EVALUATION CRITERIA

52.212-2 Evaluation—Commercial Products and Commercial Services

The Government will assess the offeror’s quote on three (3) factors: (1) Price, (2) Technical Capability, and (3) Past Performance.

The Government reserves the right to accept other than the lowest priced offer and reject any and all offers. The basis of award will be a conforming quote that represents the best value to the Government.

mailto:ng.ncr.ngb-arng.mbx.ngb-task-order-ombudsman@mail.mil https://www.nationalguard.mil/Leadership/Joint-Staff/Special-Staff/Director-of-Acquisitions/

To facilitate the evaluation, the Technical Capability narrative should be specific, detailed, and complete to clarify and fully demonstrate that the offeror has a thorough understanding of the requirements for the accomplishment of this effort. Statements that the offeror understands, can, or will comply with the PWS; statements rephrasing the PWS or parts thereof; and phrases such as “standard procedure will be employed” or “well-known techniques will be used” etc., will be considered unacceptable.

The Government intends to make an award without conducting discussions.

Evaluation Factor 1 – Price

1.1 Evaluation of price will be performed using one or more of the price analysis techniques in RFO FAR 12.204(a).

Through these techniques the Government will determine whether prices are reasonable and complete.

1.2 Reasonableness. The Government will evaluate the price reasonableness of the offerors' proposed prices to ensure that in its nature and amount, it does not exceed what would be incurred by a prudent person in the conduct of competitive business.

1.3 Completeness. The Government reserves the right to conduct discussions with offerors, but discussions are not anticipated or intended. Since discussions are not anticipated or intended, the Government requires complete proposals with respect to price. A complete proposal will include all information required by this solicitation.

1.4 Evaluation of Option Pricing. The Government will evaluate option pricing in accordance with 52.212-2(b).

Additionally, as part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period prices to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and 1/2 of the 4th option. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8 or FAR 52.217-9. The total sum of the base period and all option periods will represent the Total Evaluated Price. The Total Evaluated Price must be determined as fair and reasonable by the KO prior to award.

Evaluation Factor 2 - Technical Capability

2.1 The evaluation of Technical Capability will assess the offeror's proposed approach and understanding of the requirements. While the offeror is required to meet all sections of the PWS, the following paragraphs will specifically be evaluated to determine whether the offeror is capable of providing the needed services:

2.1.1 Paragraphs 5.1.6.1, 5.2.2, 5.2.3, 5.2.4, and 5.2.6

Adjectival Rating

Description

Acceptable The offeror's technical approach is specific, detailed, and demonstrates a thorough understanding of the requirements, including robust plans for staffing and quality control.

The government has a reasonable expectation that the offeror will successfully perform the required effort.

Unacceptable The offeror's technical approach is vague, lacks detail, or fails to provide clear, actionable plans for the specified scenarios. The government does not have a reasonable expectation that the offeror will successfully perform the required effort.

Evaluation Factor 3 - Past Performance

Miller, Michelle L Ms CIV NG NGB ARNG Note: These paragraphs are the ones that should be addressed in the instructions sections above (instead of “PWS Section 5”).

MARTINEAU, LUCAS C MSgt USAF ANG 140 MSG/MSC Updated.

3.1 The evaluation of this factor will assess the risk of unsuccessful performance of the offeror’s proposed approach by evaluating past efforts of a similar scope, magnitude, and complexity as the requirement described in the PWS.

3.2 Contracts submitted as Past Performance will not be considered if the Government determines them to be not Recent, not Relevant, or lacking any credible past performance information. If the offeror does not have a record of Recent and Relevant past performance information upon which to base a meaningful assessment, they will be rated as "Neutral", which is neither favorable nor unfavorable. If no Past Performance records exist, the offeror shall include a certified statement with their offer that no past performance information is available.

3.3 The offeror may also be evaluated on past contract performance information utilizing internal Government or private source information and the Government reserves the right to use any information received as part of its evaluation. The Government may contact any of the references the offeror provides. In addition, the Government may review any past performance information reported to Contractor Performance Assessment Reporting System (CPARS), and any data obtained from other sources available i.e. government database, past contract files, etc.

3.4 In evaluating the offeror's past performance, the Government may compare the offeror's deliveries or performance to the contract's original delivery or performance schedule, unless the delay was Government-caused.

Schedule extensions that were the fault of the offeror, even if consideration was provided, may be counted against the offeror.

3.5 Past Performance Confidence Assessment

Adjectival Rating

Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

(End of provision)

The offeror must provide enough information in their quote that the Government can determine if what is being provided conforms to the PWS requirements, otherwise the quote will be considered nonresponsive (sufficient information is defined as photos, product literature, or links to manufacturer data/specs).
