About this file

This is a Questions and Answers document for federal contract solicitation W50S72-26-Q-7204 that addresses vendor inquiries regarding a mold remediation and demolition project.

The solicitation involves work in Rooms 14–14I and Rooms 15A–B, with remediation activities outlined across multiple Contract Line Items (CLINs). Key clarifications provided include: a corrected Vendor Information and Pricing Sheet has been uploaded in accessible format; photographs and scaled drawings are available for the affected areas, with site visits strongly encouraged; items marked "demo" require removal and disposal only, while "demo and replace" items require both removal and replacement; CLIN 0004 has been revised to require removal and cleaning of all content items without replacement responsibility; CLINs 0005 and 0006 are alternative options for Rooms 15A–B (approximately 1,150 square feet), with only one option to be executed—Option 4 involves cleaning the room while Option 5 involves demolition; post-remediation clearance testing is not required; hazardous materials testing status is unknown; underlying moisture and humidity conditions identified in the Mold Assessment & Testing Report have not been corrected and are excluded from the contractor's scope; and the solicitation deadline cannot be extended due to urgency and fiscal year constraints. The government confirmed that only one of the two alternative options for Rooms 15A–B will be selected for execution.

Question and Answers

W50S72-26-Q-7204

1. Vendor Information and Pricing Sheet: We have been unable to open the attached “Vendor Information and Pricing Sheet W50S72-26-Q-7204” and are receiving an error message when attempting to access the document. Could the Government please provide a new copy, preferably in Excel and/or PDF format if available?

Answer: New version of the document has been uploaded to solicitation

2. Existing Conditions/Photos: Could the Government provide current photographs of the affected areas, particularly Rooms 14–14I and Rooms 15A–B? Any additional existing-condition information, dimensions, or measurements available for these areas would also be helpful for accurate pricing.

Answer: photo document has been uploaded to solicitation. Drawing attached to solicitation is drawn to scale for measurements. Site visit is highly encouraged.

3. Demolition vs. Replacement: For CLINs 0004 and 0006, certain materials are identified as “demo and replace,” while others are identified only as “demo.” Please confirm whether items identified only as “demo” are intended for removal/disposal only, or whether replacement/put-back is also required. For these items, could the Government also provide any available quantities or dimensions that contractors should use for pricing?

Answer: Items listed as demo do not need to be replaced, the contractor is to remove and dispose of the item. Items listed as demo and replace need to be replaced by the contractor.

4. CLIN 0004 – Content Items: CLIN 0004 states “Demo all content items.” Please confirm whether this refers to removal and disposal of the existing contents only and whether the contractor has any responsibility for replacement of those contents.

Answer: This has been changed to Remove and clean all content items.

5. CLINs 0005 and 0006: Since both CLINs address Rooms 15A–B but contain different levels of remediation, please confirm whether these are intended as alternative options or whether both could potentially be exercised.

Answer: These are alternative options for this area, only one option will be executed.

6. Post-Remediation Clearance: Please confirm whether any post-remediation sampling, clearance testing, or third-party verification is required as part of the contractor’s scope.

Answer: Not Required.

7. Hazardous Materials: Has ACM, lead-based paint, or other hazardous-material testing been performed on materials that may be disturbed during the demolition work? If so, could the applicable reports or results please be provided?

Answer: Unknown of other hazardous materials.

8. Moisture/Humidity Conditions: The Mold Assessment & Testing Report identifies elevated indoor relative humidity and conditions conducive to mold growth. Have the underlying moisture/humidity conditions identified in the report been corrected, or is investigation and/or corrective work associated with those conditions included in the contractor’s scope?

Answer: Underlying moisture/humidity issues have not been corrected and are not included in this scope of work.

9. Can the solicitation be extended?

Answer: Due to the urgency of the requirement and the end of the fiscal year we are not able to extend the solicitation due date.

10. On the pricing sheet, Line 0005 (Option 4) and Line 0006 (Option 5) both say "Room 15A-B (roughly 1150 SF)." What work should Line 0006 (Option 5) cover?

Answer: The difference between Line 0005 (Option 4) and Line 0006 (Option 5) is one is to clean the room, and one is to demo the room. Only one of the options will be selected.
