About this file
This file contains Questions and Answers for Solicitation W50S6Z26QA003, a Fort Gordon Trailers Lease requirement issued by the U.S. Army. The Government is seeking to lease modular office trailers and restroom facilities to support the 117th and 115th Cyber Operations Squadrons during permanent Military Construction (MILCON) facility development. The requirement is designated as a 100% Small Business Set-Aside and is expected to be awarded no later than September 2026, with trailer installation varying based on lead times and procurement schedules. The contract will be structured as a base period plus options for a maximum of 36 months, with the permanent facility expected to be available by the end of the 36-month timeframe.
The deliverables include two 96' x 60' multiplex office buildings (CLINs 0001 and 0002) and one restroom complex (CLIN 0003), with setup and delivery fees. The Government will consider alternate configurations for the bathroom trailer, such as two restroom trailers or containerized units, provided they meet overall fixture requirements. The NAICS code 532120 has been confirmed as accurately describing the services. The site contractor will install main utility infrastructure including a 2,000 Amp, 240 Volt, 3-Phase distribution switchboard and provide utility stub-ups (demarcation points) within 5 feet of each trailer. The contractor is responsible only for tying in trailers to these demarcation points and demolition back to the same point; new utility connections, permits (except factory test records and plumbing certifications), and ongoing utility consumption costs will be handled by the Government or site contractor. Personnel accessing Fort Eisenhower require AT Level I and background checks, with roster submission required 14 days in advance. Standard working hours are 7:30 a.m. to 4:30 p.m. Monday through Friday, with deviations requiring five-day advance written notice to the Contracting Officer.

Solicitation W50S6Z26QA003 - Ft Gordon Trailers Lease
Question Response
Regarding the bathroom trailer shown in Technical Exhibit 4, will the Government consider alternate configurations that meet the overall sink and toilet fixture requirement?
For example, we could provide (2) restroom trailers or (2) containerized restroom units that satisfy the required capacities.
Yes, the Gov will consider alternate configurations to meet the overall sink and toilet requirements.
Shop and Workspace Setup & Delivery, is included in the CLIN schedule on page 15;
however, we could not locate a corresponding description or layout with the SOW. Will a shop/workspace facility be included as part of the requirement in the official solicitation?
Shop and Workspace Setup & Delivery are referencing the Delivery and Setup Fees associated with placing the (2) Modular office trailers as described in "5.4 Technical Specification of Office Complexes" depicted in layout “Technical Exhibit 3 - Modular Office Trailer Plan" and the Restroom Trailer described in "5.5 Restroom Complex Specification" and depicted in "Technical Exhibit 4- Bathroom Trailer Layout. An example of the full Trailer Complex Layout associated with the Delivery and Setup Fees is provided in "Technical Exhibit 5 Site Layout".
The pre-solicitation currently does not identify a set-aside designation. Has the Government determined whether this requirement will be set aside, or is it anticipated to be competed on an unrestricted basis?
This requirement is 100% Small Business Set-Aside.
Given this requirement supports the 117th and 115th Cyber Operations Squadrons while the MILCON facility is being constructed, I would also like to note that DR has the capability to provide mobile Sensitive Compartmented Information Facilities (SCIFs). If a SCIF could be of support to the Squadrons while permanent construction is in
A SCIF is not required to support the Squadrons at this time. Additional details will not be necessary.
progress, we can provide additional details on the SCIFs for your consideration.
Verification of the utilized NAICS code. The Government has determined that the current NAICS (532120) accurately describes the required services.
Each 96’ x 60’ multi-plex office building has 2- 4 entry points. Are we to understand that only 1 set of standard stairs are required for each of the 96’x60’ buildings?
Multi -plex office buildings can be adjusted to 3 doors (2 deck side and 1 with stairs as back egress)
Would a 12’ x 64’ restroom tailer be acceptable if it meets all other specifications?
Yes.
Is there an estimated timeline for award?
How long after an award is made will the contractor be given to produce and install these trailers?
Estimated timeline for award is NLT Sept 2026. Trailer install will vary based on lead times/ procurement etc.
Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
This is a new requirement.
Good afternoon, on the PWS it states that the contractor is to disconnect, demolish and completely remove all temporary utility lines.
However, it doesn’t state whether we are to hook up the temporary modular building to utility lines or put in utility lines. Are we expected to install and hookup utilities to the temporary modular building?
Utililies tie-ins and meters will be executed through a different contract.
Utilities will be brought to with in 5ft demarcation of trailer siting. The contractor will tie-in trailers to this location for set-up and will only be responsible for demo to this same demarcation point.
Is electrical power, potable water, and sanitary sewer service currently available for connection at the 651 31st Street site, or must the Contractor arrange new utility connections (including any tie-in fees, meters, or coordination with Augusta Utilities Department and Georgia Power Company)?
New utility connections will be executed under a different contract.
If power is available at or near the site, what is the point of connection, service size/voltage available, and distance from that point to the trailer complex?
The main site power infrastructure is being installed by the government’s Allied Support contract (site contractor).
The primary service is as follows:
Primary Utility Service: Georgia Power Company (GPC) is providing a three-phase primary service drop adjacent to the trailer lot.
Main Distribution Switchboard: The site contractor is installing a 2,000 Amp, 240 Volt, 3-Phase, 4-Wire distribution switchboard with a main breaker to manage overall power distribution across the trailer complexes.
Voltage Transformation: A 37.5 KVA, 600 Volt to 208Y/120 Volt, 1-Phase dry-type step-down transformer is being positioned on-site to support localized single-phase requirements.
Electrical Power at Demarcation Points (Delivered to Trailers within 5 feet) Branch circuit feeders will be routed by the site contractor from the main switchboard directly to the utility stub-ups (points of demarcation) immediately adjacent (within 5 feet) to each trailer unit.
Office Complexes (CLIN 0001 & CLIN 0002): Branch circuits to each 96' x 60' multiplex office building will be protected by 125 Amp to 225 Amp MC branch breakers. Feeder voltages delivered to the stub-up will be configured as 120/240V Single-Phase or 120/208V depending on your trailer's panel configurations.
Restroom Complex (CLIN 0003): A branch circuit protected by a 125 Amp to 225 Amp branch breaker will be provided to the restroom stub-up. The voltage delivered will be 120/208V (designed to feed the trailer's internal 150 Amp main panel).
If permanent power is not available at the site, is the Contractor responsible for providing temporary power (e.g., generators) to serve the office complexes and restroom trailer for the duration of the lease?
Contractor will not be responsible for providing generator power.
If the Contractor is responsible for providing generator power, will the Government supply and replenish fuel, or is the Contractor responsible for fuel procurement and delivery for the full lease term?
Contractor will not be responsible for providing generator power.
Is a potable water tie-in point available near the site for connection to the restroom trailer and office water fountains? If so, what is its location and distance from the trailers?
Yes, the site contractor will provide stub ups to the trailer via a 2-inch PVC (Class 200, SDR 21) pipe to extend water service from main line to the trailers.
Is there an existing sanitary sewer connection point available at or near the site? If not, will the Contractor be required to install and maintain a septic system (or holding tanks with pump-out service) for black and gray water disposal?
Yes, the site contractor will provide stub up connection to the trailer.
Given PWS 5.4.f requires the Contractor to provide and maintain drinking water fountains, will potable water service be available to plumb directly into the fountains, or should the Contractor plan for bottled/5-gallon cooler-style units serviced on a recurring basis?
Water fountain requirements have been removed.
If utility connections are available, will the Government (Requirement Owner) pay ongoing consumption costs directly to AUD/GPC, or is the Contractor responsible for establishing and paying utility accounts for the duration of the lease?
Governement will paying costs directly to utility providers.
The solicitation structure allows for a base period plus options up to a maximum of 36 months. Does the Government have a current projected timeline for completion of the permanent MILCON facility for the 117th & 155th COS? Understanding the anticipated actual duration of need, versus the maximum possible contract length, would help us plan and price accordingly.
Permanent facility for 117th & 155th COS is expected to be available by the end of the 36 month timeframe.
Who is responsible for obtaining any and all permits associated with this effort, such as utility connection permits, environmental/stormwater permits, electrical/plumbing permits, or any local/installation permits, the Contractor or the Government?
You are only responsible for providing certified factory test records, electrical one-line diagrams, and plumbing certification stamps for your trailers to help facilitate the utility companies' final safety clearances. Site Contractor will be responsible the other associated permits.
Beyond the AT Level I, iWATCH, and background-check requirements already identified in PWS Section 1.5, are there any additional base admittance requirements specific to this site or installation, such as advance personnel rosters, escort requirements, specific lead time for badging, vehicle registration, or restricted work hours, that the Contractor should plan for?
Leasing Contractor must plan for:
1. Restricted / Operational Work Hours Standard Working Hours: The PWS defines typical working hours as 7:30 a.m. to 4:30 p.m., Monday through Friday (PWS Section 1.4.1).
Scheduling Deviations: If the trailer delivery, assembly, or crane operations must occur outside these hours (e.g., weekend setup or early morning heavy hauls), the Contractor must request a deviation in writing a minimum of five (5) days in advance for Contracting Officer (KO) approval.
Federal & State Holidays: Work is strictly prohibited on recognized Federal and State Holidays unless explicitly approved in advance.
2. Vehicle Registration & Commercial Deliveries Visitor Control Center (VCC): All transport drivers, crane operators, and setup crews must process through the Fort Eisenhower (Fort Gordon) VCC to obtain commercial vehicle passes and individual temporary badges (PWS Section 1.4.4 ).
Required Documentation: Drivers must present a valid commercial driver's license (CDL), active vehicle registration, and proof of commercial auto liability insurance to register transport vehicles for base entry.
3. Escorts and Lead Time for Badging Unescorted Access Lead Time:
Personnel requiring unescorted access must undergo National Crime Information Center Interstate Identification Index (NCIC-III) background checks. Because these must be adjudicated by the Garrison Provost Marshal / Director of Emergency Services, the Contractor should submit their personnel rosters at least 14 calendar days in advance of mobilization to avoid delivery delays.
Escort Requirements: If any transport drivers or specialized sub-tier technicians do not pass background checks or lack approved badges, they must be physically escorted by an approved, badged Contractor representative at all times while on the installation.
