About this file
This document is an amendment to Solicitation W50S6T24Q0011 for a kitchen renovation project at Fresno Air National Guard Base. The main changes implemented by this amendment are: updating instructions in Section 00100, extending the solicitation closing date from June 28 to July 3, and providing additional details on the site visit process.
The solicitation is a 100% set-aside for service-disabled veteran-owned small businesses (SDVOSB) under NAICS code 236220 with a $45M size standard. The government intends to award a firm-fixed price contract to the lowest priced responsive quote. Interested vendors must submit quotes electronically to the 144th Contracting Office by the July 3 deadline and acknowledge all amendments. The contractor will be responsible for providing all labor, materials, and supervision necessary to complete the kitchen renovation at BLDG 155.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
RFQ INSTRUCTIONS TO QUOTERS:
1.0 DESCRIPTION OF THE PROJECT:
The California Air National Guard (CA ANG) intends to issue a Request for Quote (RFQ) to award a single firm fixed price (FFP) contract for a kitchen renovation in BLDG 155 at the 144th Fighter Wing. Additional details are included in the provided Statement of Work. The contractor is responsible for providing all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary.
2.0 INSTRUCTION TO QUOTERS:
2.1. You are invited to submit a quote in response to our Request for Quotes (RFQ) W50S6T-24 Q-0011, entitled
“KITCHEN RENOVATION AT ALERT QUARTERS BLDG 155”.
2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible quoter whose quotation, conforming to the request for quotes, will be most advantageous to the Government, considering only price.
2.3. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business under North American Industry Classification System (NAICS) code 236220 with a size standard of $45.0M.
3.0 EVALUTION FOR AWARD:
The successful offeror will be determined in accordance with Federal Acquisition Regulation (FAR) 13.106-2, “Evaluations of Quotations or Offers”. Award will be made to the lowest priced responsive quote.
4.0 NOTICE OF SITE VISIT:
4.1 GENERAL: Site visits will be available on a per appointment basis, and all interested parties are encouraged to schedule these early in the RFQ process to allow for proper planning and coordination. For capacity reasons, the government requests that contractors limit visitors to no more than two (2) per company.
4.2 SCHEDULING: Appointment times will likely fall within the week of June 10th but depending on interest and the availability of on-base personnel, appointment dates may occur later. Site visits WILL NOT be provided beyond June 28th without a compelling reason. Late scheduling DOES NOT constitute a compelling reason.
4.2.1 The primary contact for scheduling will be:
144th Contracting Office 144.FW.FAL.MSC.Contracting@us.af.mil
(559) 454-5129
4.3 LOCATION:
Fresno Air National Guard Base -- West Gate 5323 E McKinley Ave Fresno, CA 93727
4.4 BASE ACCESS: Base security requires all personnel entering the installation be cleared for access. The following must be accomplished to properly submit a base access request:
4.4.1 Each individual requiring access will be required to complete the DBIDS pre-enrollment https://dbids-global-enroll.dmdc.mil/preenrollui/. Upon completion of DBIDS pre-enrollment, the application will generate a 6-digit alphanumeric number. It is recommended that this page be saved, or a screenshot be taken as this number must be annotated on the base access form that will be submitted. PLEASE NOTE: The DBIDS pre-enrollment code is only valid for 30 calendar days.
4.4.2 A government representative will complete the sponsor information on the top of the base access request form, which will be provided as an attachment upon request.
4.4.3 The contractor is required to complete the Contractor/Vendor/Visitor Information section.
4.4.4 A line shall be completed for each visitor and include each employee’s DBIDS 6-digit code.
4.4.5 Once completed, the base access request form must be submitted to 144.FW.FAL.MSC.Contracting@us.af.mil. Each company is highly encouraged to consolidate all individual requests into a single form to both minimize email traffic and to ensure requests are properly tracked.
4.4.5.1 Requests are required to be submitted no later than 5 business days prior to the date of the visit to allow adequate time for processing. Incomplete requests or requests submitted after June 18th WILL NOT be accepted. PLEASE NOTE: Requests for foreign nationals require up to 60 calendar days for processing and likely will not be completed prior to the visit.
4.3.5 The sponsor will forward all requests to the Security Office for processing. Once the results have been made available, the requesting point of contact will be informed whether or not the individual(s) has/have been granted access.
4.4 BASE ENTRY PROCEDURES: Upon arrival at the West Gate, visitors are asked to park their vehicles in the available parking lot and await further instructions. Government representatives will arrive at least 10 minutes prior to the scheduled time to verify visitors are cleared for access.
4.4.1 SIGN-IN: The government sponsor(s) will have a listing of the names approved for base access, and each visitor will be asked to verify their name is on the listing. Individuals not on the list of approved names will NOT be authorized to enter the base. Those confirmed on the list will be directed to enter the base and will be required to present a valid photo ID to the entry controller as proof of identity.
4.4.2 VEHICLES: Vehicles may be allowed on base. Vehicle allowance will be determined on the day of the site visit. Any vehicles allowed on base for site visit attendance will be subject to search. Vehicles may not have weapons or drug paraphernalia (to include marijuana) present as restricted by federal installations. Vehicle Registration, Driver License, and Proof of Insurance for vehicles must be current.
4.5 PLEASE NOTE: Information provided at a site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the Standard Form (SF)
1442 is formally amended. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
