About this file

This is a Questions and Answers document for a federal service contract requirement for air compressor, dryer, and breathing air purification system servicing and preventative maintenance at the 185th Air Refueling Wing (ARW).

The contract covers three buildings with multiple pieces of equipment: Building 241 (Paint Facility) with two Quincy QOFT-60 air compressors, one Altec UA1200A-4 air dryer, and one NANO NBA-2120 breathing air purification system; Building 261 (Main Hangar) with two Kaishan KRSB-15 air compressors, two Mikropor America MCY-US 100 air dryers; and Building 278 (Fuel Cell) with two Atlas Copco GA45 air compressors, two Atlas Copco FX12 air dryers, and one NANO NBA-090 breathing air purification system. Key clarifications include: prime contractors may utilize local subcontractors provided all are vetted by 185th ARW OPSEC and Information Protection personnel; all six compressors must receive 8,000-hour services during the base year regardless of actual hour readings; both Type A and Type B NANO purification system services must be completed during the base year and each option year regardless of actual operating hours; and corrective repairs discovered during troubleshooting are outside the firm-fixed-price preventative maintenance scope and require separate authorization from the Contracting Officer. For the Vendor Information Sheet, fields for Place of Manufacture, ARO, and FOB should be marked N/A since this is a service requirement rather than a product delivery.

1. May the prime contractor provide the required Servicing and Preventative Maintenance services through commercial Air Compressor/Dryer/Purifier providers under subcontract or resale arrangements, provided that the Government contracts solely with the prime contractor and is not required to enter into a separate agreement with any third-party services provider?

-Yes, the prime contractor may provide the servicing and preventative maintenance through a local subcontractor. However, all subcontractors must be vetted by the 185th ARW OPSEC and Information Protection personnel.

2. Altec dryer quantity: PWS 5.1.3.2 lists two Altec UA1200A-4 air dryers, while the Equipment to be Serviced attachment lists one. Please confirm the correct quantity.

3. 8,000-hour compressor services: Please confirm whether the 8,000-hour services are expected to be performed during the base year on all six compressors, or only when each unit reaches the applicable service interval. If based on actual hours, could you provide the current hour-meter readings and last major service dates, if available?

Yes, the 8,000 hour services are expected to be performed during the base year on all six compressors regardless of the actual hours.

4. Equipment identification: Could you provide any available serial numbers/data-plate photos and equipment photos for the compressors, dryers, and Nano purification systems? This will help ensure the correct OEM service kits and materials are quoted.

6. Corrective repairs: PWS 5.1 states the contractor will troubleshoot malfunctions and provide findings and recommended solutions. Please confirm that any corrective repairs discovered during troubleshooting are outside the firm-fixed-price preventative main]tenance scope unless separately authorized by the Government.
