BDU-33 Demil Range Cleanup Questions and Answers

Q1. Please advise if the ANG is looking for labor / contract support to operate the demil equipment - the PWS mentions a Senior UXO Supervisor but the Line Items only seems to include the Mob/Demob of the Shears and Crusher as well as 3rd party QA.(i..e, there is not a line item for the actual clearance itself and/or demil of the BDU-33s)? If the ANG intends to provide the staff to clear and operate the demil plant, then how many days will be the plant be needed?

A1. ANG/Airburst Range is requiring labor and equipment to perform the demil operation (bdu shearing/crushing), the contractor must also provide a qualified SUXOS. We are not providing staff to clear or operate the demil plant.

Q2. The PWS (section 5.6.1and 5.6.2) references a per day mobilization / demobilization of the shears / crusher - does this mean that the equipment has to be removed from the installation on a daily basis?

A2. Equipment can remain on site during and after daily operation, Airburst Range is located on Ft Carson property and the resource holding area is fenced and secured. It is assumed that the operation will run daily (Mon-Sun) during daylight hours until complete.

Q3. The PWS does not include any details on the estimated quantity of BDU-33 requiring processing.

A3. Current estimate is 7,300 BDUs (92 tons), see attached pictures.

Q4. Does the scope include range clearance (i.e., gathering of the BDU-33s from the range(s)) or are the items stockpiled already? If range clearance is required, what size area is involved.

A4. Range clearance is not required. BDUs are all located in the range’s resource holding area and have either been cleared by EOD or demo’d.

Q5. The PWS (Section 3.5) references utilities available for the contractor's use. What electric power connections are available for use to operate the crusher and/or shear or does the ANG assume they will be gas powered portable equipment.

A5. The resource holding area is located a couple hundred yards from the nearest commercial power source, it is assumed the equipment is gas powered.

Q6. Combined Synopsis/Solicitation: Please confirm that none of the information provided by the Government is CUI. If CUI has been included, please identify and mark the appropriate documents so we can apply appropriate controls to those documents.

A6. No information provided by the government is CUI.

Q7. Combined Synopsis/Solicitation: The evaluation criteria state that quotes will be evaluated on price, offeror’s ability to meet the venue requirements listed in the statement of need, and past performance based on a review of FAPIIS and SPRS.

(a) We do not see a statement of need nor reference to venue requirements.

Please clarify.

(b) Are Offerors required to provide any past performance information, or will the government just check FAPIIS and SPRS to evaluate past performance?

(c) Please clarify what information is required to be provided other than the price per line item and completed FAR clause 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services.

A7. (a) The statement of need (SON) was changed to Performance Work Statement (PWS) and the “venue” was removed from the combo and reposted to SAM.gov. (b) The government will pull FAPIIS and SPRS. Offerors are not required to submit any past performance but are encouraged to submit any relevant experience they would like to include with their quote to ensure qualified personnel and appropriate equipment for the project. (c) Complete 52.212-3 fill-in boxes as applicable. Add any additional information the offerors choose to provide the customer to confirm your company is qualified to perform the PWS and best meet the intent of the government requirement.

Q8. Combined Synopsis/Solicitation: The SAM.gov synopsis and the Combined Synopsis/Solicitation state that this is a full and open requirement; however, on Page 35 of 44, FAR 52.219-14 Limitations on Subcontracting is checked as being applicable. This clause is typically required for small business set-aside contracts. Please clarify if FAR 52.219-14 is applicable.

A8. The small business set-aside was dissolved and FAR 52.219-14 is not applicable and was removed and the updated clauses were posted in SAM.gov.

Q9. PWS 5.2.2: Is the PWS limited to only BDU 33 practice munitions demilitarization or will other full- and sub-scale practice munitions, targets, etc., be included for demilitarization.

A9. This PWS is limited to only BDU33 practice munitions.

Q10. PWS 1.4.1: Are there any limitations to workweek duration other than hours onsite? For example, can we work 7 days per week, if necessary?

A10. No limits on workweek duration, can work 7 days.

Q11. Can A retired EOD tech be used as SRUXO?

A.11 A retired EOD tech can serve as an SR UXO so long as they have current certifications and training.

Q12. Section 5.6.4 in the PWS states “all demilled materials shall be left on site for future removal.” Will the government furnish lockable and sealable containers to maintain MDAS (Material Documented as Safe) certification if not being shipped directly to qualified recyclers?

A12. Section 5.6.4 of the PWS was modified. See updated PWS for additional information.

Q13. Section 5.6.1, 5.6.2, and 5.6.3 in the PWS list a “Per Day” rate and in the Combined Synopsis/Soilicitation the unit of measure is “Job”. Will the contractor be providing a “lump sum” rate or a “per day” rate per line item.

A13. Lump sum rate

Q14. Will the contractor be subjected to stop work and pullbacks due missions or range closures? And if so, what is the frequency and duration of the closures?

A14. Range will ensure there are no conflicts with missions during the duration of the work.

Q15. At the Site Visit, it was stated that all equipment weighing over 10 tons will have to enter the range at Gate 12 off Highway 115. Will this road be passable for heavy haul trucks, low boy trailers and vehicles grossing over 80,000 pounds?

A15. Road is passable for heavy trucks, used as primary route for all equipment deliveries to Airburst. Weather can quickly cause road conditions to become impassable, FT Carson DPW is primarily responsible for route maintenance.

Q16. Once the BDU33’s are demilled and determined as safe, are they to be separated by cast iron, shreddable fins and aluminum cartridges or can the material be mixed together.

A.16. Section 5.6.4 of the PWS was modified. See updated PWS for additional information.

Q17. Can we get a copy of the list of individuals that attended the site visit?

A17. Yes, the roster will be attached in SAM.gov

Q18. Is there water available for operation?

A18. There is water onsite in the form of a 400-gallon water buffalo, and it will be refilled by OSS Range personnel as needed.

Q19. What is the process for live ammo or non-BDU-33 found in containers?

A19. Any non-BDU33 item will be removed for 140th EOD to evaluate and demil/dispose.

Q20. Is the fenced work area gate locked every night?

A20. Fenced resource holding area where BDUs are currently located will be secured at close of business each day.
