About this file
This document is a Questions and Answers (Q&A) file responding to inquiries about a modular trailer project at Fort Gordon/Fort Eisenhower. The government clarifies that users will provide their own furniture, and the contractor is not responsible for furnishing spaces. The baseline design standard is UFC 1-200-01 (General Building Requirements), which mandates that both fire alarm systems and sprinkler systems be required for all facilities. Site restoration is not needed as the location is a gravel lot. Trailer specifications include acceptance of 56-foot long modular sections, 120/208V three-phase electrical service, and galvanized metal HVAC ductwork. All foundations must use above-grade temporary blocking rather than below-grade concrete footings, while decking and ramps require only standard relocatable modular timber sills or concrete blocks.
The document specifies detailed architectural finishes for all trailer interiors and exteriors. Exterior walls must feature commercial-grade heavy-duty ribbed or corrugated vertical metal siding in military-garrison neutral colors (Desert Sand, Tan, or Light Gray). Interior walls require Class-A fire-rated vinyl-faced gypsum panels; flooring varies by space (commercial carpet tiles for offices, luxury vinyl or vinyl composition tile for server rooms, and industrial sheet vinyl for restrooms); and ceilings must be commercial-grade 2' x 4' suspended acoustic tile with minimum 8-foot heights. Windows must meet anti-terrorism glazing requirements per UFC 4-010-01 with blast-resistant laminated safety glass or fragment retention film. Exterior doors require Grade-1 commercial insulated hollow metal steel doors compatible with Fort Gordon's master keying system. The planned delivery drop-dead date is November 30, 2026, with Period of Performance adjustable based on actual delivery. Performance and payment bonds are required for projects exceeding $100,000.

1. Will the awarded contractor be responsible for the furniture for the project? Is there a list of furniture required anywhere?
a. No, users are purchasing their own furniture.
2. Will a fire alarm/Mass notification be required for the project?
• Regarding my original question below… “Which UFC’s if any apply? The only UFC listed in the PWS is UFC 3-575-01. What is the baseline UFC used for this project? Is UFC 1-201-01 appropriate or is UFC 1-200-01 the appropriate core standard? *** UFC 1-201-01 allows for up to 6,000 sq. ft. in a business occupancy before fire protection is required. UFC 3-600-01 limits that area to 5,000 sq. ft.
before a sprinkler system is required. The larger Admin buildings are ~5500 sq.
ft. Will a sprinkler system be required for these larger structures?****”
• UFC 1-200-01 (General Building Requirements) is the correct baseline core standard for this project. Therefore, Fire alarm and Mass notification as well as sprinkler systems will be required for these facilities.
3. NFPA requires a Fire alarm I believe if a sprinkler system is…
a. Both Fire Alarm and sprinklers will be required to comply with UFC 1-200-01.
4. AS far as site restoration is concerned, would we need to seed or sod the terrain?
a. Neither, site is a gravel lot.
5. IS an extension forthcoming for this project?
a.
6. One question I do have is will 56’ box long modular trailer sections be accepted or does it have to be 60’ box?
a. 56’ long trailer sections is acceptable.
7. Please confirm the rental duration for the trailers.
a.
8. When will the bid be due to you?
a.
9. What are the required architectural finishes (Exterior Wall Finish, Interior Wall Finish, Flooring, Type of Ceiling, Windows, Doors) for the trailers? There is no finish schedule included in the SOW.
a. See below
• Exterior Wall Finish: Commercial-grade, heavy-duty ribbed or corrugated vertical metal siding panels with a baked-on factory enamel finish. The color must be standard military-garrison neutral (e.g., Desert Sand, Tan, or Light Gray) to blend with neighboring permanent structures and comply with Fort Gordon/Fort Eisenhower installation design guidelines.
• Interior Wall Finish: Heavy-duty, Class-A fire-rated 1/2" Vinyl-Faced Gypsum (VCG) panels. Low-maintenance pre-finished panels are preferred to accommodate physical flexing during transportation and structural settling without developing plaster cracks or drywall seams.
• Flooring:
o Administrative Offices & Corridors: Heavy-traffic commercial carpet tiles
(solution-dyed nylon, minimum 20 oz. face weight, multi-loop pile, with soil-resistance treatment) laid in a modular grid pattern to facilitate rapid localized replacement in case of damage.
o Server Rooms / High-Traffic Corridors: Durable, commercial-grade Luxury Vinyl
Tile (LVT) or Vinyl Composition Tile (VCT) with a minimum 20 mil commercial wear layer.
o Restrooms & Locker Areas: High-durability, seamless industrial sheet vinyl with heat-welded seams and integral cove base, or multi-coat epoxy resinous slip-resistant commercial flooring.
• Type of Ceiling: Commercial-grade 2' x 4' suspended Acoustic Ceiling Tile (ACT) grid system. Grid must be Class-A fire-rated, mineral fiber, with an NRC (Noise Reduction
Coefficient) rating of 0.60 minimum. Nominal interior finished ceiling height must be a minimum of 8'-0" throughout. Lighting must consist of recessed commercial lay-in LED flat panel fixtures.
• Windows: Dual-glazed, insulated, low-E, vinyl-frame or heavy-duty commercial aluminum-frame sliding windows. Windows must be fitted with insect screens and integrated horizontal aluminum mini-blinds.
o Anti-Terrorism Glazing (AT/FP): Under UFC 4-010-01, all windows must meet blast-resistant safety parameters for inhabited structures. Windows must feature minimum 1/4" (6mm) nominal thickness laminated safety glass or a minimum 7 mil clear fragment retention film applied to the interior pane with secure frame anchors.
• Doors & Hardware:
o Exterior Doors: Heavy-duty, Grade-1 commercial insulated hollow metal steel doors (minimum 1-3/4" thick) in reinforced steel frames. Must include commercial heavy-duty weather-stripping, sweep, threshold, Grade-1 automatic hydraulic door closers, and heavy-duty, handicap-accessible exterior lever locksets. Keying cylinders must be compatible with Fort Gordon's garrison master keying system (e.g., Best Access 7-pin interchangeable mortise cores).
o Interior Doors: Commercial solid-core flush wood doors (birch or oak veneer) set in pre-finished commercial metal frames, equipped with Grade-1 commercial passage or privacy lever locksets.
10. Is the HVAC ductwork installed in the trailers to be fiberglass or galvanized metal?
a. Galvanized metal
11. Are below grade concrete footings required for the trailers?
a. All foundations must be above grade temporary blocking.
12. Are below grade concrete footings required for the decking and ramp?
a. No. Standard relocatable modular timber sills or concrete blocks should be used.
13. What is the required delivery date for the trailers to the project site?
