About this file

This document is a Questions and Answers (Q&A) file for solicitation W50S6Y-25-R-A005 for Generator Repaint Services issued by the Department of the Army Florida Army National Guard. The Q&A addresses critical details about repainting three generators, including specific paint specifications (SAE-AMSSTD-595, tan color no. 30279, MIL-PRF85285, Type IV), current coating type (Chemical Agent Resistive Coating or CARC), and generator specifications. The generators are skid-mounted, each measuring 82in x 36in x 53in and weighing 3,500 lbs, with generators to be prepared for shipment by removing batteries and emptying fuel.

The contract timeline is flexible, with all three generators to be completed within 365 days of contract award. Contractors can complete the work either individually (with a requested 21 working days per generator) or in phases as determined by a government representative. Special disposal guidelines are provided for the existing CARC coating, which must be reclaimed or disposed of as hazardous waste with specific waste codes (D001, F003, and F005). The solicitation emphasizes careful handling of the generators and adherence to specific painting and coating requirements.

Q & A W50S6Y-25-R-A005 Q1. In the PWS it states "repair minor cracks by welding" are you able to provide pictures of the welding that needs to be repaired?

A1. There are no welding minor crack requirements.

Q2. Can you clarify the MILSPEC for the primer and paint? There seems to be a contradiction in the PWS.

a. "repaint with SAE-AMSSTD-595, tan color no. 30279, MIL-PRF85285, Type IV"

b. "Color shall be semi- gloss gray (Federal Standard 595, Color Number 26173, Type 1)"

A2. The correct paint color should be repaint with SAE-AMSSTD-595, tan color no. 30279, MIL-PRF85285, Type IV.

Q3. Can you provide an NSN for the correct data plates for these generators? Should they need to be replaced.

A3. 6115015617788 is for the MEP-170 data plate only. All other data plates do not have NSN’s.

Q4. Can you clarify timeline expectations for project completion?

• "The Contractor shall perform equipment refurbishments within 45 business days (excluding weekends or holidays)"

• "FREQUECY: Due to the complexity of the mission, the members will work with the contractor on the equipment paint schedule in one of two ways – individual pieces or phase workloads. It is requested no more than 21 working days be consumed to pick up, paint, and return each piece of equipment to the 114th Electromagnetic Squadron, Cape Canaveral, FL if done so individually. If done in phases, the phase loads will be set by a government representative and contractor to ensure all requirements are met prior to painting"

A4. Timeline is flexible, all 3 pieces can be completed together, or one by one. All three must be completed within 365 days of contract award.

Q5. Is the current paint coat on the 3 generators the original equipment manufacturer (OEM) coating?

A5. All three generators are painted in Chemical Agent Resistive Coating (CARC). CARC is a coating system that provides surfaces that are easily and effectively decontaminated after exposure to liquid chemical agents. There are three types of coatings in the CARC system:

an epoxy polyamide primer, an aliphatic polyurethane paint (PUP), and epoxy polyamide enamel. Each of the coatings is supplied as a two-component system. When the two components are combined, a terminal reaction begins which makes an impermeable coating.

DISPOSAL GUIDELINES.

Solvent Based CARC: reclamation is the best option, but if it is not possible, then they must be disposed as hazardous waste with the characteristic of ignitability, reactivity and possibly toxicity (heavy metals). Hazardous Waste Number/Code: D001, F003, and F005.

Do not incinerate closed containers.

Q6. Will all three (3) generators be disconnected and placed in an area to be loaded as the one generator in the photos shared?

A6. All the generators will be prepped for shipment with batteries removed and empty of fuel.

Q7. Are the generators currently mounted on trailers, or are they lose units with trailer-mounting capability?

A7. The generators are skid mounted. They are not mounted on any type of trailer.

Q8. If they are already mounted, could you kindly provide the dimensions (length, width, height) of the trailers for planning and transport purposes?

A8. Units are not mounted on any type of trailer.

Q9. What is the approximate weight/size of each generator for pickup and delivery?

A9. Length- 82in, Width- 36in, Height-53in. Weight-3500lbs
