Construction Technical Inspection Services Questions and Answers
1) PWS‐ paragraph_1.4.12.1 Travel Requests: This paragraph states “The contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.” The PWS does not provide information if funds are available. Are travel funds available for this contract and does the contractor need to provide a cost estimate line in the proposal pricing schedule?
Travel costs do not need to be included in your quote. At the time of award, a “Not to Exceed” amount for travel will be established. Any approved travel costs incurred by the contractor will then be decremented from the established amount on the award.
2) PWS‐ paragraph_5.10 Service Contract Act (SCA) requirement: This paragraph states “The Service Contract Act (SCA) applies to this requirement.” Does this solicitation and contract fall under Executive Order (EO) 13706 for establishing paid sick leave for Federal Contractors? (Reference: Note on page 8 of SCA Wage Determination 2015‐5419 dated 07/08/2020. This SCA Wage Determination also provides 2 different Health & Welfare rates based on if the same Executive Order (EO) 13706 is required for this solicitation/contract.)
