About this file

This is a Questions and Answers document for solicitation W50S6W-26-Q-A002, addressing clarifications related to the replacement of an R22 HVAC system and upgrade of Siemens controls at Joint Base Andrews. The solicitation requires contractors to furnish all tools, labor, equipment, transportation, and parts necessary to replace the R22 HVAC system and upgrade Siemens controls, including field panel controllers at multiple buildings (B3212, B1217, B1225, B1228, B1234, B3029, B3030, B3119, B3236, and B3252). Key requirements include upgrading the legacy Siemens Apogee Insight BAS front end to Desigo CC with new PC hardware, software, graphics packages, and operator training, while ensuring communication across the entire campus. The contractor must replace indoor HVAC units in their entirety and reuse existing distribution ductwork where appropriately sized and in acceptable condition. The Government will handle all fiber optic cabling runs and connections, with the contractor responsible only for local field panel upgrades and identifying deficiencies post-upgrade. Existing DDC field panels will retain their current UPS systems rather than receive new ones.

Offerors must submit price proposals in Microsoft Excel-compatible format with all active formulas and calculations, providing total prices for each Contract Line Item Number alongside comprehensive labor category breakdowns and direct hourly rates. No standardized bid form is provided; however, price quotes must contain sufficient detailed information to demonstrate fair and reasonable pricing, with the Government reserving the right to request additional supporting data. The Period of Performance is ninety calendar days following receipt of the formal Notice to Proceed. The response deadline, as amended, is 17 July 2026 at 16:00 EDT. The contracting agency is the Department of the Army National Guard.
