A4. Proposal Instructions can be found under the Submission Requirements/RFQ Terms section within the description.

Q5. Would the Government consider allowing proposal submissions via email instead of requiring hard copy?

A5. Email submission of quotes is acceptable.

Q6. I want to clarify the contract period I understand it is 12 months but it states 12 days will it be 1 day a month can you provide a breakdown on the scheduling and will it be advance notice and how far in advance will notice be giving.

A6. It will be 12 days of testing over a 12 month period. Test scheduling will be coordinated with the contractor and the COR after award.

Q7. It looks like the government will be providing the lab they prefer specimens to go to are they also covering shipment cost and will the government provide software for chain of custody forms for electronic submission or does it need to be manually done.

A7. Samples will be shipped to the lab by the 185th TMO section. The shipping from the 185th to the lab will be paid for by the 185th. Paper chain of custody forms are used in the process.

Q8.We recognize that the Service Contract Labor Standard applies to a portion of this work. May you please clarify which positions are subject to SCA?

A8. All labor performed in the performance of this contract is subject to the SCA unless an exception applies.

Q9. How many total positions is the Government seeking for this work?

A9. The Government does not dictate how many employees the contractor employees as long as all requirement are being met within the performance work statement. One DTPAM and two observers at a minimum are required at each testing event.

Q10. PWS 5.3.2.1.3 notes “Ensures at least 1 DTPAM and 2 Observers (1 male and 1 female) are available to provide specimen collection during scheduled testing day(s). The WDDRPM position can also fill in as a DTPAM or Observer during a testing session; as needed and in accordance with the DAFMAN.” May the Government confirm that they plan to have some positions in a dual-hatted role?

A10. The Government does not dictate how the contractor performs the service as long as all requirements are being met within the performance work statement.

Q11. We would also like to confirm whether the Government has established an Independent Government Cost Estimate (IGCE), or if a general contract value range will be provided. Having this information will allow us to ensure our proposed pricing is realistic and properly scaled to the level of effort anticipated.

A11. The Government has established an Independent Government Estimate. However, the estimate is not releasable. No contract value range will be provided.

Q12. Staffing Requirements •Section 1.4.1 states that the Wing Drug Demand Reduction Program Manager (WDDRPM) is only required to support work for 12 days of testing per year. Section 5.1.1 requires the contractor to provide on-site program management for WDDRPM functions.

•Based on this, we want to confirm if the Government is requiring:

• One full-time WDDRPM to manage day-to-day DDRP program requirements,

• One part-time DTPAM to support testing events, and

• Two part-time Observers to provide specimen observation during collections on RSD.

A12. The only required on site work requirement is the specimen collection. All other management of the program can be done at a remote location. The WDDRPM is required to work full-time hours, this position is only required to work as many hours as it takes to complete all required tasks within the performance work statement. One DTPAM and two observers at a minimum are required at each testing event.

Q13. Is this requirement for one location or multiple?

A13. This requirement is for one location only, 185th Air Refueling Wing, Sioux City, IA
