Solicitation Number: W50S72-24-Q-7100 Questions and Answers v2

Q1. What are the plans for the existing chiller?

A1. It is being replaced under a separate contract.

Q2. Is a crane required to remove the existing chiller? If so, should we assume that responsibility?

A2. No, it is not being removed at this time.

Q3. Pipe sizes, flange connections, hose lengths, wire lengths & electrical lug sizes required for install?

A3. Existing building supply/return pipes are 4” flanged, hose and wire lengths 100’ as stated in PWS, electrical lugs are 500 mcm.

Q4. Where are we getting power from? If we are utilizing existing power on site, have we verified they do not have any strict site safety protocols that would prohibit these types of field modifications?

A4. Electrical install by 185th, contractor just needs to supply the cables.

Q5. Without having a full comprehension on the setup, will have to assume 100 foot of supply and return hose, 100 foot of power cable, forklift on site to offload, glycol / process water to be provided by the base?

A5. Correct

Q6. Will there be a pump on site, or would contractor provide this?

A6. The existing cooling system distribution pumps are installed and functioning. If referring to a pump needed to fill/drain unit during install that would need to be furnished by the contractor.

Q7. Based off of what was stated on the; Submission Requirements/RFQ TERMS: Net Payment Terms (Net 30, unless otherwise noted). The statement suggests we can indicate an alternative preferred payment structure. Please kindly clarify.

A7. Net 30 is the standard payment terms. Contractors can submit other prompt payment discount terms within their quote.

Q8. On the PWS, 1.4.1.3 Suggests that contractor employees could be required to be on standby , can you clarify that’s not the case except of course for routine visits to ascertain the equipment (chillers) is in good operating condition and maybe if needed to perform any routine inspection and or maintenance. I want to believe it’s the latter rather than the former since the required line items doesn’t capture any standby personnel. Please kindly provide clarity to ensure our proposal captures all that’s needed.

A8. Paragraph 1.4.1.3 states “The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.”

This paragraph is speaking to the requirement of the contractor to obey all regulations when on the installation, it does not make any reference to when the contractor is required to be on the installation.

The contractor is only required to be on the installation to provide the services in accordance with the

PWS.
