About this file

This document is a Question and Answer (Q&A) file for a federal contract opportunity concerning Occupational Health and Wellness Services (OHWS) at Buckley Space Force Base.

The incumbent contractor is Testudo Logistics under continued contract W50S6V24PA020, with the original award PIIN W50S6V21P0007 valued at $639,372.70 and structured as a base plus four option years. The contract is performance-based and firm-fixed price, requiring the contractor to provide comprehensive rehabilitation and conditioning services for 40-50 tactical fighter pilots. Service hours are Tuesday through Friday, 6:15 AM–5:00 PM, plus one weekend per month for Rapid Sustainment and Deployment (RSD) operations, with historical data showing approximately 9.7 appointments weekly (39.22 monthly). The Government provides building space only; the contractor must furnish all specialized equipment, software, consumables, sharps disposal, and biohazard waste management. Minimum staffing must include a Physical Therapist and Strength and Conditioning Specialist; the PWS does not require all three specialties but mandates these two minimums. Personnel must possess prior experience supporting fighter pilots, with F-16 experience highly desirable, though experience with other high-G tactical fighter platforms is acceptable. The contractor is responsible for providing PII-compliant software and electronic records systems; commercial platforms are acceptable if they meet security requirements. All costs, including overtime and travel arrangements between contractor and employee compensation, must be incorporated into the fixed price unless travel occurs at separate locations, in which case costs are added via separate CLIN with Contracting Officer approval. The technical proposal page limit is 10 pages, and required insurance coverage is detailed in Technical Exhibit 5 per FAR 52.228-5.

1. Please identify the incumbent contractor and current period of performance.

Answer: The incumbent is Testudo Logistics under continued contract W50S6V24PA020.

The original award PIIN was W50S6V21P0007, awarded as a base plus 4 option years.

2. Can the Government provide the current or estimated annual contract value?

Answer: W50S6V21P0007 was awarded for $639,372.70

3. The PWS states the contractor shall provide all equipment except Government Furnished Property. Please provide a complete list of Government Furnished Equipment (GFE) available at Buckley Space Force Base.

Answer: See Technical Exhibit 3 and 4 for Government owned space and equipment available for contractor use.

4. If specialized cervical/lumbar evaluation and strengthening equipment is contractor furnished, please provide a complete list of required equipment.

Answer: In accordance with the performance-based nature of this acquisition, the Government does not maintain a required equipment list. The offeror, as the subject matter expert, is responsible for proposing a technical solution that includes all equipment necessary to meet the PWS requirements outlined in Section 3.2 including the ability to "effectively rehabilitate the lumbar, thoracic, and cervical spine.

5. Are commercially equivalent systems acceptable where the PWS references functional capabilities rather than specific manufacturers?

Answer: Yes. The PWS outlines functional requirements, not brand-name-specific mandates. Offerors may propose any equipment that meets or exceeds the capabilities described in the PWS.

6. Does the Government expect contractor personnel to possess prior experience supporting fighter pilots, tactical athletes, or military aviation populations, or will equivalent sports medicine and orthopedic experience satisfy the technical requirements?

Answer: Yes, the government expects contractor personnel to possess prior experience supporting fighter pilots specifically due to the unique nature of the degenerative effects of flying high g-force fighter aircraft. Experience with other fighter platforms is acceptable, but F-16 experience is highly desirable.

7. Does the Government anticipate providing existing clinic space and treatment rooms, or will the contractor be responsible for furnishing additional clinical equipment beyond the specialized rehabilitation equipment referenced in the PWS?

Answer: The Government will provide a space in the building, but the contractor provides all other software, BFR equipment, consumables, and sharps disposal. See Technical Exhibit 5

8. Are any Government software licenses, electronic medical record systems, or assessment platforms provided, or is the contractor expected to furnish all required software necessary to perform the services?

Answer: The contractor is required to provide all required software necessary to perform the services. The contracted employees do not require, nor will they be granted access to Government information systems.

9. What is the minimum staffing level required (for example, one Physical Therapist, one on-site Strength and Conditioning Specialist, one Athletic Trainer, and one virtual

CSCS)?

Answer: In accordance with updated PWS Section 5.2.5, "Contractors are not required to provide all three of the specialties listed in this section of the PWS, but are required to offer at a minimum Physical Therapy and Strength and Conditioning." The Government does not dictate total staffing levels beyond this minimum specialty requirement.

10. The PWS lists service hours as Tuesday through Friday, 6:15 AM–5:00 PM, plus RSD weekend hours one weekend per month. Should offerors price this as a full-time 40-hour-per-week effort, or should the contractor expect to cover all listed hours even if they exceed 40 hours in a given week?

Answer: This is a performance-based service acquisition. The Government does not dictate contractor hours, or compensation. Coverage is required at all times listed in the

PWS.

11. If the required schedule, RSD weekend coverage, post-flight treatments, or night flying operations require contractor personnel to work more than 40 hours in a workweek, will overtime be authorized and billable, or should overtime be included in the fixed price?

Answer: This is a performance-based service acquisition. The Government will award the resultant contract on a firm-fixed price basis, therefore the quoted price must be inclusive of all expected costs.

12. Can the Government provide historical data regarding the number of pilot appointments, post-flight treatment sessions, annual evaluations, missed appointments, and monthly utilization from the current or prior OHWS program?

Answer: Total number of pilots is between 40-50 o Average Weekly: 9.7 appointments o Average Monthly: 39.22 appointments o Type of treatments: Not tracked due to the sporadic nature of when a pilot have availability to seek treatment A “post-flight” treatment rarely happens immediately after flying unless the provider requests it for further understanding. Pilots seek treatment during hours of availability in their own schedules, but provider would prioritize post flight pilots if requirement comes up.

o We don’t have missed appointments, day to day treatments tend to be lightly populated allowing for immediate help for issues. In the event a pilot needs treatment and the provider is helping someone else out, the pilot tends to wait.

The overwhelming majority of treatments occur same day/immediately upon request

13. If multiple pilots require treatment immediately after a sortie, is the contractor expected to staff multiple providers concurrently to meet the “no later than 30 minutes after scheduled land time” requirement?

Answer: This is a performance-based service acquisition. The Government does not dictate staffing levels.

14. Is the contractor required to furnish all Blood Flow Restriction equipment, cuffs, monitoring tools, and related supplies, or will any BFR equipment be Government-furnished?

Answer: The Government does not own any BFR equipment, any equipment needed for the performance of these services in addition to the Government owned equipment is the responsibility of the OHWS contractor.

15. Can the Government provide incumbent staffing levels, labor categories, and whether any incumbent-owned equipment/software is currently used?

Answer: This is a performance-based service requirement, staffing levels may vary based on the technical approach. The awarded vendor will be responsible to provide any required equipment/software to perform the services under this contract, as specified in the PWS.

16. The PWS requires the contractor to provide treatment surfaces and FDA-approved physical strengthening machines capable of isolating and strengthening the lumbar, thoracic, and cervical spine. Please clarify the specific equipment required and whether any particular equipment type, brand, or equivalent standard is expected.

Answer: The Government does not have a listing of the equipment needed to perform those treatment items; currently the on-site personnel provide that list internally to their company for the style and types of treatment they deem necessary

17. Should the contractor furnish all consumables, including dry needles, cleaning supplies, towels/linens, PPE, bands, tape, BFR consumables, sharps containers, and other treatment supplies?

Answer: The contractor will be responsible to provide all consumables.

18. If dry needling is performed, will the Government provide sharps disposal and biohazard waste support, or should the contractor include those costs?

Answer: The contractor is responsible to provide disposal of sharps/biohazard materials, if required.

19. The PWS requires housekeeping in the immediate work area. Please clarify whether this includes only routine wiping/cleaning of contractor-used surfaces and equipment, or whether it includes laundry, trash removal, floor cleaning, restocking, and medical waste disposal.

Answer: The Government handles trash removal, laundry, and floor cleaning. Any other cleaning shall be performed by the contractor

20. The PWS requires PII-compliant software and electronic records. Is there a specific software currently being used to meet this requirement?

21. Answer: Currently the incumbent uses a commercial strength and conditioning software.

22. The PWS requires the virtual CSCS to use an online app platform to deliver daily workouts and record pilot progress. Are commercial fitness/training platforms acceptable, and are there any restrictions on storing pilot data in a third-party application?

Answer: Yes, commercial platforms are acceptable to meet the requirements of Section

5.1.12. However, any system used must be PII-compliant as stated in Section 4.1.1. The contractor is responsible for ensuring the security of all pilot data and adhering to the PII protection requirements outlined in PWS Section 1.4.9.9.

23. Will travel be reimbursed under a separate cost-reimbursable travel CLIN in accordance with the JTR, or should travel costs be included in the fixed price?

Answer: Travel costs will be added to a separate CLIN on the occasions that the OHWS services are required at a different location. The costs must be reviewed and approved by the Contracting Officer and Contracting Officer’s Representative, and added to the contract prior to the travel taking place.

24. Is contractor labor time spent traveling to/from TDY locations billable, and should travel days be treated as part of the regular labor coverage requirement?

Answer: This is a performance-based service acquisition. Any arrangements for compensation during travel will be between the contractor and their employee.

25. Technical Exhibit 5 is referenced for proof of insurance, but the required insurance limits are not included in the provided PWS. Please provide the required coverage types and limits, including professional liability/malpractice, general liability, workers’ compensation, cyber/privacy liability, auto, and umbrella coverage.

Answer: Please see the updated attachment, Technical Exhibit 5, for the required insurance minimums, which are provided in accordance with FAR 52.228-5.

26. Per The Instructions To Offerors in the document "Combo+-+W50S6V26Q0008", does the "5 page" limit apply to the Technical Capability document submitted with a vendor's proposal?

Answer: Yes, the 5-page limit applies to the Technical Capability narrative. Resumes, certifications, and other appendices requested by the solicitation do not typically count against this page limit unless specified otherwise. The Government will increase the limit to 10 pages.

27. Can the OHWS Specialist be either a PT or an AT?

Answer: The PWS does not use the term "OHWS Specialist" as a specific labor category.

The PWS requires the contractor to provide personnel qualified in the specialties listed in Section 5.2. A Physical Therapist (PT) is a mandatory specialty.

28. Is the current OHWS Specialist a PT or an AT

Answer: The Government cannot comment on the specific qualifications of the incumbent's personnel. Offerors should propose a staffing plan that meets the requirements outlined in PWS Section 5.2.

29. Does the OHWS Specialist Experience apply to F-15, F-22, or F-16 air frames or only to an F-16?

Answer: Per the Government's response to a prior question, experience with other fighter platforms is acceptable. Experience on the F-16 is highly desirable. The requirement in Section 5.2.7 emphasizes experience with high-G tactical fighter aircrew.
