 30 days and be completed in 180 days. The total timeframe that task orders can be issued is 3 years from date of contract.
Question 4 - On Page 13 of the Statement of Work, Para 3.21 Tie downs/Grounding – This paragraph alludes to the need to install mooring eyes and grounding rods. Are we to include cost to install mooring eyes and grounding rods as a part of the cost to replace each of the slabs (CLIN 001-004)?
Answer 4 - Mooring eyes and grounding rods are to be installed when replacing slabs that already have them. Not all slabs have them but some slabs have two. For an estimating factor use one per slab.
Question 5 - On Page 13 of the Statement of Work, Para 4.1 it states “The contractor shall comply with all applicable installation/facility access and local security policies and procedures.” Are these policies and procedures available to determine what procedures need to be followed to gain access to the project?
Answer 5 - The facility entry procedures are to fill out a gate access request at least five business days prior to requiring access to the facility and employees must be able to pass a background check for facility access. Additionally, commercial size vehicle traffic must use the commercial gate located on the west side of Gowen Field instead of the main gate.
