About this file

This Performance Work Statement (PWS) details a security system remediation and optimization project for the 165th Airlift Wing of the Department of the Air Force in Garden City, GA. The project focuses on addressing deficiencies in the Vindicator Security System through comprehensive device replacements, system reconfigurations, and architectural improvements across multiple locations. Key objectives include restoring full functionality to access control points, optimizing system architecture for performance and redundancy, centralizing system components, streamlining badge processes, ensuring time synchronization, and properly configuring ACS panels for integration.

Specific tasks involve replacing hardware at three primary locations (B-130 Command Post, B-1925 Rm 107, and B-195 Collateral Space), which includes replacing entry/exit readers, keypads, and specific system modules. The project also encompasses system-wide improvements such as relocating primary equipment to BDOC, licensing and domain integration of specific machines, configuring communication between system components, implementing a time server, establishing a backup system, and creating a dedicated monitoring station for Security Forces. The PWS provides two options for major architectural changes, with a recommended approach for each section, and sets clear acceptance criteria focused on functional access control points and customer satisfaction.

The project includes device replacements, system reconfigurations, and cleanup/optimization tasks.

2. Project Goals:

Restore full functionality to all identified malfunctioning access control points.

Optimize system architecture for improved performance, redundancy, and ease of management.

Centralize key system components for enhanced monitoring and control.

Streamline badge issuance and enrollment processes.

Ensure accurate and consistent system time across all components.

Properly configure ACS panels for Portal SEC/ACC integration.

3. Device Replacement:

B-130 Command Post:

o Replace Entry BMS.

o Replace SEC/ACC Keypad Reader.

o Replace MR50.

o Configure local panel ACS 1:220 properly for Portal SEC/ACC.

B-1925 Rm 107 (10 Base Camp Road, Garden Valley ID 83622):

o Replace Exit Prox Reader and SEC/ACC Keypad Reader.

o Replace MR52.

o Replace Entry Reader.

o Configure local panel ACS 1:197 properly for Portal SEC/ACC.

B-195 Collateral Space:

o Replace Entry Keypad Reader, Exit Prox Reader, and SEC/ACC Keypad Reader.

o Replace three (3) MR50s.

o Configure local panel ACS 1:201 properly for Portal SEC/ACC.

4. System Reconfiguration:

System Architecture Optimization (Requires Customer Decision):

o Option 1 (Recommended): Move 1:249 (VSS), and VCC-2462465 to BDOC.

Configure all machines in BDOC accordingly.

o Option 2: Leave primary equipment in current locations.

VBM-2423987:

o License VBM-2423987.

o Add VBM-2423987 to the Domain.

o Verify functionality with existing camera, enrollment reader, and badge printer. If the existing camera is not compatible, notify the Customer to discuss replacement options.

SAW-2609043:

o Configure SAW-2609043 to communicate with 1:248.

VCC-2462465 (1:249) and VCC-2462465 (1:250):

o Synchronize the configurations of VCC-2462465 (1:249) and VCC-2462465

(1:250) to ensure identical settings.

VCC-2462465 Monitoring Station:

o Install a KVM extender for VCC-2462465 to establish a monitoring station for an operator in the designated Security Forces space.

SAW-2462464:

o Configure SAW-2462464 to communicate with 1:250 and 1:248.

o Install a KVM for SAW-2462464 to enable Security Forces access for report generation.

Badge Printing and Enrollment at Pass & ID (VBM-2462463):

o Configure VBM-2462463 at Pass & ID to eliminate the need for a 3rd party machine for badge printing and PCSM for card enrollment.

o Install a compatible camera (if the existing camera is incompatible - notify the customer).

o Configure enrollment reader and badge printer to work with VBM-2462463.

Time Server Implementation:

o Install and configure a time server to provide accurate and consistent time synchronization for all system machines and panels.

o Configure all machines and panels to point to the new time server.

Backup System Implementation (Requires Customer Decision):

o Option 1 (Recommended): Move VCC-2609030 and 1:250 to B1401 Data Center to establish a backup system. Configure the machines correctly.

o Option 2: Leave machines in current locations.

ACS Panel Configuration:

o B-999 Rm 130: Properly configure ACS V5 1:98 for Portal SEC/ACC.

o B-1401 RM 117: Properly configure ACS V5 2:204 for Portal SEC/ACC.
