1. SOW indicates that the IDS and ACS @ the Air Dominance center will undergo a new installation of hardware and software by Honeywell. Does this mean that head-end system at the ECC and all field devices are being upgraded to the latest USAF approved versions of Windows 10? If so, is there an estimated timeline for this project?

A: Currently ECC is running Win 7; however that is being upgraded to Windows 10. We do not have an exact date of the upgrade, but should be this calendar year.

1. The drawing provided in the RFP appears to be truncated. None of the sensors, card readers, push button are shown (except for the strobes).

A: See Updated/Corrected Drawing

1. Equipment locations such as the new V5 enclosure, computer rack, desktop monitors, camera, signature pad, etc. are not indicated on the drawing. This is important to understand since the computers specified are rack mount and should be installed in a controlled environment with alarm monitoring (enclosures with tampers, etc.) which may require a KVM extender for connection of computers to peripherals.

A: See Updated/Corrected Drawing – Rack will be installed in SF Room. Pull out-rack mounted monitor. SF office already has a Premise Control Unit (box only).

1. Related to #3 above; is there rack space available in a nearby alarmed communications closet for the two new computers or does this need to be provided as new? How about desk space for the peripherals (monitors, camera, signature pad, mouse, KB)?

A: Signature Pad not required, removed from equipment needed

1. 195 ACMI Vindicator BOM shows (7) strobe lights but the dwg shows (8).

A: See Updated/Corrected Drawing and Excel Spreadsheet

1. Are the strobe lights all to be controlled simultaneously, by a single switch, from one location (e.g. near main entry door)?

A: Yes, controlled by one light switch by Main Entry Door

1. Is the intent of the strobe lights to be controlled manually (flip the switch), when an uncleared person is escorted into the facility or there some other desired function (e.g. to turn on automatically upon alarm in the area, etc.).

A: Strobe light is to inform of an uncleared person(s) entering.

1. The 195 ACMI Vindicator BOM shows two card readers but only one card reader controller. All card readers must have a dedicated controller or a multi-controller card should be used.

A. One (1) card reader at Main Entry to V5 Server

1. Existing mag locks are not shown on the dwg. Are these mag locks wired in, powered up and functional at the moment?

A. Current magnetic locks are HSS Lvl 1, will require upgrade to HHS Lvl2

1. Are these magnetic locks connected to an existing Vindicator system?

A. Locks will be connected to new system for Bldg 195 ACMI

1. Flush mounting of conduit to the walls for card readers, exit buttons, strobes and switches is ok? If not and the cables need to run through the walls, then a survey with an electrician would be desired to understand the composition of the walls.

A. Flush mounted is fine

1. It is Difficult to understand which doors get access control card readers without a better drawing. Do the doors with access control readers also need to be monitored for intrusion detection? If so, the BOM should include DPDT BMS sensors, not SPST in order for the ACS to work reliably (e.g. to confirm entry into the area) and for the intrusion to be monitored directly at the ECC without having to flow through the logical access control functions (this is a AFI / ESE-SIT requirement).

A. See updated drawing/excel spreadshett

1. SOW section 4 indicates that the system to be tested by Vindicator and ACMI personnel while vendor is on site. Does this mean the government is paying for Vindicator representative labor and travel to be onsite for testing purposes? Typically, we (PSG) provide our own contractor verification testing (CVT) then government acceptance testing (GAT) directly with the customer (e.g. USAF local representative.)

A. The entire system is to be tested by install and witness by ACMI prior to departure, including 72- hours burn-in.

1. Is there an available LAN port (ethernet) with support from the base network folks to connect the newly installed equipment to the Vindicator VLAN to the ECC for monitoring?

A. VLAN will be provided at appropriate time by base communication shop.

1. The SOW indicates that a one year onsite warranty and maintenance to diagnose and repair within 24 hours is required. This can be a large expense that could be handled in a more cost effective way for the government if desired.

A. At this time this is a requirement and request other proposal to cover this.

1. Circling back to the question #1 above. Vindicator will not support mixed revisions in it’s field network which means the entire base wide system must be of the same version. If the head-end (and the rest of the field devices) is not being upgraded then this new installation will be orphaned with no ability to be monitored at the ECC. The only other option would be to downgrade the new system to match the current installed Vindicator ECC version; this however would require a down grade to the VBM and SAW software on the new computers which Vindicator will most likely not support with new licensing. Versioning must be carefully considered in advance….
